    BRUSSELS - The European Commission proposed legislation on Wednesday that would slap a consumption tax on telecommunications services offered by foreign companies within the 15-nation European Union.

    LONDON - British Airways Plc declined comment on a newspaper report claiming it was in talks with Spanish airline Iberia about joining its proposed alliance with American Airlines.
