    ROME - Chances of settling Britain's "beef war" with the European Union before the European Council in Florence at the weekend faded at a meeting of the EU foreign ministers on Monday as London came under pressure to make more concessions to win its partners' support.

    VIENNA - Austria and Belgium urged Britain on Monday to end its blockade of European Union business, saying the continental row spawned by a ban on British beef threatened to derail the European Council in Florence later this week.

    BRUSSELS - In an attempt to revitalise confidence among consumers and businesses, EU leaders meeting in Florence this week are expected to endorse a sweeping jobs initiative by European Commission President Jacques Santer.
