[01] IGC group prepares summit report
BRUSSELS - The group of foreign ministers' representatives on the inter-
governmental conference were to meet again on Tuesday to begin preparations
for the special European Council in Dublin on October 5.
[02] Mad cow crisis
KILLARNEY, Ireland - European Union Farm Ministers held intensive informal
discussions to try head off a new crisis with Britain over its suspension of a
cattle cull agreed under a plan to wipe out mad cow disease.

BRUSSELS - European Commission President Jacques Santer will keep pressing EU
finance ministers for a plan to boost spending on trans-European road and rail
links, a commission spokesman said.

BRUSSELS - European Union Competition Commissioner Karel Van Miert launches a
fervent appeal for international competition rules, saying trading partners
such as Japan must play a role in fighting unfair practices.

CLT and Bertelsmann to abandon digital pay television plans would help the

ATHENS - Triumphant socialist Prime Minister Costas Simitis rolled up his
sleeves and vowed to change the face of Greece and bring the European Union's
poorest member in line with its partners.

BRUSSELS - NATO and the European Union, weary of years of Greek-Turkish
bickering, look for signs that Greek Prime Minister Costas Simitis's election
win would lead to an easing of tension in the eastern Mediterranean.

BONN - German Chancellor Helmut Kohl will visit Ireland on October 2 and 3,
two days before a special European Union summit, a German government spokesman
said.
[12] EU to grant Yemen $65 million aid
SANAA - The European Union said it planned to grant the impoverished Arab
state of Yemen about $65 million in aid over the next two years.
