    [01] Downer meets Eroglu; The Turks boycotted a UN reception because Akca had not been invited

    Turkish Cypriot daily Kibris newspaper (21.11.12) reports that Alexander Downer, UN Secretary-General's Special Advisor on Cyprus, has started sounding the waters with the aim of preparing a "new negotiating process", as the paper calls it, before the presidential elections, which will be held in February in the Republic of Cyprus. Downer held yesterday separately meetings with President Christofias and the Turkish Cypriot leader Dervis Eroglu.

    UN Secretary-General's Special Representative in Cyprus, Lisa Buttenheim as well as Eroglu's advisor and spokesman, Hasan Gungor and Osman Ertug respectively were among the participants in the meeting held in the occupied area of Cyprus. According to the paper, today Downer will meet separately with the representatives of the leaders and tomorrow he will see both of them together.

    In statements yesterday, Downer said they have to wait and see what will happen in the presidential elections and afterwards. He noted that it was not their job to predict what will happen in the elections.

    Downer's meeting with Eroglu started at 15.00 and ended at 16.15 o' clock.

    Meanwhile, according to Kibris, President Christofias and Dervis Eroglu did not participate in the reception hosted last night by Alexander Downer at Chateau Status restaurant in the buffer zone with the aim of bringing the two leaders together. Moreover, the paper reports that Eroglu's spokesman and special representative, Osman Ertug departed early from the reception as a reaction to the fact that the so-called ambassador of Turkey to the occupied part of Lefkosia, Halil Ibrahim Akca was not invited.

    UN officials said they invited both leaders and added that they did not know why they had not attended the reception, which was held with the participation of many Ambassadors of foreign countries and the EU.

    Presidential Commissioner George Iacovou, Eroglu's former special representative, Kudret Ozersay and the chairman of the Turkish Cypriot Chamber of Commerce, Gunay Cerkez were among the guests at the reception.

    [02] Afrika refers to a new Cyprus plan

    Under the title "A new Cyprus plan is coming to light", Turkish Cypriot daily Afrika newspaper (21.11.12) refers to UN Secretary-General's Special Advisor on Cyprus Alexander Downer's contacts on the island and reports that, as it is said, the actual activity on the Cyprus problem will start after the presidential elections, which will be held in the Republic of Cyprus on 17 February, 2013.

    The paper writes, inter alia, the following:

    "?The favorite of the elections is DISY leader, Nikos Anastasiades. The favorite of the West. America's and Europe's number one in the south. In all the public opinion polls held until today he is by far in the lead. It is estimated that the new plan, which did not seem possible to be accepted during Christofias period, could be accepted with Anastasiades. The main lines of this plan are roughly the following: The British bases in Cyprus will be turned into NATO bases. The three-party guarantee of Britain, Turkey and Greece will be abandoned and NATO will overtake alone the guarantees of the island. A loose federation will be established. The property issue will be settled to an important degree with compensations. As for the main issue lying in the foundations of the new plan is Cyprus' natural gas and oil. It is provided for this wealth to be transferred to Europe through Turkey. A 'secret' meeting was held on this issue in Ankara last week. And the American Ambassador to Cyprus, John Koenig also participated in this meeting. It has not been possible for detailed information to be obtained as to what had been discussed in the meeting, but all the developments confirm an activity regarding Cyprus and reveal the existence of a new plan.

    All calculations have been established on the ground that Nikos Anastasiades will win the elections of course. Is it possible for Anastasiades not to win? In case the elections remain to the second round, yes it is. However, (this is possible) only if Anastasiades remains with Lillikas. AKEL's candidate, Malas cannot win the second round?"

    [03] Eroglu alleges that recognition of the breakaway regime by the UN will motivate the Greek Cypriots for a solution in Cyprus

    Turkish Cypriot daily Haberdar newspaper (21.11.12) reports that the Turkish Cypriot leader, Dervis Eroglu has reiterated the allegation that President Christofias did whatever he could to prevent an agreement on the Cyprus problem and noted that no agreement had been reached during the period of former Turkish Cypriot leader Talat as well. Eroglu attended yesterday a meeting at the campus of the Turkish Middle East Technical University (ODTU) in the occupied area of the Republic of Cyprus and replied to questions of students.

    Eroglu argued that during the last meeting of the community leaders with the UN Secretary-General, the latter gave the sides a deadline until 1 July 2012 to solve the Cyprus problem. However, as no result was achieved until then, he concluded that the continuation of the negotiations would be meaningless, he claimed.

    Eroglu noted that the Greek Cypriots consider the return of occupied Morfou to its legal owners as sine qua non for achieving a solution. Eroglu said he does not support the return of Morfou and added: "What was the demand of Christofias from me: 'All the villages of Morfou and large villages, like in the area south of Lefkosia-Famagusta, and the Karpass Peninsula. After taking these, you will house 65 thousand refugees in the lands in the north', he said".

    Adding that President Christofias had said that the problem could be solved with the withdrawal of the illegal settlers from Turkey, Eroglu wondered: "With what right he wants from me to throw away my citizens?"

    Eroglu noted that during the negotiations President Christofias was from time to time referring to Turkey as occupier in Cyprus and added that he was replying to him that the actual "occupiers" are the Greek Cypriots who have allegedly occupied the Republic of Cyprus, which had been established based on the partnership between the Greeks and the Turks.

    Meanwhile, referring to the same issue, illegal Bayrak television (20.11.12, online) reported that Eroglu expressed the hope that the next Greek Cypriot leader, who will be elected during the presidential elections in February, is sincere on the issue of reaching an agreement with the Turkish Cypriots.

    Eroglu reiterated the allegation as regards "the need for motivating the Greek Cypriot side towards the solution of the Cyprus problem".

    He claimed the following: "Removing the unjust isolations imposed on the Turkish Cypriots and questioning the UN Resolutions which ruled on the non-recognition of the TRNC will motivate the Greek Cypriot side towards a settlement".

    Eroglu went on and criticized the European Union for its so-called "unjust treatment" of the Turkish Cypriots, who have allegedly proved their good will.

    He once more expressed the view that Turkey's active and effective guarantee in Cyprus was a red line for the Turkish Cypriots in the event of a settlement.

    "The Cyprus talks should not resume open-ended. We need a time frame. But if there is no agreement, the Turkish Cypriot side is not without alternatives" he reiterated.

    [04] Yildirim describes as unacceptable for Turkey to recognize Cyprus

    Turkish Cypriot daily Haberdar newspaper (21.11.12) reports that Binali Yildirim, the Turkish Minister of Transports, Maritime Affairs and Communications has alleged that the main reason of the "dispute" in the air traffic control between the Republic of Cyprus and the "TRNC", as he described the breakaway regime in the occupied area of Cyprus, is the chapter of transportation blocked in the negotiations between the EU and Turkey.

    In statements at the Turkish Grand National Assembly (TGNA) during the discussion of the budget of his ministry yesterday, Yildirim argued that Turkey is harmonized by 60% with the acquis communautaire in the area of the jurisdiction of his ministry.

    Yildirim noted that the above-mentioned problem does not seem possible to be solved before the full accession of Turkey into the EU and added: "The reason is the following: The EU says: 'you recognize south Cyprus [Translator's note: as he describes the Republic of Cyprus] and let all these problems to be settled'. When we recognize it, we will completely forget our cause regarding Cyprus. This is not acceptable".

    [05] Tatar holds contacts in Ankara

    Illegal Bayrak television (20.11.12) broadcast that the self-styled minister of finance Ersin Tatar is in the Turkish capital, Ankara for a one day working visit.

    Tatar met in Ankara with the Turkish Minister of Finance Mehmet Simsek. The meeting was held closed to the press.

    Tatar then came together with the General Director of the Ziraat Bank H?seyin Ayd1n. He will also meet with the President of the Turkish Central Bank Erdem Basci.

    Tatar is being accompanied by the "TRNC Ambassador to Ankara" Mustafa Lakadamyali during his contacts in Ankara.

    [06] Kucuk said he will win in a possible second round for UBO chairman elections

    Turkish Cypriot daily Kibris newspaper (21.11.12) reports that the self-styled prime minister Irsen Kucuk stated that even if a "court" in the breakaway regime decide that a second round must take place regarding UBP chairman elections, he has no worries because he believes he will win the election.

    He claimed that he received a lot of support during the party's election congress and he would go readily in a second round election.

    Kucuk said that for the time being he is waiting for the appeal he made for a previous "court" decision to be deprived of his power as National Unity Party regarding the race held for the post of the chairman of UBP during the recent 19th election congress of the party.

    After candidate Ahmet Kasif's application for an "interim order", the "court" decided that an "interim order" should be issued and that Irsen Kucuk, current chairman of UBP and self-styled prime minister of the breakaway regime, should be deprived of all his presidential powers in the party.

    [07] Self-styled minister participates in a meeting in Sudan

    Turkish Cypriot daily Afrika newspaper (21.11.12) reports that Mutlu Atasayan, self-styled minister of education, youth and sports of the breakaway regime, has departed for Sudan's capital city of Khartoum in order to participate in the Sixth Islamic Conference of Ministers of Higher Education and Scientific Research. According to a statement issue by his "ministry", Atasayan will return to the island on 24 November.

    [08] More on Turkey's reaction on Gazza developments- Erdogan: "I do not have faith in the justice of the UN"

    Ankara Anatolia news agency (20.11.12) reports that the Turkish Prime Minister Recep Tayyip Erdogan on Tuesday criticized the UN Security Council's stance on Palestine.

    Addressing the deputies of his ruling Justice and Development (AKP) at a group meeting in the Turkish Parliament on Tuesday, Erdogan stated that they would be in much difficulty if they acted based on what the UN Security Council said. "If we are to die, let us die with dignity," Erdogan said.

    Touching on Israel's air strikes and attacks on Gaza, Erdogan underlined that Israel disregarded peace in the region, violated international laws and was implementing an ethnic cleansing.

    "Israel is occupying Palestinian territory step by step. The Palestinians are using their right for self-defense against the occupation and the ethnic cleansing. I am calling on the whole West from here. No one could say that Israel is using its right for self-defense. Israel is terrorizing the Middle East," Erdogan said.

    "I do not have faith in the justice of the UN," Erdogan said.

    "I am calling on the peace organizations of the world from here. Why do they not place the nine month old baby in the hands of my brother Ismail Haniya in Gaza on their agenda- There are 115 dead and 900 wounded people in Gaza. Why do they not react- They come to Turkey to follow terrorist organization PKK. Why are they not in Gaza-" Erdogan stated.

    "We will never leave Palestine alone even if everyone did. Israel, sooner or later, will pay the price for those martyred people," Erdogan also said.

    In addition, Ankara Anatolia news agency (20.11.12) also reports that the Turkish Foreign Minister Ahmet Davutoglu on Tuesday said that they would be in solidarity with Palestinians under all circumstances.

    Speaking at a press conference along with Arab foreign ministers in Gaza, Davutoglu said that he felt at home in Gaza.

    "I have today brought greetings to you from Turkish President Abdullah Gul, Prime Minister Recep Tayyip Erdogan and 75 million Turks," Davutoglu stated. "I want to give a message to the Palestinians today. We will be in solidarity with them no matter what," he said.

    "You are struggling here for the dignity of humanity. We will never leave you alone and God is our witness. Your pain is our pain. And, your destiny is our destiny. Your future is our future," he said. "The struggle will go until you are free and until Jerusalem is free," Davutoglu said.

    Finally, Turkish daily Today's Zaman newspaper (21.11.12) reports that Palestinian Ambassador to Turkey Nabil Maarouf told Today's Zaman on Tuesday that in order to maintain a possible cease-fire in Gaza, which has been under Israeli attacks since Wednesday, Turkey and Egypt should send in troops immediately.

    "The best solution for the future of Palestine would be the presence of Turkish and Egyptian forces in Gaza as they are two important and close countries in the region. Israel would never dare to attack Gaza in the presence of Turkish and Egyptian forces. This would help to ease the conditions. This is the solution," Maarouf said. The envoy underlined that the presence of these troops should definitely be under a UN umbrella.

    "We do not want any more statements coming from regional and global powers. We want immediate action that will save the lives of Palestinians on the ground. Turkey and Egypt should immediately send troops to Gaza and other Palestinian territories to save the lives of the Palestinian people. This is not an official request made by the Palestinian authority, rather it is my own personal request," said the envoy.

    [09] Turkish Foreign Ministry: "What happens in Syria a national security issue for Turkey"

    Ankara Anatolia news agency (21.11.12) reports that the undersecretary of Ministry of Foreign Affairs of Turkey, Ambassador Feridun Sinirlioglu said that what was happening in neighbor Syria was a national security issue for Turkey.

    Sinirlioglu holding official talks in Beijing told AA correspondent that Turkey's Syria policy was very apparent and Turkey wanted the freedom and democracy demands of Syrians to become reality soon.

    LHe said he would assess Syria issue in his formal talks with Chinese officials.

    On Turkey-China relations, Sinirlioglu said that the bilateral relations were improving in every field and following the historic congress of the Communist Party of China (CPC), relations would boost under the administration of new generation Chinese leaders.

    Reminding Xi Jinping visited Turkey before elected the SG of CPC, Sinirlioglu said it was an advantage for the leader of China to be well grounded on Turkey.

    [10] Davutoglu: Turkey to apply NATO soon for deployment of Patriot missiles

    Ankara Anatolia news agency (20.11.12) reports that answering questions at a press conference at the airport in Ankara before heading to Gaza, Turkish Foreign Minister Ahmet Davutoglu said that negotiations reached to the final step regarding possible developments and Turkey would soon apply NATO formally for deployment of Patriot missiles.

    Davutoglu said that Turkey informed NATO on downing of Turkish military jet by Syria and killing of 5 Turkish citizens by an artillery shell fired from Syria as well as on the frame of the 4th article, in the last 5-6 months. He added that NATO's related committees had been working on possibilities since then.

    Reminding that it was NATO's mission to provide security for its members when there were such border breaches and possible risks, Turkish FM said that deploying Patriots at the Turkey-Syria border was only for defense purposes and nothing else.

    He said that similar precautions were taken in the past and added that Turkey's main goal and responsibility was to guarantee the security of its citizens.

    Saying that formal talks had been continuing in Brussels on Patriot missiles, he added that the formal application would be done soon.

    Answering a question on from which countries the Patriots would be bought, Davutoglu said that "certain countries provide Patriots to NATO" and Turkey would make an agreement when needed.

    Turkish Foreign Minister Ahmet Davutoglu and foreign ministers of 11 countries which are members of the Arab League will visit Gaza on Tuesday to extend support to Palestine. TURKISH AFFAIRS SECTION
