    [01] Ozersay's contacts in Washington D.C.

According to illegal Bayrak television (online, 10.06.11), Turkish Cypriot leader Eroglu's special representative Kudret Ozersay, who is holding a series of contacts in the United States before the tripartite summit in Geneva, is continuing with his Washington visit. Ozersay met with the Deputy Assistant Secretary of State for European and Eurasian Affairs Tina Kaidanow.

According to illegal BRT, they exchanged views regarding the latest political developments in the region, and discussed the possible steps that may be taken after the Geneva summit and what can be done in order for a successful give and take process to take place between the two sides as concerned the Cyprus problem.

As part of his contacts in Washington, Ozersay also attended a round table discussion titled: "The post Cyprus negotiations process after the Geneva summit" at the Heritage Foundation which is one of the most esteemed think-tanks in the US. He will also visit the U.S. Congress.

[02] Eroglu called on foreign diplomats to convey his complaints to the EU

According to illegal Bayrak television (online, 10.06.11), Turkish Cypriot leader Dervis Eroglu, speaking during the inauguration ceremony of the "6th Yesil1rmak [occupied village of Limnitis] Strawberry Festival" yesterday, claimed that so-called embargoes enforced against the "TRNC" are unacceptable and called on the European Union to remove them.

Referring to the difficulties being experienced in exporting products due to so-called embargoes imposed by the European Union, Eroglu claimed that "embargoes are unacceptable in a world where democracy has been rooted", illegal BRT reported.

Eroglu called on foreign diplomats who also attended the festival to convey these complaints directly to the European Union.

The so-called Turkish "ambassador" to occupied Lefkosia Halil Ibrahim Akda, the Head of the EU Support Office Alexandra Viezzer and the self-styled chairman of the Limnitis-Lefke producers union Cavit Atalar also delivered speeches at the ceremony.

[03] Eroglu said that graduates have taken on the duty of voluntary "ambassadors" for the breakaway regime

According to illegal Bayrak television (online, 09.06.11), Turkish Cypriot leader Dervis Eroglu, addressing the education workshop entitled: "The Assessment of the Higher Education Sector" held in occupied Keryneia, said that "academicians and students from different parts of the world are able to meet here at universities in the TRNC". He also said that another important factor of the function of the higher education sector in the "country" is the Cyprus issue.

According to illegal BRT, Eroglu said: "For 40 years the TRNC has been under diplomatic embargoes but the Turkish Cypriots have been able to make their voices heard through a variety of international students who have graduated from universities in the TRNC", adding that "these graduates have taken on the duty of voluntary ambassadors for the TRNC".

Self-styled prime minister Irsen Kucuk, delivering also a speech at the workshop, inter alia, said: "Thanks to the higher education sector in the TRNC, now over 70 countries are familiar with our country".

[04] Further reactions after the illegal DAU's decision

The majority of the Turkish Cypriot dailies (10.06.11) cover in their first page the demonstrations that were held yesterday regarding the decision of the illegal DAU to transfer its pre-university education institutions to Fethullah Gulen's Doga College.

Turkish Cypriot daily Vatan (10.06.11), under the title "Tension at 'DAU'", reports that the "Academic staff trade union" of the illegal Eastern Mediterranean University (DAU-SEN), some students, some members of the Unions' Platform demonstrated in front of the "Faculty of Management and Economics of DAU" in order to prevent the joint press conference that was going to be held by the "rectorship of DAU" and Doga College.

The demonstrators, who were holding placards reading "Doga, you are not welcome at DAU. If you come, you will regret it", prevented the participants of the press conference to enter the room, so the police of the breakaway regime interfered. Some were injured.

According to Turkish Cypriot daily Afrika (10.06.11), the joint press conference was held in the office of Prof. Dr Abdullah Oztoprak ? "Dean of DAU"- who speaking at the press conference, explained the financial issues of the "university". He said that when he was appointed to his position the budget deficit of "DAU" was 15 million TL, but now they do not have any financial problems. He also said that the reason they signed a protocol with Doga College is not financial, adding that Doga College will assist to increase their quality of education.

Okan Dilik, representative of Doga College's abroad schools, speaking also at the press conference, said that Doga College has no connection with Fethullah Gulen or any other person. He explained that they have already 18 school campuses in Turkey, which will be increased to 30 until September. Dilik also said that Doga College will also open schools in Germany, Britain and the USA.

Referring to the academic staff of "DAU", Dilik said that the existing academic staff has priority for work, adding that if they need more personnel, first they will announce the vacant positions of the personnel in the occupied areas and only if the positions are not filled they will proceed to a relevant announcement in Turkey.

[05] BKP to carry the issue regarding Turkish Cypriots studying in the free area of Cyprus to the European Parliament

Turkish Cypriot daily Havadis (10.06.11) reports that the United Cyprus Party (BKP) in a written statement yesterday evaluated the decision of the breakaway regime not to give to Turkish Cypriot students studying in the government-controlled area the possibility to study in Turkey with their GCE, IGCSE and A-level exams.

Commenting on the new development, BKP evaluated this practice saying that the precondition for the students to graduate from "TRNC schools and colleges" is a racist, fascist and a separatist behaviour against the students studying in the free area of Cyprus and it means that they are excluded from obtaining the benefit.

In a written statement, the chairman of the Youth Branches of BKP Kemal Gulercan stated that they will carry the issue to the European Parliament through the European Left Party.

[06] Avci accuses the Turkish Cypriot employers on the issue of the illegal workers

Under the title: "Do the illegal workers work in space?" Turkish Cypriot daily Star Kibris (10.06.11) reports that Turgay Avci, chairman of the Freedom and Reform Party (ORP) has accused the Turkish Cypriot employers on the issue of the illegal workers from Turkey who work in the occupied area of Cyprus.

In statements to Star Kibris, Avci said, inter alia the following: "Who employs the illegal workers? Do the illegal workers work in space? ?'They come from Turkey', it is said. Do some persons in Turkey put these people on the plane and send them? If our businessmen said 'I do not want them', would this problem exist? Some people employ them?"

Avci argued that if there was a will to clean up the occupied area from the illegal workers, this could be done within a week. "However, there are some employers who are supported by politicians. No one dares to talk about this issue so that the above-mentioned employers are not harmed", he added.

Noting that the number of the illegal workers is unknown, Avci argued that the illegal workers in occupied Cyprus could be located within a week. He said that the workplace which employs illegal workers should be closed down for a period of three months and be punished to pay a fine of 200 thousand Turkish liras. He expressed the view that then the illegal workers who come from Turkey will not be able to find a job for some days and thus they will return to their country.

[07] Pilots to be trained in occupied Cyprus

Turkish Cypriot daily Kibris (10.06.11) reports that the Turkish Air Sports Federation (THSF), which is based in Istanbul, will offer its services in the occupied area of the Republic of Cyprus, by opening a "fledgling pilot flying training school" in a two-months-period. The training lessons will be held in installations nearby the illegal airport in occupied Lefkoniko. According to the paper, private pilot licence (PPL), commercial pilot licence (CPL) and airline transport pilot licence (ATPL) will be given by the school. The first part of the training, which varies from 14 to 18 months, will be given in Istanbul and then it will be continued in occupied Cyprus.

According to statements by Serdar Turganer, THSF chairman, because no experienced instructors could be found in the occupied area, seven persons from Turkey will come to occupied Cyprus in order to teach. As he stated, in the first phase, they will accept 18 candidates and afterwards, new candidates will be accepted as well. He also noted, that foreign students could register to the school and that their accommodation will be provided by the THSF. Turganer added that after discussions with the Turkish Civil Aviation General Directorship, the certificate to be given to the students will be approved by the Turkish National Education Ministry. He, inter alia, claimed that the certificate will be valid all over the world.

[08] A fire outburst in the fenced off town of Varosha

Turkish Cypriot daily Kibris (10.06.11) reports that a fire broke out in the fenced off town of Varosha yesterday afternoon. According to the paper, the fire broke out in an area of 100 donums, after dried grass of the area was set on fire for an unknown reason. From the fire, some houses in the closed area were burned up as well. As it is reported the so-called fire department of the occupation regime, "military units", the "civil defence", as well as area inhabitants, exerted efforts to extinguish the fire.

Furthermore, Turkish daily Yeni Duzen (10.06.11) reports that no permission was given to some newspapers' photo-reporters to take pictures of the incident. Having this in mind, the reporters made an effort to take some pictures from a tall bluing outside the fenced off town of Varosha. However, the so-called police, after an order by a "military commander", arrested them with the excuse that they were taking photos of a "military restricted area". After an interrogation, the photo-reporters were set free.

[09] A recorded increase of around 53 million dollars in the exports of the occupation regime

Turkish Cypriot daily Haberdar (10.06.11) reports on the exports realised by the breakaway regime in the occupied area of the Republic of Cyprus during the first four months of 2011. According to the exports' report of the so-called trade department, local products of 52.982.191,00 USD were exported to the markets of Turkey and of third countries during January to April 2011. Turkish Cypriot daily Halkin Sesi (10.06.11) reports that the occupied Lefke football club received a positive respond by the Cyprus Football Association (CFA) in their request for a meeting with the CFA President. Accordingly, CFA chairman Costakis Koutsokoumnis, and Lekfe chairman Yiltac Mukellef, will meet on the morning of June 16 at the CFA's building.

    [B] TURKISH PRESS

The ongoing June 12 parliamentary election campaign by the Turkish political parties, the attendance of the Turkish Foreign Minister to the Libya Contact Group meeting in Abu Dhabi, statements by Davutoglu that Turkey will send 100 million USD to Libya, the meeting of Davutoglu with USA's Clinton at the sidelines of the Libyan Contact Group meeting, reports that many Turkish companies in the sectors of tourism, marinas, airports, energy and distribution are targeting Greece for new investments, reports that more than 2.500 Syrian refugees took shelter in Turkey, and other internal topics are the main issues covered by the Turkish press today.

[11] Turkey to decide on its role in Libya bombing

According to Ankara Anatolia news agency (09.06.11), Turkish National Defence Minister Vecdi Gonul said Thursday that the Turkish Prime Minister, the Government and the Turkish President would decide on a possible role for Turkey in the air bombing of Libya when the issue comes up on the agenda of the Government.

Gonul's comments on Thursday came after U.S. Secretary of Defence Robert Gates made a demand to Turkey to join in the air bombing of Libya. I have not yet received Gates' demand and his words on the issue, Gonul told reporters in the southern province of Antalya on Thursday, adding:

"Our decision on Libya has two dimensions. One of them has to do with the embargo while the other involves humanitarian assistance. We are contributing to the embargo with four frigates, one submarine and six F-16 jets. We have a principled decision on not participating in the 'No Fly Zone'. The decision is valid today. Once Gates' demand reaches the Turkish Government, our Prime Minister, the whole Government and our President would assess the situation".

[12] Syrian influx to Turkey accelerates

Turkish daily Hurriyet Daily News (online, 09.06.11) with the above title reports that hundreds of Syrians, fearing bloodshed in their country have crossed to Turkey, official reports said Thursday, as the authorities braced to provide shelter for even more.

The arrivals have sharply increased since Tuesday, with most refugees fleeing the flashpoint town of Jisr al-Shughur, some 40 kilometres from the Turkish border, where tensions have shot up amid Damascus' accusations that protesters killed 120 policemen.

Turkish Foreign Minister Ahmet Davutoglu on Thursday said that, according to figures he had received from border officials, more than 2.400 people had fled Syria and entered Turkey.

Pouring in through barbed wire or unguarded stretches of the border in the Mediterranean province of Hatay, the refugees included several dozen people who were hospitalized for treatment of injuries reportedly sustained during security crackdowns.

The figure is expected to rise further following Prime Minister Recep Tayyip Erdogan's assurances on Wednesday that Turkey would keep its door open to Syrians fleeing oppression. In Yayladagi, a town near the border, the Turkish Red Crescent has already set up a tent city after the first group of Syrians arrived in late April.

Davutoglu said on Wednesday that the influx from Syria was "absolutely not desirable" but stressed that the Government had taken "all the necessary precautions" and the situation was "under control".

[13] A survey shows that AKP will win with 46.5%

Today's Zaman (online, 09.06.11) reports that, according to the findings of a survey by KONDA polling company, the Justice and Development Party (AKP) will manage to become Turkey's ruling party for a third successive term in the June 12 general elections, securing 46.5% of the national vote.

The main opposition Republican People's Party (CHP) will receive 26.8% of the vote and the opposition Nationalist Movement Party (MHP) will receive 10.8%. Independent candidates backed by the pro-Kurdish Peace and Democracy Party (BDP) will garner 6.7% of the national vote. Fearing that it would not manage to overcome the 10% election threshold if it entered the elections as a party, the BDP decided to endorse independent candidates in the June polls.

According to KONDA, the AKP is unlikely to secure 367 seats in Parliament, making it necessary for the party to take the new Constitution it will draft to a referendum. The AKP plans to change the current Constitution, which was drafted under martial law after the 1980 coup d'?tat. Along with initial opinion polls carried out after Kemal K1l1cdaroglu was elected as the new CHP leader last May, the KONDA survey also found that the CHP has failed to gain popularity in the eyes of the electorate. The polls suggested that K1l1cdaroglu's CHP would garner around 30% of the vote. As for the MHP, KONDA found that the opposition party will barely surpass the 10% election threshold and will enter Parliament as the third party.

[14] Prohibitions in elections to take effect on Saturday

According to Ankara Anatolia news agency (10.06.11), political parties participating in Turkey's general elections of June 12 will not be able to conduct propaganda after 18.00 hours on Saturday, June 11. According to a decision taken by the Higher Board of Election (YSK), the prohibitions involving publications and broadcasting on the elections will go into effect at 18.00 hours on Saturday.

No media organs will be able to make news stories on elections or results, estimates and comments related to the elections until 18.00 hours on Sunday.

On the day of the election, media organs will be able to publish news officially obtained from the YSK between 18.00 and 21.00 hours.

As of 21.00 hours on Sunday, all news stories on the elections could be made without any restrictions, the YSK said.

In order to have a proper election, the YSK has banned the consumption and sale of alcoholic beverages between 06.00 and 00.00 hours on Sunday.

The YSK has said that, aside from police officers and security personnel, no one could carry weapons, explosives, knives, nuclear, radioactive, chemical and biological substances between the hours of 06.00 and 00.00 on Sunday.

Turkish people will elect 550 new members of the parliament on June 12, Sunday. Fifteen political parties will join the elections with 7.492 candidates. 203 independent candidates are also running in the election. 50.189.930 voters will cast their votes in 199.207 ballot boxes in 85 constituencies.

For the first time in the history of Turkey, those at the age of 25 will be able to run candidacy to become parliamentarian in this year's elections under an amendment to the Article 76 of the Constitution in 2006.

The dark wooden ballot boxes traditionally used in elections in Turkey will vanish this year. The Supreme Board of Election has already ordered new ballot boxes made out of hard plastic that will be transparent, unbreakable and resistant to heat.

There are also changes in polling booths. The booths will be covered with fabrics so that the person in the booth will not be seen. The sizes of the envelopes also changed under the new law. The new law enables political parties to make propaganda for two hours in publicly open places also after sunset. Propaganda time in billboards also changed and extended from 20 days to 30 days.

The Supreme Board of Election determined the number of deputies to be elected in the June ballot on the basis of the population recording system. TURKISH AFFAIRS SECTION http://www.moi.gov.cy/pio
