    [01] Akdag to carry out "contacts" in the occupied area of Cyprus

    According to illegal Bayrak television (29.09.17) Turkey's Deputy Prime Minister in charge of Cyprus Affairs Recep Akdag arrived illegally this morning in the occupied area of Cyprus for a series of "contacts".

    Akdag first visited the "Murataga, Sandallar and Atl?lar Martyrs' cemeteries" [Aloa, Maratha and Santallari cemeteries] and then "visited" to occupied Rizokarpaso village.

    In the afternoon, Akdag will be "visiting" the occupied Akanthou "municipality" and the old port of occupied Keryneia.

    Later in afternoon, Akdag will separately meet with so-called prime minister Huseyin Ozgurgun and the "speaker" of the so-called assembly Sibel Siber.

    Akdag will further attend the "closing session of the 2nd economic program revision meeting" being held by the "technical committees" of the two "countries" as part of the work carried out within the framework of the "cooperation protocols".

    Akdag will be completing his "contacts" after visiting with "members" of the "society for national struggle and solidarity" and with teachers and students who took part in the recent visits to Canakkale, in Turkey.

    [02] Lakatamyali alleges that the Third Vienna Agreement includes no provision for supplies

    Turkish Cypriot daily Yeni Duzen newspaper (29.09.17) reports that Mustafa Lakatamyali, "deputy foreign minister" of the breakaway regime in the occupied area of the Republic of Cyprus, has alleged that there is no provision for carrying supplies [to the Greek Cypriot and Maronite enclaved persons] in the Agreement on the Exchange of Population signed in 1975 [as he describes the Third Vienna Agreement]. In statements to the paper, Lakatamyali alleged:

    "This was an agreement regarding that the UN would be able to visit and look after the Greek Cypriots and the Maronites whenever they wanted. There was no provision regarding supplies. It was a practice which came onto the agenda that period under extraordinary conditions, conditions of war. One could understand this situation until 2003 and the opening of the borders".

    Lakatamyali claimed also that the Greek Cypriot enclaved persons in occupied Karpasia, who are engaged in the fields of agriculture and livestock breeding, benefit from all the aids granted by the occupation regime to the "TRNC citizens".

    Referring to the aid carried to the enclaved persons with UN trucks, Lakatamyali said that these supplies are distributed at the village squares and added that liquified gas, fuel, pesticides and other supplies are given. "This, however, is forbidden, according to the legislation. The trucks come without a control", he claimed.

    Lakatamyali also alleged that the regime possesses information according to which the above-mentioned supplies are sold in the market in the occupied area of the island or are given to relatives of the enclaved persons. He said that aid to around 300 persons is provided through the UN and reiterated that as of 1st October "tariffs" will be imposed in case the supplies continue to be sent. He further alleged that the "authorities" will establish who really needs this aid.

    [03] Erhurman criticizes the "tariffs" on the aid to the enclaved persons; The occupation regime's "administrators" do not know their population

    Turkish Cypriot daily Yeni Duzen newspaper (29.09.17) reports that commenting on the statement by the occupation regime regarding imposing "tariffs" on the aid to the enclaved persons, Tufan Erhurman, chairman of the Republican Turkish Party (CTP) has said that the only concern of self-styled foreign minister Tahsin Ertugruloglu is hatred and revenge.

    In statements to Kanal SIM television, Erhurman said that Ertugruloglu does not care about the exports of the Turkish Cypriots or their representation abroad and added: "His only concern is hatred and revenge and not the opening of the Turkish Cypriots to the world. And we are obliged to watch this".

    Meanwhile, referring to a statement recently made by Serdar Denktas, self-styled deputy prime minister, regarding per capita income in the occupied area of Cyprus [Translator's note: See Turkish Cypriot and Turkish Media Review No 186/17, Item 1], Erhurman noted that even the "administrators" of the "country" do not know the de facto population and described Denktas' statement as irrational, because these numbers are the calculation of the national income based on the assumption that the businessmen, who earn a lot of money, and the unemployed people are the same.

    Referring to the issue of "citizenships", Erhurman noted that the position of his party is the increase from five to ten years of the time period which gives to someone the "right" to take "citizenship".

    He argued that there are two issues regarding the "citizenships" granted by the National Unity Party (UBP) ? Democratic Party (DP) self-styled government. The one is the 940 "exceptional citizenships" 'granted' by the "council of ministers" without any justification and the other is the "citizenships" granted by the self-styled "ministry of internal affairs". He noted that the latter should also be published in the "official gazette" and added that his party will file a "lawsuit" for the annulment of these "citizenships" as well.

    [04] More "citizenships" to eleven persons

    Turkish Cypriot daily Havadis newspaper (29.09.17) reports that the "council of ministers" of the "coalition government" UBP-DP (National Unity Party-Democratic Party) "decided" in a meeting on September 25, 2017, to "grant" the "TRNC citizenship" to eleven persons according to "article 9, paragraph (1), clause (c) of the citizenship law No. 25/1993". The "decision" was published in the "official gazette" dated September 28. The names are published in the newspaper.

    [05] Incirli argues that if they do not know the population in the "TRNC", how they can calculate the "national income"

    Under the title "You cannot calculate the national income, if you don't know the population!", columnist Serhat Incirli, writing in Turkish Cypriot daily Kibris Postasi newspaper (29.09.17), comments on the latest statements by Recep Aktag, Turkish Deputy Prime Minister responsible for Cypriot Affairs, who said: "When we bring north Cyprus to the level of [a national income of] around 20 thousand dollars, 25 thousand dollars, [and] 30 thousand dollars, the solution will anyway be realized by itself". He stresses that it is impossible to calculate the national income of a country if you do not know the exact population as follows:

    "Those who rule Tukey, when the Cyprus settlement or 'Cyprus' is on the agenda, they have always spent the same sentences for years now? Recep Akdag also participated in these? (?) While I am making this evaluation, I would like to mention that I don't mean that 'Turkey has never contributed to us'. (?) My main aim of this article is that if even they have well-intentions, they can explain what they said without account? (?) The measurement of national income and national income per capita is very important. The National income of a country reveals its economic power? (?) I want to say that it is impossible to calculate this in the TRNC (translator's note: the breakaway regime in the occupied area of Cyprus). Because, the population of the TRNC is uncertain".

    On the same article, Incirli also criticizes the statements by self-styled minister of foreign affairs Tahsin Ertugruloglu that the Cyprus talks collapsed and that they should make evaluations and consultations with Turkey. He wonders what they will evaluate, will they evaluate the annexation?

    [06] Erdogan met with Putin; Turkey and Russia agreed on the protection of integrity of Iraq and Syria

    Turkish daily Hurriyet Daily News (29.09.17) reported that Turkey and Russia share similar views on the protection of the territorial integrities of both Syria and Iraq, President Recep Tayyip Erdogan has said, urging the international community to act before Iraqi Kurdistan Regional Government (KRG) commits graver mistakes.

    Erdogan and Russian President Vladimir Putin met in Ankara on late Sept 28 to discuss regional developments and bilateral relations in their 5th in-person meeting this year.

    "We have discussed the developments in our region, including Iraq and Syria. We are of the same opinion on the need for the protection of territorial integrities of both Iraq and Syria," Erdogan told reporters after a three-hours long meeting with Putin.

    Reiterating Turkey's opposition to the KRG's bid to seek independence through September 25 controversial referendum, Erdogan called on the international community "to take steps to avoid graver mistakes to be staged by the KRG in the post-referendum period."

    Putin, for his part, repeated a statement issued by the Russian Foreign Ministry on the referendum, underlining that this was reflecting Moscow's position in principle about the KRG's referendum without further detailing.

    The two leaders have also discussed their joint efforts to establish de-escalation zones inside Syria, including rebel-held Idlib. Citing difficulties Turkey, Russia and Iran as three guarantor countries as well as Syria have been facing in implementing the agreement on de-escalation zones in the war-torn country, Putin praised the role of Erdogan in overcoming these challenges and in continuing on the right track.

    "We have agreed to jointly work on the implementation of the de-escalation zones," Putin stressed, informing that three countries' diplomats, intelligence and military officials will continue to work to this end.

    Erdogan also underlined the need to intensify works for implementing the agreement that was reached in Astana in September but also recalled the need of putting some confidence building measures in place.

    "Turkey and Russia have repeated their joint will for political resolution of the Syrian problem," Erdogan said.

    Both Putin and Erdogan have expressed their satisfaction with the boost of bilateral trade volume in 2017, informing about a 22% increase only in 8 months of this year. "The number of Russian tourists visiting Turkey increased 11 times in comparison to last year," Putin said. "We have removed almost all trade restrictions on Turkish agricultural products. There is a 58%t increase in the import of Turkish agricultural products," Putin also said. .

    The two leaders have not mentioned about Turkey's plan to procure S-400 anti-ballistic missiles from Russia. Turkey, a NATO ally, is under criticism for attempting to purchase a non-NATO anti-ballistic missile system. Erdogan has already said Turkey made a deposit payment to Russia.

    [07] Y?ld?r?m: "Turkey, Iraq and Iran to work together against KRG"

    Turkish daily Hurriyet Daily News (28.09.17) reported that Prime Minister Binali Y?ld?r?m stated on September 28 that Turkey, Iraq and Iran will hold a trilateral summit to coordinate steps to be taken against the Iraqi Kurdish independence referendum.

    His words came after a telephone conversation he had with the Iranian Deputy President on Sept. 28. He said the conversation focused on the developments in Iraq.

    "Iran is on the same page with us," Yildirim told reporters, stressing that the Iraqi Kurds' ambitions for independence could pose a risk to the stability and security of the region.

    "We will continue close cooperation with Iraq and Iran on this issue," he said, adding that President Recep Tayyip Erdogan will pay a visit to Iran on October 4.

    Turkey will speak directly to Iraq's central government on issues about borders, airports and economic relations, he said, noting that the three countries were doing their best to overcome the crisis caused by the referendum with the minimum damage.

    Y?ld?r?m also said that Turkey would not hesitate to respond to any threats against its national security.

    He further stressed that Turkey would not shy away from giving the harshest response to a national security threat posed on its border but it was not the first choice.

    [08] Erdogan to the US: "Give us Gulen if you want arrested pastor Andrew Brunson to be freed"

    Turkish daily Hurriyet Daily News (28.09.17) reported that President Recep Tayyip Erdogan has called on the United States to exchange Pennsylvania-based Islamic preacher Fethullah Gulen with Pastor Andrew Brunson, who has been in jail in Turkey since October 2016.

    "We have given you all the documents necessary [for the extradition of Gulen]. But they say, 'give us the pastor.' You have another pastor in your hands. Give us that pastor and we will do what we can in the judiciary to give you this one," Erdogan said on September 28.

    Brunson was taken into custody on Oct. 7, 2016 on suspicion of "being a threat to national security".

    [09] Turkey to continue year-round daylight saving time despite court ruling

    Turkish daily Hurriyet Daily News (29.09.17) reports that Deputy Prime Minister Bekir Bozdag said on September 28 that the Turkish government intends to continue with daylight saving time this year.

    "As the government we favor continuing daylight saving time as it is," Bozdag told reporters.

    The Council of State, Turkey's highest Administrative Court, on September 27 ordered a stay of the Cabinet decision to make daylight saving time last for the entire year.

    Bozdag said that the government is likely to make legislative changes to continue with the year-round daylight saving. "Necessary steps are to be taken in the upcoming days. Legislative changes are likely to be made regarding the matter through a statutory decree before the due date", he said.

    Turkey moved to daylight saving time on March 27, 2016, at 3:00 a.m. local time, moving clocks forward one hour, and has not resumed standard Turkish time since.

    The decision caused a parent to appeal to court that children had to go to school before sunrise as the daylight saving time was being used in winters.

    The Council of State backed the parent's arguments and ruled for a stay of execution of the permanent summertime practice.

    Also commenting on the issue, Energy and Natural Resources Minister Berat Albayrak confirmed that they will "continue keeping summer time all year long."

    "We will continue in the same direction regarding the daylight saving time. We will continue after making the necessary regulations", Albayrak said, claiming that Council of State ruling is "a technical issue."

    "The daylight saving time made a major contribution to Turkey regarding productivity. We recently received reports on the figures [of productivity]. We asked for an economic numeral analysis. We had already made studies on the issue as Ministry, but we wanted a third party to analyze it," Albayrak said, adding that the analysis was carried out by Istanbul Technical University (ITU).

    "We carried out a study with ITU, which is among the best universities in Turkey, and for some, the best one in technical fields, and saw that the daylight saving time created a positive impact," he claimed.

    He added that savings worth 540 million Turkish Liras were made due to the summertime practice. TURKISH AFFAIRS SECTION
