    [01] Former Egyptian deputy FM appeals to Council of State to repeal a natural gas agreement with the Republic of Cyprus

    Ankara Anatolia news agency (12.11.12) reports that Former Egyptian Deputy Foreign Minister and lawyer, Ibrahim Yusra on Monday appealed to the Egyptian Council of State to repeal a natural gas agreement with the Greek Cypriot administration.

    Speaking to the Anadolu Agency (AA), Yusra alleged that an agreement between Egypt and the Greek Cypriot administration in 2003 led to Egypt's losing three sources of natural gas.

    "The agreement between Egypt and the Greek Cypriot administration was against the UN Convention on the Law of Sea and its articles on Exclusive Economic Zone adopted in 1982. Three of Egypt's natural gas resources were stolen," Yusra claimed.

    Two of the sources were taken by Israel, Yusra also alleged.

    [02] Eroglu reiterates that he does not accept open-ended negotiations

    Turkish Cypriot daily Gunes newspaper (13.11.12) reports that Turkish Cypriot leader, Dervis Eroglu has reiterated his allegation that a time limit should be put in the negotiations for reaching a solution to the Cyprus problem and added that he would not accept open-ended negotiations. Eroglu visited yesterday occupied Karavas village and the village's local organizations of National Unity Party (UBP), Republican Turkish Party (CTP) and Democratic Party (DP).

    Eroglu reiterated the view that everything has been discussed in the Cyprus negotiations and that the Turkish Cypriots should not be victimized in case an agreement is not reached. Eroglu argued that the UN Secretary-General should mention this in his report to the Security Council, if a solution is not reached in the "new process", which will begin after the presidential elections in the Republic of Cyprus. "If there is no solution in this process, the Secretary-General should mention this in the report he will write to the Security Council", he argued and added that an agreement should not take the Turkish Cypriots back to the pre-1974 period.

    Eroglu said that President Christofias had rejected his proposal for a conference on the Cyprus problem with the participation of Greece, Turkey, Britain, the Turkish Cypriot side and the Greek Cypriot side. Eroglu alleged that the Greek Cypriots insist on not changing their stance because they know that Russia will unconditionally support them at the UN.

    He claimed: "As it is known the report of the UN Secretary-General regarding lifting the unjust embargoes implemented on the Turkish Cypriot people had been vetoed by Russia. Such a problem exists at the Security Council. Therefore we will not accept the negotiations to be open-ended in the new period. The Russian stance is there, but there has been no aspect of the Cyprus problem that is not discussed. There should be an agreement now, if there will be one, otherwise, if there will not be [an agreement], we should not be victimized any more".

    [03] Turkish and foreign officials to participate in the celebrations for the UDI

    Turkish Cypriot daily Vatan newspaper (13.11.12) reports that politicians, academicians and journalists from Turkey and other countries will, illegally, visit the occupied area of Cyprus to participate in the celebrations on the occasion of the 29th anniversary from the unilateral declaration of independence (UDI) of the breakaway regime on 15 November.

    The paper writes that the names of those who will represent Turkey in the celebrations have not been officially announced yet, but the airplanes known as "Turkish Stars" of the Turkish Air Force will present their traditional acrobatic shows.

    The celebrations will begin tomorrow with an address by the Turkish Cypriot leader Eroglu through illegal Bayrak at 12.00 o' clock. The traditional military parade will start at 10.00 in the morning of on 15 November in the occupied part of Nicosia.

    [04] YKP: "We come from a place which is under Turkey's occupation"

    Turkish Cypriot daily Kibris newspaper (13.11.12) reports that the New Cyprus Party (YKP) has been represented in the Second General Assembly of the Peoples' Democratic Congress, which was held in Ankara between 10 and 11 November. According to a statement issued by the YKP, during the congress the party referred to the oppression and violence that exists in the occupied area of Cyprus.

    Addressing the general assembly, Murat Kanatli, member of YKP's executive council, said that hunger strikes are on the agenda in Turkey and recalled that they have held an activity in front of the Turkish so-called embassy in the occupied area of Cyprus with many other organizations in support of the demands of the prisoners in Turkey.

    Kanatli pointed out that oppression and violence continued in the occupied area of Cyprus. "Officially it is said that we come from the daughter land, but we come from a place which is under the occupation of the Republic of Turkey", he said and added that an assimilation policy is implemented [by Turkey] in the occupied area of Cyprus.

    [05] Allgau-Orient-Rally to take place in the breakaway regime next year

    Illegal Bayrak television (12.11.12) reports that the final leg of an international classic automobile rally - the Allgau-Orient-Rally will take place in the breakaway regime next year. The organization committee of the 2nd International Republic's Classic Automobile Rally and the vice President of the Allgau-Orient Rally met with the Turkish Cypriot leader, Dervis Eroglu.

    Speaking during the visit, Eroglu pointed to the importance of international organizations and said the international classic automobile rally is a good opportunity for the promotion of the "country".

    The Head of the ""Classic and Sport Automobile Club" of the breakaway regime, Tamer Konat stated on his part that contestants from 6 countries had participated in the 2nd International Republic's Rally which took place at the weekend and said that the event had greatly contribute for the promotion of the "country".

    [06] Self-styled minister of agriculture participated in the 5th Agriculture Ministers meeting of EIT

    Turkish Cypriot daily Haberdar newspaper (13.11.12) reports that the self-styled minister of agriculture and natural resources Ali Cetin Amcaoglu, heading a delegation, participated in the 5th Agriculture Ministers meeting of the Economic Cooperation Organization (EIT) which is taking place in Antalya.

    According to the paper, EIT is an organization which was established in 1985 by Iran, Pakistan and Turkey and aims in cooperation in economy, technical issues and culture.

    Azerbaijan, Afghanistan, Kazakhstan, Kirgizstan, Tajikistan, Turkmenistan and Uzbekistan applied and succeeded of becoming members of ETI in 1992. The breakaway regime applied for the status of observer member at the EIT 20th Ministers Council meeting which was held at Baku, Azerbaijan between 13-15 of October and it was granted this status at the 12th EIT Top Summit which took place on 16th October.

    The paper writes that the self-styled minister will hold contacts in the framework of the 5th Agriculture Ministers meeting.

    [07] German ambassador met with the "Mediterranean Policies Center"

    Turkish Cypriot daily Kibris newspaper (13.11.12) reports that the ambassador of Germany to Lefkosia Gabriela Guellil met with the "Mediterranean Policies Center".

    According to the paper, the issue of the Turkish Cypriots representation and access to the international arena, were among the issues discussed in the meeting.

    [08] Students at the illegal universities reached 55 thousands

    Turkish Cypriot daily Gunes newspaper (13.11.12) reports that the self-styled minister of education Mutlu Atasayan stated that the students of the illegal universities of the breakaway regime reached 55.494 for the academic year 2012-2013.

    Mutlu who stated that this achievement is a result of the joint efforts of the illegal universities which offer scholarships, the Higher Education Planning Evaluation, Accreditation and Coordination Council (YODAK) and of the "foreign ministry" added that their aim is the students to reach 60 thousands.

    Atasayan also stated that the students contribute to the economy of the breakaway regime.

    [09] Tatar expects an average growth rate of 4.2% for the period 2013-2015

    Turkish Cypriot daily Kibris newspaper (13.11.12) reports that self-styled finance minister, Ersin Tatar has described breakaway regime's "budget" for 2013 as "budget for stability and development" and said that their target was an average economic growth rate of 4.2% within the period 2013-2015.

    The paper writes that the so-called assembly's economy, finance, budget and plan committee launched yesterday the discussion of the "budget" for 2013, which is expected to reach three billion 421 million 632 thousand and 28 Turkish liras (TL). The discussion will last for eight days and end on 23 November. Afterwards the "budget" will be discussed at the "general assembly" of the "parliament".

    Addressing the "committee", Tatar said that they predict the economic growth for 2013 to be 3.6%, for 2014 to increase to 4.2% and for 2015 to reach 4.6%. "Within this framework, the average economic growth rate in the period of 2013-2015 Economic Program is estimated that will be 4.2%", he noted.

    Speaking also at the meeting, Teberruken Ulucay, "MP" with the Republican Turkish Party (CTP), said that the aid and the credits of Turkey have increased in the "budget", which has been prepared "for the sake of securing stability", and argued that the allegation for stability was groundless. He said that there was a 7% increase in the expenses for personnel and the current expenses and added that these two items constitute the 75% of the expenses.

    [10] "UN" support to Turkish PM from Arab countries

    Ankara Anatolia news agency (12.11.12) reports that Ambassadors of Arab countries in Ankara supported the statements of Turkish Prime Minister Recep Tayyip Erdogan who said he was against the UN Security Council's "Permanent" and "Non-permanent" membership differentiation.

    Ambassadors of Arab countries assessed Erdogan's statements regarding the changes in the UN Security Council's structure to AA.

    The head of the Turkey Mission of the Arab League in Ankara, Mohammad al-Fatih Najiri stressed that after the occupancy of Iraq, UN was damaged and said, "UN has to reassess Security Council. In this framework, we agree with Turkish PM Hundred percent with what he said about changes in the UN. We will go to UN together and stand up for it. We will be the defenders of this argument."

    Palestinian Ambassador in Ankara Nabil Maarouf noted that Erdogan's statement referring the permanent membership of UNSC was mentioned by many countries.

    Kuwait's Ambassador in Ankara Abdullah Abdulaziz El-Duveyk expressed the view that UN and Security Council had to be reviewed seriously. Ambassador of Egypt in Ankara Abderahman Salaheldin stressed that the matter of UNSC had to be sorted as soon as possible.

    Furthermore, Ersat Hurzumlu, chief advisor of Middle East to Turkish President Abdullah Gul, noted that Erdogan touched an accurate topic and added that all countries were aware of the situation.

    Palestinian Ambassador Maarouf added that Erdogan was the most serious supporter of Palestine issue and stressed, "it is the clearest and bravest behavior in the region."

    Maarouf underlined that both in diplomatic and political issues in the international area, Palestine was in cooperation with the Turkish government.

    [11] Kurdistan Communities Union trial held in absentia of suspects

    Turkish daily Hurriyet Daily News (13.11.12) reports that some 44 members of the media charged with being "press committee members" of the Kurdistan Communities Union (KCK), their lawyers, and journalists left Istanbul's Silivri 15th High Criminal Court yesterday, upon the court's refusal to hear one of the suspects speak about the ongoing hunger strikes.

    During this fourth hearing of the case, the court board allowed suspects to give their address information in Kurdish upon request, unlike in previous cases. However, the request of one suspect, Kenan K1rkaya, to speak about Kurdish inmates' hunger strikes was refused by the court board, who said: "This is a political issue."

    K1rkaya intended to give a speech on Kurdish inmates' hunger strikes as all the suspects in the case also joined the strikes as of Nov. 5. The court board rejected his demand and instead had two successive 15-minute breaks. The court board also ordered the suspects to empty the courtroom. In response, lawyers decided to protest the court board when the gendarmerie forced them to leave the room. Ercan Kanar immediately took the floor representing the group of lawyers, after the court board's return to the room.

    "All the suspects in this case are staging hunger strikes to attain one of their fundamental rights, a defense in the mother tongue, and you cannot tolerate lending an ear to them for a while," Kanar said.

    He also criticized the gendarmerie's presence in the courtroom and their use of force against lawyers. "The authority of justice cannot be served by the use of force," he said. TURKISH AFFAIRS SECTION
