    The main issue in today's Turkish Cypriot press is the protests at the illegal Eastern Mediterranean University ("DAU") with the aim of preventing the transfer of the administration of "DAU's" college (DAK), primary school (DAI) and kindergarten to Doga College. Also, a statement by Eroglu after the meeting with Christofias, a statement by Elcil against Turkey, the contacts of Turkey's Land Forces Commander in the occupied areas and other domestic issues are as well covered in today's press.

    [01] KTOS recalls that Turkey commits a crime of war in Cyprus with its army and population transfer

    Turkish Cypriot daily Kibris (22.06.11) reports that Sener Elcil, general secretary of the Turkish Cypriot Primary School Teachers' Trade Union (KTOS), has reacted against the statement issued by the so-called embassy of Turkey to the occupied part of Lefkosia which said that, according to the Vienna Agreement, the baggage of diplomats could not be searched. Elcil said that a "police officer" at illegal Tymbou airport was prevented from searching the baggage of a "diplomat" working at the "embassy" of Turkey in occupied Lefkosia which was reportedly full of jewels. An investigation has been launched against this "officer". In a statement issued yesterday, Elcil criticized this incident and noted also that the Turkish "embassy" in occupied Lefkosia buys fuel in half price.

    Elcil said: "The Vienna agreements are valid in countries which are recognized by the UN and internationally accepted. Please, do not forget that you are in this country without taking the approval of the authorities of the Republic of Cyprus for which you are guarantors, and that you are in this country only with the cease-fire agreements. Moreover, we remind you that you are here within the framework of your responsibility as guarantor according to the 1960 Republic of Cyprus treaties in order to restore the constitutional order of the Republic of Cyprus and to protect its territorial integrity?If the Vienna agreements are valid for the northern part of the island, the 1949 Geneva agreements are also valid. And if you enter into a country using military force and you carry population there, this is a crime of war".

    [02] "Police" beat protesters at illegal DAU; the "government" approves the transfer of DAU's pre-university institutions to Doga College

    Turkish Cypriot daily Kibris (22.06.11) reports that "unexpected" incidents happened yesterday during the protest at illegal Eastern Mediterranean University ("DAU") with the aim of preventing the transfer of the administration of "DAU's" college (DAK), primary school (DAI) and kindergarten to Doga College which operates in Turkey. Parents, students and teachers, who exerted their support to the protest organized by the trade union of "DAU's" employees (DAU-SEN), came face to face with the "police" that beat them using batons. Many people were injured and taken to the hospital.

    Meanwhile, the self-styled government of the breakaway regime in the occupied area of the Republic of Cyprus announced its decision on the issue of "DAK" and "DAI" shortly after the incidents at "DAU" ended. The "government" approved the transfer of the two schools to Doga College supporting the decision previously taken by "DAU's" administration and ignoring the warnings of the trade unions, as Kibris reports. The decision was announced by the self-styled ministry of education after a 3.5-hour meeting of the "council of ministers". The statement said that as a result of not reaching reconciliation with DAU-SEN in the efforts for saving the illegal DAU's pre-university institutions, the necessary measures could not be taken and these institutions had an annual deficit of three million Turkish liras.

    The protest at "DAU" was supported by the Republican Turkish Party (CTP), the Democratic Party (DP), the Social Democracy Party (TDP), the New Cyprus Party (YKP), the United Cyprus Party (BKP), the Trade Unions' Platform, and some other trade unions and civil organizations. The protesters shouted slogans such as "No to privatizations", "This country is not for sale", "Doga you are not wanted at DAU, if you come you will be sorry", "Everything made by enforcement and imposition is occupation, End to occupation", "The unity of Cypriots is a must, Either unite or be annihilated" and "We do not want a police state".

    Furthermore, the chairman of DAU-SEN, Prof. Dr Huseyin Ozkaramanli said that the decision for transferring "DAU's" institutions to Doga College was wrong and was taken against the will of the community. He noted that "DAK's" and "DAI's" annual deficit was two million liras and DAU-SEN could cover this deficit. He accused the "government" of not working for the benefit of the community, but for giving away its institutions.

    After the decision of the "council of ministers", DAU-SEN launched a protest with tents in front of "DAU". Ozkaramanli called on the people to gather in front of "DAU" and stay there until the decision of transferring DAK, DAI and the kindergarten to Doga College is annulled.

    Meanwhile, Kibris reports that the incidents at "DAU" and the stance of the "government" caused the reaction of the opposition parties and the trade unions. The Trade Unions' Platform announced that the "embassy" of Turkey in the occupied part of Lefkosia is responsible for the situation and that it will hang a black tyre on the door of the "embassy". Issuing a statement on behalf of the Platform, Tahir Gokcebel, chairman of Secondary School Teachers' Trade Union, said that on the one hand the "country" is given away to the multinational companies from Turkey and on the other the "police" was handed over to a commander from Turkey and used violence against its own people who opposes to the sale of this "country".

    The chairman of CTP Ozkan Yorgancioglu said that the responsible for the tension at "DAU" was the "government" which did not examine the proposals submitted by the businessmen and the occupied Famagusta "municipality" regarding "DAU's" pre-university institutions. In a written statement, Yorgancioglu accused the "government" of incompetence and of bringing the people face to face with their own "police".

    The general secretary of DP Bengu Sonya issued a written statement noting that they could not accept the fact that "DAU's" college and primary school were given away using rules which have no relation with the rules of privatization. He said that the DP decided to call to account those who give away their "national treasure" with procedures held behind closed doors.

    The chairman of Freedom and Reform Party (ORP) Turgay Avci described the incidents as "as shame for DAU and our country", noting that neither the "government" nor the opposition parties or the trade unions showed the slightest responsibility on the issue of the protection and strengthening "DAU".

    The organizational secretary of BKP Abdullah Korkmazhan protested against the disproportionate force exerted by the "police" and the injury of many people. "The terror by the police has once more showed the fascist regime in the country", he said.

    Meanwhile, Turkish Cypriot daily Ortam (22.06.11) reports that Mehmet Cakici, chairman of TDP said that the aim of the struggle at "DAU" is to prevent the sale of the institutions which belong to the Turkish Cypriots and to protect the future of the children of the Turkish Cypriots. Cakici noted that they are undoubtedly against the fact that institutions which belong to the community are given away and pointed out to the importance of the cooperation and unity in their struggle. The paper refers to the incidents at "DAU" under the title "Baton for the students".

    Under the title "'Fascist UBP'", Turkish Cypriot daily Yeni Duzen (22.06.11) reports that this was the common slogan shouted during the protest at "DAU". The paper writes that four persons were arrested and ten persons were injured during the protest. The paper writes that the "police" used disproportionate force during the protest.

    Turkish Cypriot daily Afrika (22.06.11) refers to the incidents and writes that the police violence used in Turkey has been transferred to the occupied area of Cyprus. Under the title "Baton on the head, let the hands that beat to be broken", the paper writes that "they are taking away from the community a school which is its own asset". Afrika notes also that a 16-year old girl named Laden Yusufoglu was injured on the head, suffered a brain trauma and fainted. "The door in Cyprus is opened to the army of the Imam after it had been opened to the Turkish army", notes the paper recalling that Doga College belongs to capital close to Islamist Fethullah Gulen, known as being the mentor of the ruling AK Party in Turkey.

    Turkish Cypriot daily Halkin Sesi (22.06.11) refers to the issue under the title "Anger exploded at DAU".

    Turkish Cypriot daily Gunes (22.06.11) refers to the decision taken yesterday by the "council of ministers" under the title "Balanced decision".

    Under the title "They spread terror at DAU", Turkish Cypriot daily Volkan (22.06.11) reports that provocateurs and trade union "landlords" attacked the "police" while trying to occupy the schools.

    [03] Eroglu's statements after the negotiations

    Turkish Cypriot illegal Bayrak television (21.06.11, online) reports that the two leaders met yesterday morning and resumed discussions within the framework of the direct talks aimed at reaching a comprehensive solution to the Cyprus problem. The meeting took place at the residence of the UN Secretary General's Special Representative in Cyprus Lisa Buttenheim. Speaking to reporters upon his return to the occupied area, Eroglu said they met for nearly an hour and discussed the procedure to be followed during the 7th of July Geneva talks.

    Eroglu said that, although they did not discuss issues relating to Governance and Power Sharing, the Turkish Cypriot side did put forward proposals that would allow the two sides to become closer on issues relating to the competencies of the founding states in making international agreements and the internal aspects of security. "Our special aides will come together this Thursday to continue discussions and we will hold another meeting next Thursday," added Eroglu.

    [04] Contacts by the Commander of Turkey's Land Forces in the occupied area

    Turkish Cypriot daily Haberdar (22.06.11) reports that the Commander of Turkey's Land Forces General Erdal Ceylanoglu, who is currently in the occupied area of the Republic of Cyprus, carried out various contacts.

    Ceylanoglu visited yesterday Turkish Cypriot leader Dervis Eroglu and later former Turkish Cypriot leader Rauf Denktas in the hospital.

    The paper also reports that Commander Ceylanoglu accompanied by the Commander of the Turkish occupation forces in Cyprus Lieutenant General Adem Huduti visited the founder Dean of the "Near East University" Dr Suat Gunsel. Later, Ceylanoglu and Huduti had a meeting with self-styled prime minister Irsen Kucuk.

    [05] Avci reportedly to be the next self-styled foreign minister

    Under the title "Will Avci get the ministry of foreign affairs?" Turkish Cypriot daily Haberdar (22.06.11) reports that the discussion on the reportedly coalition between the ruling National Unity Party (UBP) and the Freedom and Reform Party (ORP) continues.

    According to the paper, ORP will join UBP with the new "legislative session" and it is said that Avci will get the "ministry of foreign affairs". The current self-styled foreign minister Huseyin Ozgurgun has already reacted with this development, the paper reports.

    [06] More on the associate membership of the breakaway regime to FILA

    Turkish Cypriot daily Kibris (22.06.11) reports that Yunus Akgul - Director of the General Directorate of Turkey's Youth and Sports ? in a statement, said that he is very pleased that the "TRNC wrestling team" has become an associate member of the International Federation of Associated Wrestling Styles FILA. He noted that they will continue their struggle not only for the wrestling but also for other specialties in sports, adding: "We have already achieved a lot at basketball, handball and sports for the disabled. For example, a Turkish Cypriot team plays at Turkey's handball league. We do this by taking the chances of any kind of international risks. I personally make an effort for any kind of official representation of the TRNC [breakaway regime] at sporting fields. With this development in the wrestling, we have achieved a breakthrough. We believe that there will be a continuation. We will do whatever we can with persistence."

    [07] The occupation regime published a new economic program

    According to illegal BRT (21.06.11), a new and joint program prepared by Turkey and the "TRNC" for increasing the private sector's competitiveness and creating a more efficient "public sector" was released today. The program includes issues such as the restructuring of the "public sector", the strengthening and support of the industrial sector as well as the restructuring to the country's financial sector.

    The joint program aims at reducing the "state's" role in the running of the economy as well as creating sustainable growth and development based on a strong private sector and an environment of high competitiveness.

    Prepared within the framework of the economic and financial cooperation protocols signed between the "TRNC" and Turkey, the program aims at restructuring the "country's public sector" and financial system, replacing it with a more efficient system.

    The program also aims at bringing new arrangements for salary increases related to the rise in the cost of living as well as overtime payments and promotions in the "public sector".

    On the same issue, Turkish Cypriot daily Vatan (22.06.11) reports that in the program which was evaluated within the macro-economic framework of the "TRNC economy", predictions for 2012 are included.

    According to the program, it is predicted that for the period of 2010-2012, the growth of the "TRNC economy" is estimated to be 4%, 5% and 5.5%.

    As for the number of the working population, during 2008 the number of working population was 201. 798 persons while for 2012 it is estimated to reach 219.091 persons.

    Also for the above mentioned period (2012), the employment rate is estimated to be 43.7% while the unemployment rate is predicted to go down and reach 8.6%.

    As regards the exports for the period 2010-2012, parallel to the increase of the national income of Turkey which is considered as the most important foreign market for the "TRNC", the exports are expected to reach 95 million dollars (7.2%) while the imports are expected to reach 1.6 million dollars (12.6%).

    Regarding the economic assistance from Turkey, according to the program, Turkey is expected to allocate totally 1 billion 124 million 156 thousand 318 TL to the "TRNC" for 2011. From this amount, 635 million 410 thousand 525 T.L will be given as grant and 498 million 745 thousand 793 T.L as credit.

    According to the paper, from the economic support to be given to the occupied areas as a grant, 216 million 961 thousand 205 TL will be used for defence payments, 265 million 497 thousand 120 TL for infrastructure projects, 100 million TL for the industrial sector and 42 million 952 thousand 199 TL for incentive payments.

    Turkey has also allocated the amount of 325 million TL as credit in order to contribute to the current budget deficit.

    [08] "Turkey's election board strips pro-Kurdish BDP deputy's mandate"

    Under the above title, Turkish daily Today's Zaman (21.06.11, online) reports that the Supreme Election Board (YSK) has added fuel to the already escalating tension over jailed suspects who were elected to Parliament last Sunday as the Board unanimously voted to strip off Hatip Dicle's of his deputyship.

    Hatip Dicle, an independent deputy from Diyarbakir who was endorsed by the pro-Kurdish Peace and Democracy Party (BDP), was convicted of "disseminating propaganda of the outlawed Kurdistan Workers' Party" in 2009 by the Ankara 11th High Criminal Court, and the Supreme Court of Appeals upheld the decision in March of this year. The court sentenced Dicle to one year and eight months in prison on terrorism charges. Last week, the Ankara court decided to cut 453 days, the period he had served as a detainee during the KCK probe, from the sentence he originally received in 2009.

    The BDP, whose independent candidates won 36 seats in Parliament in the latest general elections, is planning to use by-elections as a trump card if six of its deputies, who are currently under arrest as part of the KCK trial, are not released from prison and allowed to take their seats in Parliament. "Dicle is our red line. The BDP is both a lock and key for Parliament. We have the power to lock all unfairness and unlawfulness in Parliament. We do not recognize any power to ignore the national will that elected Dicle a deputy," BDP Chairman Hamit Geylani added.

    [09] Death toll rises from the alcohol poisoning in Bodrum

    Turkish daily Today's Zaman (21.06.11, online) reports that a Russian tourist who was hospitalized with severe alcohol poisoning after going on a yacht tour along with dozens of others was pronounced brain dead late on Monday, bringing the death toll in the case to five.

    News reports said the fifth victim, Viktoria Nikoloeva (22), had been receiving treatment at the Akdeniz University Hospital in Antalya. Her doctors announced the young woman to be brain dead late on Monday. Twenty-one Russian tourists visiting the popular Turkish Aegean resort of Bodrum were reported to have been hospitalized late last month with symptoms of severe alcohol poisoning following a yacht tour organized by a local company.

    Three of the tourists died shortly after. One woman, Maria Shalyapina (28), died at the Bodrum State Hospital as doctors were unable to stabilize her condition, while another, Aigul Zalayeva (20), died one day after Shalyapina in a hospital in Antalya. The third victim, Marina Shevelyova (22), died in a hospital in Moscow. The fourth victim was Alexandr Zhbckov (28), who died in a Denizli hospital where he had been receiving treatment.

    Russian officials have filed a lawsuit against the Turkish company that organized the yacht cruise. Russian travel agencies have also filed a lawsuit against the company.

    [10] Palestinian leader Abbas holds meetings in Turkey

    Ankara Anatolia news agency (21.06.11) reports from Ankara that the Palestinian President Mahmoud Abbas, who arrived in Turkey on Tuesday, will hold talks on June 23 and 24. Abbas will hold meetings with Turkish President Abdullah Gul, Prime Minister Recep Tayyip Erdogan and Foreign Minister Ahmet Davutoglu, according to a statement by the Turkish Presidency press centre yesterday. Relations between Turkey and Palestine, the situation in Palestine after the national consensus was agreed, the Middle East peace process and recent developments in the region will be discussed during the meetings.

    [11] EU puts the ball in Turkey's court for progress in accession talks; Bagis says Turkey needs EU's principles

    Turkish daily Today's Zaman (21.06.11, online) reports that the European Union said on Tuesday that it was up to Turkey to speed up its stalled accession talks with the 27-nation bloc by making more of an effort to meet the EU's requirements, responding to Turkish criticism over the stalemate.

    "Turkey will be able to accelerate the pace of negotiations by advancing in the fulfillment of benchmarks, meeting the requirements of the Negotiating Framework and by respecting its contractual obligations towards the EU," an official at the press office of Stefan Fule, the EU's Commissioner for enlargement, told Today's Zaman. The official was responding to a question asking for comments over critical remarks by Turkey's Ambassador to the EU Selim Kuneralp, who said that the EU has lost its leverage over Turkey's post-election reform efforts because of the stalemate in the accession talks.

    The official said Turkey's membership process is now "reaching a point at which the criteria or benchmarks to be met are quite demanding and difficult." "They require important choices and adjustments in Turkey, such as changes of legislation," added the official.

    Also, Turkish daily Hurriyet (22.06.11, online) reports that Egemen Bagis, State Minister for the EU and Chief Negotiator, answered to previous statements by Kuneralp that the EU lost its effect over Turkey. Bagis said that Turkey is determined to follow the EU process and stated: "We need EU's principles, not EU's countries."

    [12] "Turkey and Iraq sign action plan to increase bilateral trade to $20 bln"

    Under the above title, Turkish daily Today's Zaman (21.06.11, online) reports that the Turkish Union of Chambers and Commodity Exchanges (TOBB) have signed an action plan with the Federation of Iraqi Chambers of Commerce (FICC) to bring the volume of trade between the two neighbouring countries up to $20 billion after first securing $10 billion in bilateral trade by the end of this year.

    The plan was signed by TOBB President Rifat Hisarciklioglu and FICC President Jaafar al-Hamdani in Ankara yesterday. It includes investment information sharing and dispute resolution as well as increasing sector-based cooperation between the two organizations. The plan is expected to give a boost to Turkish-Iraqi cooperation, particularly in the fields of trade, transportation and energy while also contributing to mutual investments in other sectors such as construction.

    As it recovers from the destruction caused by years of war, Iraq has become an increasingly important business partner for Turkey in the past few years. In 2010, the volume of trade between Turkey and Iraq was at $7.4 billion, up from just over $6 billion in 2009. In this bilateral trade, most is constituted by Turkey's exports to its south-eastern neighbour. Last year, Iraq was Turkey's second largest export market after Germany. Turkey exported $6 billion in goods to the Middle Eastern nation in 2010, and in the first five months of this year alone it sold more than half that much to Iraq.
