[01] The Turkish press on the Republic of Cyprus' oil exploration activities

The paper reports that Turkey's TPAO has sent a protest letter to the companies which are interested for the tender of the second round of the Republic of Cyprus' oil exploration activities. The paper continues and recalls the statements made the other day by the Turkish Foreign Ministry, that Turkey's policy on the issue of the Eastern Mediterranean is clear and that Turkey has conveyed the message to the companies which are interested to participate in the second round of the tender opened by the "Republic of Cyprus" for natural gas exploration activities, that it will revise their activities in Turkey, either the company will be ENI, Shell or Chervron.

In statements on the issue, an official of the Energy Ministry of Turkey recalled that all of the island in Cyprus has rights in the zone which was separated and named as parcel 1 and was declared unilaterally by the "Greek Cypriot administration", as he called the Republic of Cyprus, as its "exclusive economic zone".

Pointing out that the "TRNC" has also its own rights in the offshore waters in the "south" of the island, the official of the Energy Ministry stated that the "TRNC" has also granted license to Turkey's TPAO to carry out researches in some of the parcels that are in coincide with (the parcels number 2, 3, 9, 11) that the Republic of Cyprus has given license for oil exploration activities.

[02] The press on the Fenerbahce-AEL football match

Kibrisli (07.11.12) reports on the same issue under the title "OHI (Tr. Note: No in Greek) from AEL to TRNC flags" and writes that AEL's chairman Antreas Sofokleous asked from Fenerbahce's chairman Aziz Yildirim that flags of the occupied regime not to be unfurled at the game. According to the paper Yildirim stated that he will do everything possible in order AEL's demand to be met.

[03] Hospital of the illegal YDU signed a cooperation protocol with six tourist operators

According to the protocols the university hospital provides health insurance to the tourists brought to the occupied area of Cyprus by the six tourist operators.

The names of the six tourist operators are: Akmina Travel, Northern Travel, Ornek Tourism, Cyprus XP Travel, Unique Cyprus Travel and Akgunler Tourism.

The paper writes that with this development the breakaway regime is opened to a huge market of more than 100 thousand tourists who will visit the occupied area of Cyprus through the tourist operators.

[04] Atlasjet ceased flights from illegal Tymvou airport to London Stansted

The company which operated daily from illegal Tymvou airport to London Stansted since May, claims that it was force to stop the flights because of "insufficient slots" at Istanbul Ataturk's airport.

The airline will cease services to London on January 9 and passengers with London bound bookings after this date will be offered flights with another airline, the company claims.

KIbris (07.11.12) also reports that the company is obliged to pay the amount of 850 thousand sterling to 669 passengers who bought tickets before the company's decision to cease its flights. The passengers won the case they opened against Atlasjet by a British court. This amount must be paid within fifteen days. Commenting on the issue, the self-styled minister of cultural and tourism Unal Ustel stated that they have not yet been informed for the compensation and that they will discuss the issue with the company.

[05] Turkey to purchase a long-range air defense system soon

As the paper writes Turkey has announced a tender the previous months. Among the systems to be chosen, are the American Patriot system, the Russian S-400, the Chinese FD-2000, and the model called Samp-T of the French-Italian partnership Eurosam.

The paper writes that the system is expected to be deployed in Turkey in 2015, however, the undersecretary of the Ministry of Defense, Murad Bayar has said that taking into consideration the developments in Syria, Turkey is to speed up the process for the deployment of the system.

[06] AKP government submitted a proposal for a strong Presidential system

The offer was submitted to the Parliament Speaker's Office on November 5 for discussion by Parliament's Constitution Reconciliation Commission, Deputy Premier Bekir Bozdag said yesterday.

Under the current system, the Turkish President is largely a ceremonial figure, but the AKP aims to create an executive Presidency as part of a reform process focused around a new constitution.

Parliament's Constitution Reconciliation Commission will gather today and debate the parties' proposals regarding the chapter on legislation. "The Presidential system will help build political stability and powerful governing", Bozdag said.

"That's why we believe that it is right to pass to a Presidential system which bears stability and which is able to build strong governing instead of wasting years of Turkey's future with discussions," Bozdag said.

Erdogan set a strict deadline for the Parliament's Constitution Reconciliation Commission's work on Oct. 2, saying a charter had to be drafted with opposition help by year's end or the AKP would strike out to produce the charter alone. His remarks were seen as both interference and an imposition by the opposition parties.

Erdogan is a firm supporter of switching to a presidential system before May 2014, when the country will go to the polls to vote for the first Turkish President elected by popular vote. Erdogan is expected to run in the elections.

Bozdag also said the Ministers would not be Deputies but would be appointed by the President.

"The government will not need to get a vote of confidence from Parliament because things such as a vote of confidence, censure motions and parliamentary inquiry will not exist. The executive body will be directly checked by the people as the President will be authorized through elections," he said.

According to the proposal, the President and Ministers will not be able to introduce draft laws. The draft laws adopted by Parliament can either be put into force or vetoed by the President.

The most important supervisory mechanism vis-a-vis the President will be through budget, as the President will draft and introduce each year's budget, while also asking Parliament for next year's budget.

A new body similar to the Council of State (Yuce Divan) will be formed within Parliament as a body that can try the President. Parliamentary elections will also be held every five years, while the same person can be elected president for two consecutive terms.

Parliamentary immunity will be preserved while the number of parliamentary seats will remain 550. The AKP has proposed lowering the age of parliamentary candidates from 25 to 18. The only ritual concerning the Presidency will be an oath-taking ceremony. As for the oath text for lawmakers, the AKP's proposal eliminates the expressions "before the Turkish nation," and "? that I will be loyal to Ataturk's principles and reforms."

If the proposal is eventually adopted, the National Security Council (MGK), which gathers the civilian and military leaders of the country, will be eliminated. But a security mechanism that includes the president's security advisors, the interior minister and the chief of the General Staff will be formed.

[07] Davutoglu to carry out contacts in Brussels

In a statement released on Tuesday, the Turkish Foreign Ministry stated that Davutoglu will meet with the EU High Representative for Foreign Affairs and Security Policy Catherine Ashton as well as with the European Commissioner for Enlargement and European Neighbourhood Stefan Fule. Davutoglu will also meet the members of the Friends of Turkey Group in the European Parliament.

"At these meetings, all aspects of Turkey-EU relations, including the accession process, will be discussed and exchange of views on international and regional issues will take place," said the statement.

On the occasion of the visit, Minister Davutoglu will open a photo exhibition entitled "Time in Turkey" and will participate in a panel discussion on "EU and Turkey: Facing the challenges of the Arab Spring" together with Daniel Cohn-Bendit, co-Chairman of the Greens Group at the European Parliament.

Davutoglu will also meet Deputy Prime Minister and Minister of Foreign Affairs of Belgium Didier Reynders.

[08] Gul sends congratulatory letter to Obama for his election victory

"We are determined to preserve our model partnership and the positive atmosphere in our multi-dimensional relations. I am glad to re-affirm that we share a common vision to boost our relations further especially in economy and trade," Gul said in his letter.

In his letter, Gul underlined regional and global importance of the relations between the two countries, saying that Turkish-US ties would make invaluable contributions to peace, stability and security in many parts of the world including the Balkans, Central Asia, North Africa, Caucasus and South Asia.
