    Statements by Mehmet Ali Talat on the Cyprus problem and the population census to be held by the regime in November 2011, threats by Hasan Bozer against the Republic of Cyprus on the issue of the explorations for oil and natural gas, Alpay Durduran's statement that the Cyprus talks are in a deadlock, a meeting of Eroglu with an MP from Northern Ireland, and other internal matters are the main topics covered by the Turkish Cypriot press today. The papers refer also to the "annual report" of the "embassy" of Turkey in the occupied part of Lefkosia for 2010, to information that the "citizenship" of the regime will be granted to seven thousand persons by the end of the year, to the number of students in the illegal universities in the occupied area and to the situation of the health of Rauf Denktas.

    Statements, articles and commentaries on the latest developments in Libya, the meeting of the Libya Contact Group in Istanbul, a deal signed between Turkey and China in order to boost cooperation in several fields of the energy sector, reports that Turkey is preparing to reopen its embassy in Somalia and appoint Kani Torun, a leading member of civil society, as the ambassador, former Turkish Cypriot leader Rauf Denktas' health situation, and other domestic issues are covered by the Turkish press today.

    [01] Talat accuses Eroglu of not wanting a solution in Cyprus and describes the census to be held by the regime as "camouflage" of the inflow of population

    Turkish Cypriot daily Yeni Duzen (26.08.11) reports that the former Turkish Cypriot leader, Mehmet Ali Talat has criticized the stance of the Turkish Cypriot side in the Cyprus talks describing it as "just be quiet and we'll get by" and added that the population census announced by the breakaway regime is a "misleading effort" to camouflage the inflow of population into the occupied area of the island.

    In statements yesterday to SIM TV, Talat said that he received no document until today regarding the content of the negotiations for reaching a solution to the Cyprus problem and claimed that "it is known" that the Greek Cypriot side "is not very willing" on the issue of finding a solution. Arguing that when he was the leader of the Turkish Cypriot community they worked hard for finding a solution, Talat described the current stance of the Turkish Cypriot side in the negotiations as "just be quiet and we'll get by". Pointing out that Eroglu says that he wants an international conference to be convened and the UN Secretary-General to decide whether a solution could be reached, Talat noted that actually Eroglu wants an announcement that a solution cannot be reached and everybody to go their own way.

    Responding to a question, Talat said that migration from the occupied area of Cyprus has started again and the reason for this is the non-solution of the Cyprus problem. He argued that even "TRNC citizens" of Turkish origin, as he described the illegal settlers from Turkey who have been granted the "citizenship" of the breakaway regime, emigrate and noted that the Turkish Cypriots are in a process of disappearing.

    Referring to the population census to be held by the breakaway regime, Talat said that "this is unnecessary, meaningless and will have no use". He said that those who enter and exit from the occupied area of the island are registered and recalled that a "population census" was held in 2006. He added that the current population could be found out in cooperation with the "migration department". Talat noted that the announcement of the "government" that it will hold a population census is a "misleading effort aiming at camouflaging the inflow of population".

    Responding to a question on the exploration for oil and natural gas to be carried out by the Republic of Cyprus, Talat argued that the Greek Cypriot side improved its image after the accession of Cyprus into the EU and "became reckless". He alleged that with the issue of oil President Christofias is trying get rid of the reaction caused against him due to the "chaos" that exists in the country.

    [02] Eroglu met with Irish MP Donaldson

    According to illegal Bayrak television (online, 25.08.11), Turkish Cypriot leader Dervis Eroglu met Thursday with Northern Ireland's Democratic Unionist Party (DUP) Deputy Jeffery Donaldson.

    No statement was issued before or after the meeting.

    [03] Bozer said that the Turkish Cypriot side will not allow the Cyprus Government to go ahead with oil explorations

    According to illegal Bayrak television (online, 25.08.11), the self-styled speaker of the assembly Hasan Bozer, during his visit in Kastamonu, Turkey, said that the Turkish Cypriots have equal rights over the natural wealth of the island and that that they will not allow the Greek Cypriot Administration (as he referred to the Cyprus Government) to go ahead with oil explorations off the coast of Cyprus.

    Bozer said: "The Turkish Cypriots have the same rights as the Greek Cypriots. We are equal owners of the island. As a result we are equal owners of the island's natural wealth".

    Pointing out that the Turkish Cypriot side will not allow the Cyprus Government to launch exploration activities, Bozer reminded that the so-called assembly had unanimous taken a decision on the issue.

    Claiming that the stance and positions put forward by Turkey has clearly cornered the Greek Cypriot side, Bozer alleged that the Greek Cypriot side is using its oil and natural gas exploration activities as an excuse to run away from the Cyprus talks.

    [04] Yeni Duzen: "405 thousand tourists are missing!"

    Under the above title, Turkish Cypriot daily Yeni Duzen (26.08.11) refers to the "Annual Report" of the self-styled embassy of Turkey in occupied Lefkosia for 2010 regarding the occupied area of Cyprus and notes that "interesting data" are included in this report. The paper writes that according to the report, the number of tourists who visited the occupied area of Cyprus in 2010 was 902.390. Another part of the report notes that 497.236 persons spent the night in the occupied area of Cyprus during the same period. The paper writes, inter alia, the following: "That is, 405 thousand 'tourists' are missing! ?It is difficult to say that 'they came for a one-day visit' and 'did not spend the night'. That is, more than one thousand 'tourists' should come and go every day! Very well, in your view, where these tourists 'who do not have a place to spend the night' are?"

    Commenting on the report in his daily column, Cenk Mutluyakali, Yeni Duzen's editor-in-chief, points out that these data were published by the "embassy" of Turkey and not by the "government" of the breakaway regime. "And afterwards we stand in front of [President] Christofias and we say heroic words such as 'we are a state, we administrate ourselves'", he notes.

    [05] Seven thousand persons will be given the "citizenship" of the regime by the end of 2011

    Turkish Cypriot daily Haberdar (26.08.11) reports that seven thousand persons will be given the "citizenship" of the breakaway regime by the end of the year 2011. The paper, citing information from Ankara, writes that these persons have been living in the occupied areas of the island for the last ten years. It also notes that Ankara exerts pressure on the regime, saying that it is right to give the "citizenship" to these persons.

    [06] Tatar urges Turkey to see occupied Cyprus as a Turkish province

    Turkish daily Hurriyet (26.07.11) carries an article by its columnist Vahap Munyar detailing a discussion he had with officials of the Creditwest Bank that operates in occupied Cyprus under the Altinbas Holding, while on a trip in occupied Cyprus last weekend. As Munyar writes, during their discussion with Ali Altinbas, Imam Altinbas and Suleyman Erol (Creditwest Bank general director), they decided to invite the self-styled finance minister Ersin Tatar to join them. Tatar accepted the invitation and in a short time, arrived at the Creditwest Bank centre in occupied Lefkosia. According to the writer, before entering into any discussion, Tatar praised Turkish Republic's support towards the occupation regime.

    At the meeting, financial and economic issues regarding the occupied area of the Republic of Cyprus were discussed. Responding to a question on the investments in tourism, Tatar said that with the construction of three new facilities, the number of the beds reached 16-17 thousand. They then referred to the universities which operate in the occupied area, and noted that the occupation regime has an income of around 400 million dollars from this sector. It was also added that there are 35 thousand students from Turkey and 5 thousand from other countries, such as Iran, Azerbaijan, Sudan, Nigeria and Pakistan. In addition, reference was made to the investments by Turkish state universities in occupied Cyprus, noting that Cukurova and Gazi Universities will soon open campuses in the occupied area of the island.

    Munyar writes that during their discussion, Tatar was frequently emphasizing the importance of Turkey being by the side of the "TRNC". Tatar, inter alia, noted: "See us as a province of Turkey. Let Cyprus be seen like Antalya, Kayseri, Konya. We see ourselves like this."

    [07] Turkish Cypriot unionists met with Cicek and Atalay

    Under the title "They held contacts in Ankara", Turkish Cypriot daily Kibrisli (26.08.11) reports that Kemal Altuncuoglu, chairman of the "Turkish Cypriot Central Union of Tradesmen and Craftsmen" and Murat Karalar, chairman of the "Turkish Cypriot Taxi Drivers' Union" carried out several contacts in Ankara where they met with the Turkish Minister responsible for Cyprus Affairs and Deputy Prime Minister Besir Atalay and the Speaker of the Turkish Grand National Assembly (TGNA) Cemil Cicek.

    Speaking during their meeting with Atalay, Kemal Altuncuoglu said that Turkey and the breakaway regime agreed on a credit which would be granted to the shopkeepers in the occupied area last year and asked for the conditions of the credit to be improved since the tradesmen could not use it.

    Speaking during the meeting, Besir Atalay said that they will continue supporting the Turkish Cypriot "people" as always.

    Moreover, Altuncuoglu and Karalar thanked Cemil Cicek for his support to the Turkish Cypriots during the period he was responsible for Cyprus Affairs.

    Speaking during the meeting, Cemil Cicek stated that the Turkish Cypriots is a community which can stand on its own feed and argued that it proved this with the latest example of selling electricity to the Greek Cypriot side.

    Referring to the economies of the Republic of Cyprus and Greece, Cicek said that the "TRNC's" economy is at a better level. He then said that "Motherland Turkey" will continue to be by the side of the Turkish Cypriots.

    [08] A Kazakhstani delegation visited the self-styled minister of labour and social insurance Turkish Cypriot daily Haberdar (26.08.11) reports that Serife Unverdi, the self-styled minister of labour and social insurance of the breakaway regime, held a meeting yesterday with a Kazakhstani delegation which is visiting the occupied area of Cyprus in order to establish a co-operation with the "Near East University Hospital" (YDU).

    Speaking on behalf of the delegation, Karshiga Kulmukanov stated that they are proud of cooperating with illegal YDU hospital and that they wish for a similar cooperation to be established between the "TRNC" and Kazakhstan as the "states".

    [09] "YODAK" chairman evaluates the situation of the illegal universities

    Turkish Cypriot daily Vatan (26.08.11) reports on statements by "YODAK" chairman Prof. Dr Hasan Ali Bicak [Tr. Note: YODAK is the "higher education planning, evaluation, accreditation and coordination council in occupied Cyprus"] who evaluated to illegal TAK the latest situation as regards the "universities" in the occupied area of Cyprus.

    Referring to the decrease in the number of the students from Turkey who studies in the "universities" in the occupied area of Cyprus, Hasan Ali Bicak said that the seats of the Turkish students which remained empty will be covered by foreign students from 3rd countries.

    Saying that the number of foreign students who studied in the occupied area during the academic year 2009-2010 was 1211, Hasan Ali Bicak noted that this number has increased to 1834 for 2010-2011. He added that the number of foreign students who were registered for the current academic year has reached 2142. Bicak then said that the most foreign students who study in the occupied areas from 3rd countries come from Nigeria, Iran and Palestine and added that recently students from Azerbaijan are also coming.

    Hasan Ali Bicak stated further that the total number of students who study in the illegal universities has reached 43.528.

    [10] Rauf Denktas undergoes a surgery in Turkey

    Turkish Cypriot daily Kibris (26.08.11) reports that the former Turkish Cypriot leader, Rauf Denktas underwent a surgery yesterday at Gulhane Military Hospital (GATA) in Ankara. According to Serdar Denktas, the situation of his father's health is good. During the surgery a hematoma in Denktas' brain was removed. Serdar Denktas said that the operation was successful and there was no negative development regarding his father's health. Rauf Denktas is taken into the intensive care unit of the hospital.

    [11] "Ankara calls on UN to unfreeze Libya assets"

    The United Nations should take "urgent" action to unfreeze Libyan assets, and NATO must continue operations there until the North African country is fully secured, Turkish Foreign Minister Ahmet Davutoglu said Thursday during his opening speech at the start of a Libya Contact Group meeting of senior diplomats in Istanbul, according toTurkish daily Hurriyet Daily News (online, 25.08.11).

    "We have to find the necessary solutions for the National Transitional Council [NTC] in Libya to fulfil their financial needs under the legal framework of the U.N. Security Council. Turkey has given a total of $200 million to the NTC in Libya, and $100 million of this has been paid since late July," Davutoglu said.

    Davutoglu called on the international community to assist the NTC in every possible way as soon as they can and to work toward releasing frozen Libyan assets for the NTC's use.

    He said the NTC has proven to be a trustworthy and valuable partner for the international community, though he warned about complacency and said the transition to democracy was a lengthy process. "I also hope to see the flag of the NTC raised at the U.N. General Assembly as the legitimate government of Libya," said Davutoglu.

    Moreover, Turkish daily Today's Zaman (online, 25.08.11) reports that the Turkish government, which is preparing to reopen its embassy in Somalia, will appoint Kani Torun - leading member of civil society - as ambassador to Somalia, officials said on Thursday.

    [12] Turkish firms to talk to Libya rebels over completed projects payment

    According to Ankara Anatolia news agency (25.08.11), chairman of the Turkish-Libyan Business Council, Huseyin Ersin Takla, said Thursday that negotiations would begin after the Ramadan Feast so that Libya would pay 1.4 billion USD to 139 Turkish companies for completed works.

    Speaking to the A.A., Takla said that 139 Turkish companies were involved in 370 projects in Libya and they employed around 250,000 workers. "The Turkish contractors' projects in Libya are worth 18 billion USD", Takla said.

    Pointing out that Turkish companies wished to continue working in Libya, Takla said that the Turkish businesses wanted two things in Libya. "Firstly, Turkish companies want safe working conditions. And, secondly, they want to get paid for works completed", Takla also said.

    [13] Turkey signed a deal with China for cooperation in energy

    Turkish daily Hurriyet Daily News (online, 25.08.11) reports that Turkey undersigned a deal to boost cooperation with China in several fields of the energy sector, including nuclear power and boron minerals.

    "The parties are willing to enhance consultations in the energy sector, exchange information on energy policies, strategies, technologies and projects, and create opportunities and accommodate concrete cooperation between energy enterprises of the two countries in Turkey, in China and in third countries," reads the memorandum, which was signed by authorities of the two countries in June 2009.

    The five-year cooperation deal was undersigned by the Turkish Energy Ministry on July 25, 2011, with a possibility of expanding the validity of the deal upon agreement by both countries.

    The cooperation will be focused in fields such as nuclear power, boron technologies, renewable energy, thermal power, energy conservation, hydrocarbon exploration and production and mining technologies. Other fields of cooperation are production of solar energy equipment and hydroelectric power plants.

    Turkey and China will not only collaborate at the Energy Ministry level, but also create partnerships with related enterprises and research institutions from both countries, according to the deal. TURKISH AFFAIRS SECTION http://www.moi.gov.cy/pio
