BRUSSELS - European Union ministers failed on Wednesday to reach full
agreement on internal market rules for in vitro diagnostic medical devices.

BRUSSELS - European Union internal market ministers gave their political
blessing on Wednesday to an ambitious European Commission plan to plug holes
in the bloc's single market by the launch of monetary union in 1999.
