    [01] Commission adopts rigorous preliminary draft budget for 1997

    The European Commission today adopted its preliminary draft budget for 1997. The expenditure proposals total ECU 89,995 million in commitment appropriations and ECU 84,444 million in payment appropriations. These figures represent an increase of 3.0 per cent in resources provided by Member States compared to 1996. Budgetaryrigour permitted a sharp slow-down compared to last year (8.5 per cent increase). The 1997 Community budget is in line with Member States´s budgets in the run up to Economic and Monetary Union. Without the substantial extra expenditure caused by the "mad cow crisis", EU budget growth would be limited to 2.0 per cent for 1997. As a further sign of rigour the budget does not propose any additional personnel posts for the Commission outside those agreed as a consequence of enlargement.

    [02] "Philoxenia" - the first multiannual programme for European tourism

    Recognising that tourism, due to its increasing importance, can contribute to the achievement of economic growth and employment, to the reinforcement of economic and social cohesion as well as to the promotion of European identity, the European Commission proposed the First Multiannual Programme to assist European Tourism (1997-2000). The new programme, named "Philoxenia" (hospitality), aims to stimulate the quality and competitiveness of European tourism taking in particular into account the balanced and sustainable development of the sector, the satisfaction of the tourists' needs and the rational use of the natural, cultural and infrastructural resources.

    [03] An industrial competitiveness policy for the European chemical industry

    In a Communication entitled "An Industrial Competitiveness Policy for the European Chemical Industry", the Commission considers that the chemical industry of the EU which, as a whole, is among the most modern and competitive in the world, faces a set of challenges that must be met if it is to maintain and, if possible, strengthen, its international competitiveness. It is important to promote a level playing field, at least with the main OECD and newly industrialised competing countries, in terms of market access, environmental framework, and, if possible, competition rules, fiscal and social regulations. Effective competition requires that the unit prices for raw materials and energy imputs must not be distorted. It is important to ensure that health and environmental regulations are founded on a sound scientific basis and that their potential economic impact, including the international competitiveness of this industry, is fully taken into account.

    [04] La Commission présente des directives de négociation pour un accord d'association euro-méditerranéen avec l'Algérie

    La Commission vient d'adopter un projet de recommandation du Conseil l'autorisant à négocier un accord d'association euro-méditerranéen avec l'Algérie. Cet accord s'inscrit dans le cadre du renforcement de la politique méditerranéenne de l'Union et de la Conférence euro-méditerranéenne de Barcelone de novembre 1995. Il prévoit la réalisation concrète du partenariat euro-méditerranéen comportant trois grands volets : un volet politique et de sécurité, un volet économique et financer et un volet social et humain. Le Conseil Européen de Madrid du 15 et 16 décembre 1995 dans ses conclusions sur la politique méditerranéenne de l'Union et sur "l'esprit de Barcelone" avait constaté le désir de l'Algérie de conclure avec l'Union un nouvel accord d'association et avait invité la Commission à présenter un projet de directives de négociation.

    [05] Germany: Commission approves regional investment in favour of the construction of a semiconductors' manufacturing plant in Dresden

    The Commission decided today to raise no objection to a project of the Authorities of the Land of Saxony to grant a subsidy of 300 million DM in favour of the construction by the Californian company AMD (Advanced Micro Devices) of a semiconductors' manufacturing plant in Dresden. The investment - with a global cost of 2.8 billion DM will not only create 1430 direct jobs, but it will also contribute to create between 3000 and 3700 jobs with the attraction of a number of small supplier companies in this area, which experiences a high rate of unemployment.

    [06] Allemagne: feu vert au plan 1995-1999 d'amélioration des structures économiques régionales

    La Commission vient d'approuver le nouveau plan du Gouvernement Fédéral Allemand visant à l'amélioration des structures économiques régionales (1995-1999), doté au total de quelque 36.800 millions de DM, dont plus de 90% sont destinés aux nouveaux Länder (ex-RDA).

    [07] Allemagne: la Commission demande de modifier le système des garanties de l'Etat en faveur des investissements dans les nouveaux Länder

    La Commission demande au gouvernement allemand de modifier le régime de garanties de l'Etat fédéral au bénéfice des investissements dans les nouveaux Länder et à Berlin-Est. Ce régime, approuvé par deux fois dans le passé par la Commission - en 1991 et en 1993 - doit en effet désormais être conforme aux règles générales valables pour l'ensemble de l'UE mises en place par la Commission à la fin de 1994 et qui exigent notamment la notification individuelle de toute forme d'aides publiques au sauvetage et à la restructuration d'entreprises en difficulté.

    [08] Italie: secteur de la chaussure

    La Commission a adopté aujourd'hui une décision finale négative à l'égard des aides prévues dans le cadre de l'intervention extraordinaire au soutien de la production et de l'emploi dans le secteur de la chaussure. Ces aides sont octroyées sous la forme d'une réduction totale ou partielle des charges sociales patronales pour les PME de ce secteur afin de soutenir la création d'emplois.

    [09] Italie: aide au développement par Olivetti d'ordinateurs multimedia - doutes sérieux de la Commission

    La Commission a émis de sérieux doutes quant à un projet d'aide - sous forme d'un prêt bonifié de 37 millions d'Ecus pour 1996 - destiné au développement par Olivetti d'ordinateurs personnels multimedia portables. En substance, la Commission estime que le projet en question - huit modèles "grand public" et dix modèles plus sophistiqués - aurait de toute manière été engagé par Olivetti en raison des perspectives commerciales favorables de ce segment du marché. Les autorités italiennes disposent d'un mois pour présenter à la Commission des informations complémentaires sur ce dossier.

    [10] Greece: Commission delays payment of second tranche of state aid to Olympic Airways and requests further information

    The Commission has decided to delay payment of the second tranche of state aid to Olympic Airways, pending further information from the Greek government. Although the company's recapitalisation plan is successfully on target, the Commission is concerned that certain conditions stipulated as part of the original decision in October 1994 have not been fulfilled. In particular, the requirements that there be no further state aid and that the Greek government should not be involved with the management of the airline beyond its role as a company shareholder.

    [11] United Kingdom: Commission decides that the price paid by the UK government for the building of the Channel tunnel rail link does not constitute a state aid

    After a full and lengthy analysis, the Commission has decided that the price paid by the UK government for the building of the channel tunnel rail link does not constitute a state aid. The Commission is satisfied that all proper procedures have been followed in operating a competitive tender and selecting a winner and that the price paid was determined by market mechanisms and can thus in no way be construed as a state subsidy.

    [12] Italy: Commission asks to suspend aid to restructuring of the road haulage sector and requests further information

    The Commission has asked Italy to suspend a scheme in operation since 1991 to help the restructuring of the road haulage industry and to supply, within two weeks, further information, as requested on previous occasions, so that the Commission services can establish whether the scheme is compatible with the Community law. If there is no answer within the time limit, the Commission will be entitled to take its final decision on the basis of the information available.

    [13] Espagne, Allemagne et France: la Commission autorise des aides à l'industrie houillère

    La Commission européenne a autorisé l'octroi d'aides à l'industrie houillère en Espagne (293.055 millions de pesetas), en Allemagne (13.300 millions de marks allemands) et en France (4.400 millions de francs français). Ces aides s'insèrent, à différents titres et selon des modalités diverses, dans le cadre de la restructuration de ce secteur.

    "Ceux qui prétendent que l'Union monétaire est défavorable à l'emploi se trompent", a déclaré aujourd'hui Yves-Thibault de Silguy, Commissaire chargé des affaires économiques, monétaires et financières, lors de la journée d'étude du PPE à Athènes. "L'Europe dispose d'un tissu économique solide et d'une main d'oeuvre d'une grande qualité". "Pour vaincre le chômage, il faut mobiliser tous les Européens. Voilà un projet à offrir à nos opinions publiques pour les convaincre du bien-fondé de l'intégration européenne. Dans cette action d'entraînement de notre opinion publique, l'euro est un instrument efficace d'adhésion à l'Europe. Il permettra d'assainir nos économies, de créer un cadre favorable à l'emploi et de faire un grand pas vers l'Union politique, en favorisant une coordination renforcée des politiques économiques".
