  • [A] TURKISH CYPRIOT / TURKISH PRESS

Eroglu's contacts in Turkey, Ozersay's statements on the expectations of the Turkish Cypriot side from the meeting with the UNSG in New York and his comments regarding the confusion caused in crossing points, the extension for another two days of former Economy Minister Michalis Sarris' detention period, Piri Reis docking at the illegal Famagusta port and other internal issues are the main subjects in today's Turkish Cypriot press.

Statements by the Turkish Premier Erdogan on the preparation for the new constitution in Turkey, Gul's upcoming visit to the UK, Davutoglu's meeting with Libya National Council, Gul's telephone conversation with the Azerbaijani President Aliyev and the Turkish Cypriot leader Dervis Eroglu, as well as a report published in Turkish daily Hurriyet that Turkey will be ready for full-membership by the end of 2012 are the main issues covered by today's Turkish press. On Cyprus, the Turkish press covers the issue of the postponement of Toros Military Exercise; Eroglu's meeting with Erdogan and the return of Koca Piri Reis vessel to the occupied port of Famagusta due to bad weather conditions.

[01] Eroglu exchanged views with Gul and Erdogan about the Cyprus problem prior to the tripartite meeting in New York

Turkish Cypriot daily Gunes (19.10.11) reports that the Turkish Cypriot leader Dervis Eroglu held a meeting yesterday in Ankara with the Turkish Prime Minister Tayyip Erdogan.

Eroglu exchanged views with Erdogan about the latest developments of the negotiations for the solution of the Cyprus problem, prior to the tripartite meeting with President Demetris Christofias and the UN Secretary-General Ban Ki-moon in New York, at the end of October.

Eroglu met with the Turkish Prime minister in the framework of his visit to Turkey where he was decorated with the "Honorary International Relations Doctorate" by the Canakkale (Dardanelles) 18 Mart University and delivered a speech about the past and the present for the negotiation of the Cyprus problem.

He also had a telephone conversation with the Turkish President Abdullah Gul with whom he also exchanged views about the Cyprus negotiations.

Speaking at the occupied airport of Tympou upon his return from Turkey, Eroglu stated that the contacts he held in Ankara were fruitful. He also stated that he undertook a detailed health control at Ankara, where he had a hard operation some time ago and stated that the results came out to be fine.

[02] Ozersay stated that the tripartite meeting will take place in an isolated place and issues will be discussed in dept

Turkish Cypriot daily Kibris (19.10.11) reports that Kudret Ozersay, special representative of Turkish Cypriot leader Eroglu, stated that the tripartite meeting with the Turkish Cypriot leader Dervis Eroglu, the President Demetris Christofias and the UN Secretary-General Ban Ki-moon in New York at the end of October, will take place in an isolated place and the issues will be discussed in depth.

Ozersay, who was speaking at the illegal TAK news agency, stated that the two sides run out of arguments. He also stated that if the give-and-take process is possible to continue until and during the New York summit, then no reason will be left not to proceed to the final stage, as long there is political will.

Referring to the telephone conversation between Eroglu and Ban, Ozersay stated that they exchanged views on the forthcoming New York summit.

    [03] "A step backwards"

Under the above front page title, Turkish Cypriot daily Kibris (19.10.11) reports on allegations spread among Turkish Cypriots that they will not be allowed to enter in the government controlled areas of the Republic of Cyprus, unless they hold a valid Cypriot Identity Card.

Kibris reports that Turkish Cypriots called the offices of the newspaper and informed them about the "new implementation." Reporters of the paper then went to the crossing points where they were informed, allegedly, that as from today the identity cards of the breakaway regime will not be valid and they would be able to cross only with the Republic of Cyprus ID cards.

Reporters were allegedly told by the police that this was a government decision. The paper then called yesterday evening the Minister of Interior Neoklis Sylikiotis who said that the same regulations continue to apply and there has not been any prohibition for Turkish Cypriots, but rather there has been a misunderstanding by the police due to a new circular by the Immigration Department concerning foreigners.

The paper also reports that on the same matter acted Eroglu's advisor Kudret Ozersay. Ozersay discussed the issue with George Iacovou over the phone and he was allegedly informed that there was such an order by the police which was later cancelled. Speaking to Kibris, Ozersay said that in case there was such a scenario, people crossing from the "north to the south" [from the occupied area to the government controlled areas] they would drop to half. "Such an obstruction cannot be unanswered," said Ozersay, claiming that such developments do not serve a solution and that "if they do not recognize our identity, we do not have to recognize theirs."

The confusion caused in the crossing points received extensive coverage in today's Turkish Cypriot press. The majority of the dailies carry the subject on their first pages:

    Afrika: "Retaliation for Sarris"

    Bakis: "They were taken aback!"

Havadis: "ID chaos at the border"

    Ortam: "Shock decision"

Star Kibris: "Greek Cypriot ID Condition Crisis"

Yeni Duzen: "Crossing to the south crisis"

Vatan: "Greek Cypriot provocation at the border gates"

    Volkan: "They ate humble pie"

[04] Piri Reis returned to the occupied port of Famagusta

According to illegal Bayrak television (online, 18.10.11), the Koca Piri Reis, which has been carrying out seismic research off the southern coast of Cyprus, has suspended its exploration activities due to bad weather conditions. The ship returned on Tuesday to the occupied port of Famagusta port.

Piri Reis, which has been collecting reportedly seismic data in an area known as the "G area", has suspended its activities. The ship will resume its research on Thursday.

[05] Self-styled minister of agriculture carries out contacts in Adana

According to illegal Bayrak television (online, 18.10.11), self-styled minister of the agriculture and natural resources Ali Cetin Amcaoglu, who is in Adana to attend the annual Adana Agriculture fair, will meet with the Rector of the Cukurova University and the dean for the University's Faculty of Agriculture.

Amcaoglu will be briefed regarding 10 ongoing projects being carried out jointly by the Cukurova University's Faculty of Agriculture and the "agricultural research institute" operating under the so-called ministry of agriculture and natural resources.

As part of his other contacts, the Amcaoglu will also meet with other bureaucrats and experts from the Turkish Agricultural Ministry.

[06] Turkey's EU Ministry's project comes to the conclusion that Turkey will be ready to become a full member of the EU in 2015

Under the title "2015 is the goal for the EU full-membership", Turkish daily Hurriyet (19.10.11) publishes a report by Zeynel Lule who refers to a project (work) which was prepared by Turkey's EU Ministry, according to which, Turkey will be ready for full-membership to the EU by 2015.

According to the project brought into light, Turkey will be able to complete the negotiations for all its chapters by 2014 and become a full-member of the EU in 2015 the latest, given (1) that the EU will open the 8 chapters that were frozen due to the Cyprus problem, (2) the "South Cyprus" [as the Republic of Cyprus is called by the paper] and France will not veto to some chapters and (3) the 17 chapters, which are blocked, will be released.

Referring to a road map which was prepared by Turkey towards this issue, the paper reports that in case that all the political blockages will be lifted, two chapters that are the "Education and Culture" and "Economical and Financial Policy" could open in the first three months.

The paper goes on by presenting the time table being set by Turkey towards the opening of all negotiation chapters.

Higuchi also said that JAXA contacted Turkish officials regarding the establishment of a space institution in Turkey, and they would cooperate with Turkey.

Higuchi said that opening a space institution, which would regulate Turkey's space activities, was important.

Noting that space studies were still very risky, Higuchi for the said that Turkey did not have a space shuttle launch system, adding that it would be for the Turkish government to decide whether to have it or not. Higuchi said that if Turkey requested, Japan would help in this issue.
