    [01] Guaranteeing affordable access to telephone services in a liberalised environment

    The basic telephone service should provide a normal telephone line, directories and directory enquiry services, public pay-telephones and, where appropriate, special services for disabled users and other special social groups at affordable prices. This is the definition of universal service for voice telephony proposed today by the Commission, at the initiative of Telecommunications Commissioner Martin Bangemann, in association with Competition Commissioner Karel Van Miert, in a draft Directive put forward to the European Parliament and the Council.

    [02] Commissioner van den BROEK visits Ukraine

    Commissioner van den BROEK is paying an official visit to Ukraine from 11 till 13 September 1996. The Commissioner attaches high importance to this visit, taken Ukraine's vital role for democracy and stability in the region. Macro-economic reforms are well under way, measures will be discussed aiming at succeeding micro-economic transformation. The implementation of the Interim Agreement will be subject for discussion, as well as the EU Tacis technical assistance for the period 1996-1999. For that latter purpose an Indicative Programme will be signed in Kiev during this visit, providing a total amount for the period covered of nearly ECU 540 million. Commissioner van den BROEK will also visit the Chernobyl Nuclear Power Plant and discuss measures for closing down this plant before the year 2000, as well as other measures in the context of the reform of the energy sector in Ukraine, and the implementation of the EU/G7 plan for Chernobyl. Overall financial support by the international community for the period 1990-1995 amounts to ECU 2,804 million of which ECU 1,215 million was committed by the EU (ECU 400 million in grants).
