Main issue in today's Turkish newspapers are statements, articles and commentaries on the latest developments in Libya, as well as reports that the Turkish Foreign Minister Davutoglu will be the first international visitor of Libya's National Transitional Council. Moreover, the meeting of Davutoglu with the Ethiopian Prime Minister Meles Zenawi in Addis Ababa, and other internal issues are also covered by the press.

[01] Eroglu: The reason for the non-solution is the Greek Cypriot wish to return to the pre-1974 period

Arguing that within a certain period of time we should know what will happen in the Cyprus problem, Eroglu alleged: "Either an agreement will come up from these negotiations or the UN Secretary ? General will also see that no agreement could come out from these negotiations and he will understand it and say that this issue cannot advance with his good offices mission".

Eroglu claimed that the Greek Cypriots use delaying tactics in the Cyprus negotiations and reiterated the demand of the Turkish side as regards a timetable in the process. He alleged that the agreement is prevented by the efforts of the Greek Cypriot side to turn back even on some issues which it was accepting before.

Eroglu claimed that the most important reason for not being able to reach a solution is the Greek Cypriot side's calculations that it will return to the pre-1974 period. He argued: "In spite of the decisions of the European Court of Human Rights (ECHR) in favor of the Turkish Cypriot side, the Greek Cypriot side, which was saying that the Greek Cypriots would return to all the properties they left in the north, is still having the same mind, but this is not possible".

[02] Ozgurgun accuses the Greek Cypriot side of trying to create artificial crisis

Speaking during the visit, Huseyin Ozgurgun accused the Greek Cypriot side of trying to create artificial crisis saying that the statements made to the press by several Greek Cypriot officials as regards the natural gas and oil exploration aim at creating a crisis.

Ozgurgun argued that Greek Cypriot side should abandon its policies which allegedly aim to create crisis. Saying that the interlocutor of the Greek Cypriots on the issue of oil and natural gas is not "motherland Turkey" but the "TRNC", Ozgurgun claimed that the statements made by Foreign Minister Erato Kozakou-Marcoullis on this issue are wrong and unjust.

Referring to the ongoing negotiation process, Ozgurgun alleged that in spite of the Turkish Cypriot side's positive steps towards the solution, the Greek Cypriot side creates difficulties in the solution process.

Also speaking at the meeting, the chairman of the "association", Ertan Ersan asked for the support of Ozgurgun in repairing and maintaining the "martyrdoms" that are located in the government-controlled area of Cyprus.

Ertan Ersan informed Ozgurgun that they had inspected some of the graves of the "martyrs" in the government-controlled area and said that some of them are in a very bad condition.

[03] Cakici comments on the explorations for oil and points out to the contradictory statements of the Turkish side

"?The exclusive economic zones of Cyprus belong to all Cypriots. It is natural for the Cypriots to launch such explorations and search for natural gas, but there is a point which is missing here. And as we have said many times, this is the reality that the Turkish Cypriots have also communal rights in the Republic of Cyprus. The Turkish Cypriots, who have communal rights in the Republic of Cyprus just like the Greek Cypriots, have rights on Cyprus's exclusive economic zone as well?"

Arguing that the Turkish Cypriot side and Turkey should definitely re-examine the policy they follow, Cakici said: "Saying that the Republic of Cyprus does not exist means that the Turkish Cypriots do not have rights deriving from the 1960 agreements. Therefore, it means that they do not have rights regarding the oil and natural gas in the southern area of Cyprus. It should not be forgotten that Turkey is here as guarantor power because of the 1960 agreements".

Cakici expressed the view that the continuation of the non-solution in Cyprus includes many future dangers for both communities and one of the most important issues among these dangers is Cyprus's exclusive economic zones. Cakici said that the solution of the Cyprus problem is very important for Cyprus's stability, having in mind that the non-solution causes a great damage to the sharing of the energy reserves in the region.

[04] A Turkish Cypriot applies to the ECHR for property in Mari which allegedly belongs to him

Speaking to the paper, Atakan stated that the house and vineyard located there had been destroyed in order for the power station to be built. As he said, after many initiatives towards the Republic of Cyprus without receiving a positive response, he applied to the ECHR. Atakan added that the Court accepted his application and began its examination. He said that he believes that his legal struggle will be concluded successfully and that he will take the proper compensation. Atakan, inter alia, alleged that the Government of the Republic of Cyprus expropriated the land in order to build the power station without giving him anything in exchange.

[05] Bozer to visit Kastamonu

According to the paper, Hasan Bozer will deliver an opening speech during the ceremony which will take place in Turkey in the framework of the "Events for the Turkish World Days" having for this year as the main issue the "TRNC", breakaway regime in the occupied area of Cyprus.

According to a statement issued by the "assembly", Bozer will be visiting Kastamonu during August 24-25 and will be accompanied by Aygun Sakalli, responsible for the "assembly's protocol".

[06] Turkish Cypriot parties and organizations comment on Akca's statements regarding the economy of the breakaway regime

Ertugrul Hasipoglu, general secretary of the "ruling" National Unity Party (UBP), said that Akca was definitely right.

Ozkan Yorgancioglu, leader of the Republican Turkish Party (CTP), said that it is true that no investments are made in the occupied area of Cyprus, but the Turkish Cypriots are not the only responsible for this. Noting that the "TRNC", breakaway regime in the occupied area of Cyprus, is not recognized, Yorgancioglu argued that the Turkish Cypriots experience problems in their exports even when they export to Turkey. "Very limited credits are given to our people", he noted and complained of the lack of statistical data regarding the economy.

Serdar Denktas, leader of the Democratic Party (DP), said that no incentives are given to the local investors, while such incentives are given to the foreign investors. He noted that the new economic package is not directed towards paving the way for the Turkish Cypriot investors.

Mehmet Cakici, leader of the Social Democracy Party (TDP), said that he does not consider right the fact that the self-styled ambassador expresses views on the economy of the breakaway regime. "Economy is not under his administration", he noted and wished for the relations between Turkey and the breakaway regime to be "relations between states".

Sener Elcil, general secretary of the primary school teachers' trade union (KTOS), said that no incentives for investments are given to the Turkish Cypriots and noted that he would understand such statement by Akca if the latter was a "governor" in the occupied area of Cyprus. Describing as "wrong" the statements of Akca, Elcil said that Turkey is the one that transfers population to the occupied area of Cyprus and that the Turkish Cypriots do not administrate their budget. "We would expect him to say this. The TRNC is their creation. They are responsible for the problems which exist here", he noted.

Ahmet Kaptan, chairman of the Turkish Cypriot "civil" servants' trade union, argued that Akca feels "enmity and hatred" towards the Turkish Cypriots. He said that the self-styled ambassador made statements that insult the Turkish Cypriots and added that his recent statements "tarnished the honor of the Turkish Cypriots". "These are statements aimed at deteriorating the relations of the Turkish Cypriots with the administrators in Turkey", he argued. "The day that the Cyprus problem is solved, the Turkish Cypriots will also make big investments", he said.

[07] Denktas comments on the economy of the regime and other issues

Denktas noted that the package of economic measures imposed by Turkey should be withdrawn and argued that the "government" does not have the ability to discuss this issue with the "opposition". He added: "The solutions are known, but no step could be taken. We are a population of 250 thousands and there is a market of 75 million persons by our side. We are not able to use this market and afterwards we complain that embargo exists".

Denktas criticized the self-styled prime minister Kucuk and argued that the current "government" is "not right for this job". He noted that the expenses "continue in an unbelievable manner" and wondered from where the money for the fast breaking dinners during the month of Ramadan [iftar dinners] is paid.

Referring to the statements that tension exists between DP and ruling AK Party in Ankara, Denktas argued that Prime Minister Erdogan could not be informed about everything that happens in the occupied area of Cyprus. He said that their duty is to protect the interests of their own people and if there is a mistake on this point, it should be discussed. He said he will not even reply to the questions as to whether he considers Turkey as his "motherland". He noted that he accepts Turkey as his "motherland" but he does not want his mother to put in order his house every day.

Referring to the issue of the white "identity card", Denktas said the process is heading towards turning into a conflict among those who are "citizens" and those who are not "citizens" of the breakaway regime and accused the "government" of trying to divide the "people".

[08] "New Libya should be 'lesson' for region, Turkish FM says"

'We want to call on all Libyan officials located in Tripoli to be ready for a new Libya. We hope Libya will be reconstructed in the upcoming days, led by the National Transitional Council with the efforts of the international community,' Davutoglu told reporters in Addis Ababa on Monday, referring to the Libyan rebel administration in Benghazi.

'The new Libya should be democratic, free and united in line with the Libyan people's demands,' the foreign minister said, emphasizing the success of removing the dual administration in the country while calling for an end to clashes and the immediate launch of a political process that includes all parties.

Davutoglu's comments on Libya were seen as an indirect message to Syria's embattled President Bashar al-Assad. 'Following the changes in Egypt and Tunisia, the change in Libya in the direction of the people should be a lesson for everyone,' the foreign minister said. 'Leaders of other countries also should be aware that they can stay in power only if they are sensitive to the demands of their people.'

After Libyan opposition forces took control of Tripoli, Libyan Embassy in Ankara hauled down Moammar Gadhafi regime's flag and raised the Libyan Transitional Transition Council's flag on Monday.

'Nobody is in charge for the embassy yet, we are waiting instructions from Libya,' Abdul Menem Bendarf, representative of National Transitional Council of opposition in charge of humanitarian coordination in Turkey told the Daily News on Monday.

The crescent and star emblazoned red-black-green flag which has become a rallying symbol for Libyan opposition is raised at the embassy in Ankara. There was a quarrel between opposition members and embassy security personnel during the switching of the flags.

Libyan Ambassador to Ankara wanted to make a statement to NTV news channel saying 'I am very happy. Today is the day of success for the revolution'. However, the ambassador was prevented by the opposition members from talking to the press; arguing that he was pro-Gadhafi. Instead of the ambassador, Mohamed Zenati, charge daffier of the Libyan Embassy, talked to media. Another opposition group has pulled down Tripoli Administration's flag at the Libyan consulate in Istanbul and flew the opposition council's flag instead."

Moreover, Hurriyet Daily News, under the title "Turkish FM to visit rebel victors", reports also that Turkish Foreign Minister Ahmet Davutoglu is set to be the first international visitor to Libya's National Transitional Council following what appears to be the rebel administration's defeat of the decades-old regime of Col. Moammar Gadhafi.

The foreign minister plans to travel to Libya from Ethiopia, where he held talks Monday. The trip would make him the first foreign official to visit following the rebels' apparent victory. Another plane carrying diplomats, bureaucrats and journalists will leave for Benghazi from Ankara on Tuesday. TURKISH AFFAIRS SECTION http://www.moi.gov.cy/pio
