    [01] Ankara forces Siber's "government" to accept its conditions in order to send money for the civil servants salaries-KTOS to boycott the "elections"

    Under the title "The government was surrendered to AKP", Turkish Cypriot daily Afrika newspaper (02.07.13) reports about the "salary crisis" in the breakaway regime and writes that while the money for the payment of civil servants salaries are not sent by Turkey, the "government" of Sibel Siber is bowing in front of the ruling in Turkey Justice and Development Party (AKP).

    The paper writes that AKP, which in the past put as a condition the selling of the illegal Tymvou airport in order to send money for the civil servants' salaries, now is asking from Siber's "government" to accept its terms which includes the conducting of Quran lesson, the establishing of a religious college and the signing of the economic protocol in order to send money.

    "The government which in the past did not accept these demands yesterday voted in favour of them", writes Afrika.

    Reacting to these developments, Turkish Cypriot Primary Teachers' Union (KTOS) and Turkish Cypriot Primary Teachers' Union (KTOEOS) stated that they will boycott the forthcoming 28 July "elections". "They were force to lean as if they were puppets. We will not go into the ballot box to vote for a puppet government", the two organizations stated during a press conference yesterday.

    Meanwhile, Afrika furthermore writes that "prime minister" Sibel Siber made statements yesterday following a meeting of the "council of ministers" insisting that there is no problem between her "government" and Turkey and that the problems occurred regarding the payments' delay were due to technical issues. She also blamed the "government" of the National Unity Party (UBP) for the delay stating that there were no money to use for the payments, therefore they had to wait for money to come from Turkey. Siber also said that the aim of the new "government: is to increase the salaries but the quality of life.

    [02] The calendar of the so-called elections in the occupied area of the Republic of Cyprus

    Turkish Cypriot daily Kibris (02.07.13) publishes the calendar of the so-called early parliamentary elections on the 28th of July, as well as the final list of the candidates.

    According to an announcement by the "High Electoral Council" ("YOK"), the occupied town of Lefkosia will "elect" 16 "deputies" from 84 candidates, 4 of them are independent. The occupied town of Famagusta will "elect" 13 "deputies" from 67 candidates, 2 of them are independent. The occupied town of Keryneia will "elect" 10 "deputies" from 51 candidates, one of them is independent. The occupied town of Morphou will "elect" 6 "deputies" from 35 candidates. Finally, the occupied town of Trikomo will "elect" 25 candidates. Candidates from 5 political parties are contesting for the "elections". Parties may officially launch their "election campaign" by tomorrow.

    According to the paper, a draw will be held on the 6th of July to determine the arrangement of "ballot papers".

    A separate draw will be held on the 7th to determine the time and order in which candidates will be delivering their campaign speeches on illegal BRT.

    The 13th of July will be the deadline for publishing opinion polls.

    The last day for election propaganda will be the 27th of July, 24 hours before the "election" on the 28th.

    Meanwhile, illegal BRT television (online, 01.07.13) broadcast that the last "election program", which will include the leaders of all 5 political parties contesting in the "elections", will be broadcast on the 26th of July.

    [03] Cyprus Socialist Party will not participate in the "elections" but will issue its political views through an "opposition" platform

    Turkish Cypriot daily Kibris newspaper (02.07.13) reports that the Cyprus Socialist Party (KSP) stated that despite not participating in the forthcoming 28 July "elections", it will issue its political views through an "opposition" platform.

    KSP notes that in this way it will convey its views to the "working class" and the "proletarian".

    [04] A fire in the occupied village of Karavas burned 300 thousand square metres

    One of headline stories in the today's Turkish Cypriot press is the fire, which broke out yesterday afternoon in the occupied village of Karavas, at the location Fterixa burning a forest area of 300 thousand square metres (equals to 75 acres). According to Turkish Cypriot daily Havadis (02.07.13), the fire was control with the aid of two bucket helicopters coming from Adana, fire-fighters as well as water tankers.

    On the same issue, Turkish Cypriot daily Ortam (02.07.13) criticizes the fact that the former UBP (National Unity Party) "government" spent the "public money" in cocktail parties, expensive cars, even buying TOMA instead of getting helicopters for fighting the fires.

    [05] Turkish MP questions the participation of the Republic of Cyprus and the absent of the breakaway regime of the 17th Mediterranean Games

    Turkish Cypriot daily Kibris newspaper (02.07.13) reports that Lutfu Turkan, MP with the Nationalist Movement Party (MHP) in Turkey, issued a question in the Grand Turkish National Assembly regarding the non-participation of the breakaway regime in the 17th Mediterranean Games which took place in Turkey between 20-30 of June.

    Turkan, who issued his question to the Turkish Minister of Youth and Sports Suat Kilic, asked why the breakaway regime did not participate in the games since countries like Andora, San Marino, Serbia and FYROM participated in the games.

    He also asked who issued the invitations and asked the reason why the Republic of Cyprus participated in the games, using its own flag while the "TRNC" as he called the occupation regime, had to right to participate.

    [06] Bozer carried out contacts during OSCE in Istanbul

    According to Turkish Cypriot daily Haberdar (02.07.13), the so-called assembly speaker Hasan Bozer, who had completed his contacts in Istanbul attending the 22nd Annual Session of the Organization for Security and Cooperation in Europe's Parliamentary Assembly, returned to the occupied area of the Republic of Cyprus.

    Bozer, who attended the OSCE as an honour guest of the Speaker of the Turkish Grand National Assembly Cemil ?i?ek, had also a half hour meeting with him. He also met with other Presidents of country members of OSCE during the opening ceremony.

    [07] Eroglu in Istanbul for a Culture festival

    According to illegal Bayrak television, Turkish Cypriot leader Dervis Eroglu, who is being accompanied by his wife Meral Eroglu, is in Istanbul to attend the 14th International B?y?k?ekmece Culture and Art Festival.

    [08] Article 35 of the Turkish Armed Forces Internal Service Code is amended

    Turkish daily Today's Zaman (online, 01.07.13), under the title "Gov't bill to change coup article passes Defence Commission", reports that late on Monday, Parliament's National Defence Commission passed a proposal to modify Article 35 of the Turkish Armed Forces (TSK) Internal Service Code, which has provided a legal basis -- and an incentive -- for military interventions in civilian government. The committee passed the proposal, which was submitted last week by the ruling Justice and Development Party (AKP), by a majority vote.

    Article 35 of the TSK Internal Service Code has often been criticized for its role in the past four military coups in Turkey, and the government recently announced plans to either amend or abolish it.

    Article 35 entered the TSK's statutes after the coup in May 27, 1960. It was later cited as the legal basis for military interventions in March 12, 1971 and Sept. 12, 1980. The article says the military has a duty to "preserve and protect the Republic of Turkey."

    The proposed amendment redefines the TSK's duty as "defending Turkish soil against threats and dangers from abroad, empowering the military force to ensure deterrence, performing missions abroad given by the Turkish Parliament and helping to maintain international peace."

    [09] Yildiz says Turkey may not use shale gas reserves before 2020

    According to Turkish daily Today's Zaman (online, 01.07.13), Energy Minister Taner Y1ld1z confirmed that Turkey would not be able to locate and properly extract its predicted shale gas reserves before 2020, addressing reporters on Monday who asked if analyses that say it would take about 15 more years for Turkey to realize its shale gas potential were true.

    Speaking to reporters following a meeting with the Union of Natural Gas Distribution Companies (GAZB0R), Y1ld1z noted that data from the International Energy Agency (IEA) also suggest that shale gas in the country cannot be used before 2020 as it would take between three to 15 years to study the feasibility of such a project while attracting international investments. "Right now we are in the R&D phase. The IEA report indicates that there is a reserve of around 680 billion cubic meters that can meet Turkey's demand for 15 years but we can only confirm that after explorations are completed. We prefer to adopt a cautious approach in order to not create false hopes among our citizens and to maintain our current economic conditions," he said.

    [10] Ankara may select Chinese long-range anti-missile and air defence systems

    Under the title "Ankara's move to Chinese air systems appals NATO allies", Turkish daily Hurriyet Daily News (online, 02.07.16) reports that Turkey's western allies look puzzled by a looming decision by Ankara to select Chinese long-range anti-missile and air defence systems which they think cannot be integrated into the NATO-sponsored early warning architecture currently deployed on Turkish soil.

    "That would certainly leave many of us speechless," said one senior diplomat from a NATO country. "Turkey has every right to choose its own air defence system but we do not quite understand the logic of opting for a Chinese system with no interoperability with the existing [NATO] assets."

    A NATO ally defence attach? in Ankara said that deploying a Chinese air defence system to protect Turkish airspace could have political repercussions. "Questioning Turkey's geopolitical trajectory would then be legitimate," he said.

    Turkey's defence procurement officials are about to wrap up their assessment on four rival solutions in a multibillion dollar program to build advanced long-range anti-missile and air defence systems, strongly leaning toward the Chinese bid. One defence official said that the government had come to the conclusion that the Chinese proposal was technologically satisfactory, allowed sufficient levels of technology transfer and was much cheaper than rival solutions. He said that the decision to select the Chinese contender was awaiting final approvals from Defence Minister Ismet Yilmaz and Prime Minister Recep Tayyip Erdoan. TURKISH AFFAIRS SECTION
