  • [01] Commission adopts ecological criteria for a further product group: double-ended light-bulbs

    Producers now have the possibility to apply for the eco-label for double-ended light bulbs. Applicants who fulfill the ecological criteria are permitted to use the official flower logo on their approved product.

    [02] Commission takes Korea to WTO over telecoms

    The European Commission is resorting to the World Trade Organisation in order to open up the telecommunications procurement market in South Korea. EU exporters lose an estimated $ 900 million a year by being excluded from the Korean market. The Commission has therefore requested formal consultations in the WTO against Korean measures designed to build up a domestic telecoms industry. Korean law now requires the main national operator, Korea Telecom, to buy from Korean manufacturers, and the Commission has clear indications that the second operator applies a similar policy. Domestic manufacturers also enjoy substantial R&amp;D subsidies. This action has been carried out through the EU's new 'market access' strategy for opening foreign markets, and enjoys wide support from EU Governments and industry.

    [03] Jacques Santer au Sommet de l'Union Economique et Monétaire de l'Ouest-Africain (UEMOA)

    Participant à l'ouverture du Sommet de l'UEMOA à Ouagadougou, le Président Santer a confirmé "l'intérêt actif de la Commission européenne pour ce grand projet d'intégration régionale et l'appui qu'elle prévoit de lui apporter". "La conclusion du Traité de l'Union économique et monétaire ouest-africaine a été un acte économique majeur, mais aussi un acte de haute portée politique et de volonté affirmée de solidarité envers vos Etats. Intervenant au moment où vous preniez la décision courageuse de changer la parité du franc CFA pour l'ajuster aux réalités économiques, elle témoignait de votre volonté de tirer mieux parti des conséquences de la dévaluation et d'en consolider les acquis. Intégration économique et communauté de monnaie sont des développement liés et leur conjonction doit permettre d'en tirer le meilleur parti. C'est aussi la voie qu'a choisie l'Union européenne.", a déclaré le Président. "La Commission européenne a apporté avec d'autres bailleurs de fonds une pleine contribution aux études préliminaires et aux travaux préparatoires de vos premières décisions", a rappelé le Président. "Elle suivra attentivement les progrès de l'UEMOA et pourra prévoir d'autres mesures dans le cadre des actions régionales du 8ème FED".

    [04] Jacques Santer devant l'Assemblée des députés du Burkina Faso :

    Triple message :

    C'est un triple message que le Président de la Commission a transmis au peuple du Burkina Faso dans son discours devant les députés à Ouagadougou. L'Union européenne est et reste aux côtés de l'Afrique et particulièrement de l'Afrique sub-saharienne. "La Convention de Lomé a tissé entre nous des liens d'interdépendance et de solidarité et créé un véritable partenariat". Un deuxième message s'adresse particulièrement au Burkina Faso, pays où l'effort conjoint du gouvernement, des représentants du peuple, des autorités municipales et la société civile est particulièrement prometteur. Troisièmement, l'Union européenne appuie et appuiera sans réserves l'organisation régionale qui se met en place entre le Burkina Faso et ses voisins à travers l'Union Economique et Monétaire Ouest Africaine.

    [05] Erkki Likkanen: Majority decision-making has to become the rule

    Budget and Administration Commissioner Erkki Liikanen in his Europe Day Speech at the University of Helsinki outlined the history of the European Union by comparing the life stories of Robert Schuman, the former President of Finland, J.K. Paasikivi and Jean Monnet. Mr Liikanen emphasises the long road of Finland to the membership of the European Union. Mr Liikanen stressed that in the IGC the Union has to accept majority decision-making as a general rule in Community matters. "The Intergovernmental Conference will not be proposing new powers for the Union, but is setting out to improve the effectiveness and openness of the Union. The aim is to do less - where possible -, but to do it better than before."

    [06] Franz Fischler at the COCERAL-Congress in Vienna

    In a speech on "the future of our markets" at the COCERAL-Congress in Vienna, Agriculture Commissioner Franz Fischler said that after three years, the CAP reform has successfully achieved most of the expected results. But now there are new challenges the Union must face. Referring to Eastern enlargement, Mr Fischler points out that it is necessary to help the Central and East European countries concerned to adapt their agricultural structures, institutions and policies to the CAP. The Union will also have to deal with new WTO negotiations and it might be necessary to reinforce or extend the measures established by 1992 CAP reforms. Mr Fischler also puts particular emphasis on a change in the role of farmers: they will have to offer services in rural areas and take on an entrepreneurial role in their villages.

    [07] Christos Papoutsis: "The time has come for us to concern ourselves more seriously with tourism"

    In a speech delivered today at the Euro-Mediterranean Conference of Tourism Ministers, organised by the Italian Presidency in Napoli, Italy, Tourism Commissioner Christos Papoutsis said that it is necessary to give more importance to tourism and that "our common priority must be to exploit human potential as a fundamental factor in the development of tourism and our common objective must be to improve the quality of the tourist services". He also pointed out to the problem of the security of tourists and the effects on tourism of terrorist activities and stressed that "this is unfortunately a problem in come regions of the Mediterranean and we have to discuss it now that we are developing a new form of Euro-Mediterranean cooperation in tourism". In the context of this cooperation particular emphasis should be given on information, training and promotion.

    [08] Edith Cresson: L'Europe souffre principalement d'un déficit d'innovation

    L'Union européenne doit chercher dans son déficit d'innovation les principales raisons de la faiblesse de son économie, bien plus que dans le niveau de ses coûts salariaux. C'est ce qu'a déclaré aujourd'hui, chiffres à l'appui, Mme Edith Cresson, commissaire européen en charge de la recherche, de l'éducation et de la formation, dans un discours tenu à Paris devant quelque 350 dirigeants de PME à l'occasion d'une conférence sur l'innovation. Mme Cresson a appelé au lancement de politiques ambitieuses plutôt que de "mesures curatives" pour s'attaquer aux faiblesses de l'économie européenne et au problème de l'emploi. Le "Livre vert sur l'innovation", présenté il y a cinq mois par la Commission européenne à l'initiative de Mme Cresson, vise à mettre en place une véritable stratégie à l'échelle des quinze pays membres de l'Union européenne pour aider les chercheurs et les entreprises à traduire leurs inventions en produits ou en services nouveaux et à les commercialiser.

    [09] Ritt Bjerregaard meets with environmental NGOs in Ireland

    Saturday, 11 May, Environment Commissioner Ritt Bjerregaard met in Dublin with representatives of Irish environmental NGOs. Mrs Bjerregaard addressed a number of key issues where she hopes to see progress during the Irish Presidency including: The completion of the review of the Community's Environmental Action Programme; the adoption of a revised waste management strategy and the beginning of substantive discussions on the "Auto-Oil" package, looking at proposals for car emissions and fuel quality standards. In addition to these specific aspects of the Environment Council's business, Ritt Bjerregaard will also be looking to the Irish to defend EU environmental policy in the context of the IGC. "Much progress has been made in defining the strategy and way forward to achieve sustainable development - but much more needs to be done. We must look for ways and means to integrate fully, environment within all aspects of economic development," Ritt Bjerregaard said. !!! embargo 11 May - 12h30 !!!

    [10] La consommation de l'Union européenne en gaz naturel a augmenté de 4,7% en 1995

    La consommation intérieure brute en gaz naturel de l'UE a augmenté sensiblement de 4,7% à environ 300 millions de tonnes d'équivalent pétrole (tep) en 1995, conformément à des données provisoires publiées aujourd'hui par Eurostat, l'Office statistique des Communautés européennes à Luxembourg. Le rapport relève: "Une augmentation de 14 millions de tep constitue une croissance qui se situe bien au-dessus de ce qui a été observé des dernières années". Ces chiffres laissent supposer que le gaz naturel est la source d'énergie qui a progressé le plus fortement en 1995.
