[01] Eroglu: Eide's proposal on Turkish vessels' withdrawal for 3 months was not being thought much

During a visit to the "fighters association of Kokkina", Eroglu said that the UN Secretary General's Special Adviser to Cyprus Espen Barth Eide's proposal that Turkey should withdraw its vessels for 3 months was a proposal made by not being thought much. Eroglu said that this is a matter of prestige, adding that he conveyed to Eide that Turkey's prestige is superior to South Cyprus' prestige.

Noting that Eide will arrive to the island on the 7th of November, Eroglu said that he does not know what kind of proposals he will bring, but the views that Eide presented during his meetings at Ankara could not be accepted.

Meanwhile, illegal Bayrak television (online, 04.11.14) reports that Eroglu, commenting on the contacts that have taken place between "South Cyprus" and Russia, said that this will only aid to increase tensions in the region and will not benefit anyone. He said: "We do not want war we want an agreement. We are meeting with Turkey and evaluating the situation", and added that he wanted the public to be aware of the situation and everyone to be on the same point of view.

[02] The Turkish Cypriot negotiator met with the Turkish Foreign Minister

It was announced that during the meeting "they discussed their disappointment created by the fact that the Greek Cypriot side left the negotiation table".

[03] Nami addressed the "Israel Energy and Business Convention 2014" in Tel Aviv

Nami gave an opening speech of the convention of the "Israel Energy and Business Convention 2014", in Tel Aviv, in November 3-4, 2014.

According to a press release by the "foreign ministry", Nami noted in his speech that the Turkish Cypriots have rights at the hydrocarbons off the shores of Cyprus. Noting that the recent events in their geography serve as a stark reminder to all of them that the traditional power games and the efforts of the international organizations or superpowers are not sufficient in dealing with the challenges of the 21st century, Nami said that the turmoil in the Middle East and the escalation of tension in the Eastern Mediterranean show them more than ever that coordinated efforts of all regional actors are needed to bring peace and stability to the region.

Name explained that the only way to guarantee and maintain such cooperation is the creation of interdependencies through trade agreements and energy transportation networks and added: "Although the current picture in our region may lead us to think otherwise, a more inclusive regional cooperation regarding hydrocarbons in the Eastern Mediterranean is not only desirable, but also attainable. In the time that I have I will argue that the key stone which will enable us to build such an arch of cooperation is the resolution of the Cyprus problem."

Nami went on and said: "Lets for a moment concentrate and picture a future whereby unlike today we have a united Cyprus that functions smoothly as a federation between Turkish and Greek Cypriots as called for by the relevant Security Council Resolutions and as well as the agreements reached freely by the leaders of both communities throughout the years.

Internally a Federal Cyprus will be an attractive destination for businesses from around the world as one of the safest places in the region where EU law is applied in its entire territory. United Cyprus will be able to engage in trade with all of its neighbours and unleash the full potential of regional cooperation, including in the field of hydrocarbons. Externally, resolution of the Cyprus issue will enable NATO and the European Union to cooperate on all matters of common concern. Accession negotiations of Turkey with the EU will be revitalized giving a boost to the reform process in that country and enabling all to harmonize not only laws and regulations but also policies vis-a-vis the region. United Cyprus will make Turkish an official language of the European Union which in itself will have a huge psychological impact in how people identify themselves right now."

Referring to the hydrocarbons issue, Nami said: "We can clearly see that dealing with a united Cyprus expands the alternatives available for the extraction and transportation of these resources. Alternatives which are simply not available now offer themselves for financial scrutiny and compete with the current ones giving investors better return for their money and consumers cheaper more reliable flow of resources." Nami accused the Greek Cypriot leadership of not engaging in cooperation and claimed that the Greek Cypriot side has rejected the past convergences achieved between the two sides in Cyprus as well as to abandon recently the UN led peace talks.

Alleging that there is not a single legitimate government to speak on behalf of all Cypriots regarding the decisions related to hydrocarbons which belong to all Cypriots, Nami proposed first to intensify the UN led process and finalize a peace agreement as soon as possible. In the meantime to hold off unilateral steps and wait for the establishment of the federal government, which will have as a competence the management of natural resources. He added that if this is not possible then they have to start cooperating from today through a jointly established institution reflecting the political equality of both sides in its decision making bodies.

He also accused the Greek Cypriot leadership of the current stalemate, calling them to return to the table and to engage in dialogue so that they can find ways to bridge their differences in all issues, including the issue of hydrocarbons in the Eastern Mediterranean.

Finally, he asked the international community not only to encourage the Greek Cypriot leadership to return to the table but also to start taking decisions regarding the future of Cyprus together with its Turkish Cypriot counterparts.

[04] Nami evaluated his contacts in Israel

Nami claimed: "A big conference on energy is organized in Israel once a year. Leading energy firms and officials are attending these meetings. Diplomatic sources are also participating in these events. For the first time, someone from the TRNC was invited to the convention and a visit was paid to Tel Aviv at the foreign ministry level".

Explaining that four different opening speeches were delivered at the event, Nami said that besides the US Ambassador to Israel, the Israeli Energy Ministry Undersecretary, the representative of the Nobel Energy Company, he also delivered an opening speech at the convention.

Nami also said that he stressed that the Turkish Cypriot side is ready for all kinds of cooperation on the issue of hydrocarbons.

The Deputy Chief Advisor of the Israeli Prime Minister Eran Lerman, the US Ambassador to Israel Daniel Saphiro, Israeli Petroleum Commissioner Alexander Varshavsky, the CEO of the ECO Energy Company Amit Mor, the President of the Delek Drilling Company and the CEO of the Avner Oil Company Gideon Tadmor, the CEO of the Nobel Energy-Israel Bini Zomer and the CEO of the Modiin Energy Company Ron Manor attended the event.

Meanwhile, illegal Bayrak television (online, 04.11.14) reports that Nami also participated this morning in a round table meeting at the Middle Eastern and African Studies of the Tel Aviv University, where he evaluated the latest developments of the Cyprus talks and explained to the participants the effects of the hydrocarbon issue to the Cyprus negotiation process.

The diplomat did not go into details of the possible formula, but said Eide would have talks in Greece and in Cyprus in early November as part of efforts to resume peace talks on the divided island. Talks were suspended by Greek Cyprus on Oct. 7 in protest at gas exploration activities by Turkey off Cyprus.

In his talks in Ankara, the U.N. official stressed that despite the instability in the region, the Cyprus dispute is the most likely case to be resolved, so the parties must persist with the negotiations, according to the diplomat.

Izcan stated that Yorgancioglu's statements are no different than Dervis Eroglu's attitude and Davutoglu's statements who is asserting a discriminatory and a two-state solution. "With frigates sent to the coast off Cyprus and the "power-game" approach, Davutoglu is kindling nationalism and bringing the two-state politics into the forefront. On the other hand, Eroglu, with the district meetings, under the name of informing the people, is using false, provocative expressions, scaring the people and provoking them, supporting permanent division in Cyprus", Izcan stated.

Izcan noted that even if the negotiations were to resume, with the current positions of the sides, there is no possibility for a solution, adding that for a comprehensive and early solution there is a need for a new understanding and a new period. "The new negotiation period should be one where steps are taken based on UN parameters, supported by Confidence Building Measures," said Izcan, calling out to the international community to give active support to the new period.

According to the paper, the CIOFF, an international organization linked to UNESCO, held its congress in the Bautzen town, of Germany.

The occupation regime has been represented at the congress by Ozlem Kadiraga, "folk dance festival director" at the occupied Trikomo "municipality" and "corresponding member" of "north Cyprus" in CIOFF and Dilara Meral Korahan, "representative of north Cyprus youth" in CIOFF.

The paper writes that the "Greek Cypriot administration", as it called the Republic of Cyprus, has exerted efforts in the past to prevent the "representation" of youth from "north Cyprus" to CIOFF meetings by sending separate letters both to UNESCO and CIOFF.

However, in spite of these efforts, the occupied Trikomo "municipality" became a member of CIOFF and attends the meetings, the paper writes.

[09] Turkish Foreign Ministry summons the German Ambassador over cartoon 'insulting' Erdogan

A written statement issued by the ministry before Pohl was summoned on the same day, described the appearance of a "libelous cartoon" about Erdogan and the Turkish community in Germany in local supplementary textbooks in the Baden Wurttemberg State as "unacceptable." The cartoon was first published in German newspaper Frankfurter Allgemeine Sonntagszeitung in November 2011 and shows a doghouse controversially named "Erdogan."

The Foreign Ministry stated that the cartoon "suggested integration problems of Turks living in Germany."

"Such attempts made under the cover of freedom, which fuels social hatred, xenophobia, Islamophobia, and the violation of personal rights, have no place in democracies," said the ministry, also describing the cartoon as an "unfortunate reflection of increasing racism and xenophobia."

[10] Ankara to update reconciliation road map with the Kurds

According to the new update of the reconciliation road map, the budget of the Under secretariat Public Order and Security is scheduled to be increased to ensure public order across the country in line with Ankara's statement that public order comes first and the reconciliation process is not an alternative for public order under any circumstances.

Religious authorities will be included in the process to ensure the compromise and the Wisemen Committee, which was established for the reconciliation process, is expected to visit the southeastern region along with nongovernmental organizations and some cities where provocations and vandalism have been present. Prime Minister Ahmet Davutoglu yesterday said that if the Peoples' Democratic Party (HDP) takes a contributive position and stays within democratic lines, the government will continue to hold talks over the reconciliation process.
