    [01] President Christofias meets with the Turkish Cypriot leader for the 46th time in the framework of the ongoing negotiations

    Illegal Bayrak television (21.10.09) broadcast the following:

    President Mehmet Ali Talat and Greek Cypriot leader Demetris Christofias met this afternoon and continued their discussions with the aim of bringing a comprehensive settlement to the Cyprus problem.

    Todays discussions focused mainly on the issue of external relations. President Talat and Greek Cypriot leader Christofias held the first of their two consecutive meetings for this week, this afternoon. In a statement at the end of the three hour long meeting, the UN Special Representative for Cyprus Taye Brook Zerihoun said the leaders first held their usual tête-à-tête meeting before moving on to the plenary session where the issue of external relations were discussed.

    He said that the two leaders will met again tomorrow to continue their discussions which will include the issue of property.

    Responding to a question regarding progress in the process, the UN Special Representative said that there was progress in general and that the two sides had presented bridging proposals.

    Tomorrows meeting between the two leaders will be at 10 oclock in the morning at the UN controlled buffer zone in Lefkosia.

    [02] Statements by Talat after the 46th meeting with President Christofias: There is convergence on the issue of foreign relations

    Under the title Talat: There is convergence on the issue of foreign relations, Turkish Cypriot daily Halkin Sesi newspaper (22.10.09) reports that in statements after his meeting yesterday with President Christofias the Turkish Cypriot leader, Mehmet Ali Talat said that they decided to postpone the discussion on the foreign relations issue and added: There is overall convergence on this issue, but we have not agreed on a mechanism. Speaking to reporters after his return to his office, Mr Talat noted that the two leaders will discuss the property issue during their meeting today. He said that during this round the sides submitted proposals which respond to the concerns and sensitivities of each other on the foreign relations issue. He said that the sides came closer on this issue and decided to discuss the property today because the most serious difference is there. He added: If we come closer there, I think that we will achieve an important development. It is not possible for me to say that there is progress, but in comparison with the previous proposals we are closer.

    Asked to comment on statements by the self-styled prime minister Eroglu that we are far from reaching to an agreement on the Cyprus problem, Mr Talat replied: ...Saying that the agreement is far or close is a matter of assessment. ...I am also not saying that everything is excellent, it is ok and there is great progress. However, I think that we are in a better point today if we look at our first positions. He said he is expecting progress on the property issue.

    [03] Eroglu: Turkey wants two separate states

    Under the title Turkey wants two separate states, Turkish Cypriot daily Ortam newspaper (22.10.09) reports that the self-styled prime minister, Dervis Eroglu has reminded that the Turkish Prime Minister Erdogan stressed at the congress of the AK Party that the two states are the basis for the solution in Cyprus. In statements yesterday before entering into the meeting of the council of ministers, Mr Eroglu asked the world to take this message given by Mr Erdogan. He said that for many years he also refers to the existence of two states in Cyprus. He alleged that a viable agreement could be reached at the negotiating table by taking this reality as starting point. Otherwise, the agreement will have the fate of the Republic of Cyprus of 1960, he claimed and expressed his satisfaction with the statements made by Mr Erdogan. He alleged that the world is tired of the Cyprus problem and pointed out that approximately 40 states declared their independence during the past 20 years.

    On the same issue, illegal Bayrak television (21.01.09) broadcast the following:

    Prime Minister Dervis Eroglu has stressed that a possible agreement in Cyprus should protect the rights of the Cyprus Turkish people. Mr Eroglu also drew attention to the fact that Turkish officials have made it clear several times that Ankara will not open its ports to Greek Cypriot traffic until the isolation on the Cyprus Turkish people is lifted.

    Speaking before entering todays meeting of Council of Ministers, Mr Eroglu referred to statements rejecting the existence of the 19 April will and said that the election victory won by his National Unity Party (UBP) in April parliamentary elections represented a triumph of the partys policies.

    On the Cyprus negotiation process, the Premier said that no agreement has yet been reached at the talks, which he said, would continue and reminded that a possible agreement would certainly be put to referendum.

    Stressing that a possible agreement should protect the rights of the Turks of Cyprus, he said otherwise, the Greek Cypriots should know that there are two separate states, two peoples and democracies in Cyprus. They are mistaken if they think that they will usurp our rights by blocking the way for a settlement, believing that the Cyprus Turkish People are in desperate need of a solution and have to give concessions.

    Commenting on Greek Prime Minister George Papandreous statement about Turkeys EU membership, Mr Eroglu said Greece and south Cyprus were trying to force Ankara to open its ports to Greek Cypriot traffic by acting as if they were in support of Turkeys EU membership.

    However, he reminded that Turkish Premier Erdogan had made it clear that Ankara would not take such a step as long as the embargoes on the TRNC people maintained.

    [04] Avci accuses Greece of putting obstacles in Turkeys accession course to the EU

    Turkish Cypriot daily Kibris newspaper (22.10.09) reports that Turgay Avci, chairman of the Freedom and Reform Party (ORP), issued a written statement yesterday alleging that the messages given by the Greek Prime Minister, George Papandreou during his visit to Cyprus supported the intransigent and hard stance of the Greek Cypriot side instead of encouraging it for reaching to a comprehensive solution and lasting peace on the island. Mr Avci claimed that Greece is exerting efforts to take concessions from Turkey by putting obstacles in its accession course to the EU.

    [05] The self-styled assembly in occupied Cyprus adopts DraftLaw on the extension of the term of duty of the illegal Immovable Property Commission

    Turkish Cypriot daily Kibris newspaper (22.10.09) reports that the so-called legal and political affairs committee of the self-styled assembly adopted unanimously yesterday the Draft-Law (amendment) for Compensation, Exchange and Restitution of Immovable Properties which are within the scope of subparagraph (b) of paragraph (1) of article 159 of the Constitution which provides for the extension of the term of duty of the Immovable Property Commission for two more years.

    [06] Turkish Cypriots blame the results of the elections held in the occupied areas on 19 April for the suspension of the EU financial aid to the Turkish Cypriot community

    Turkish Cypriot daily Halkin Sesi newspaper (22.10.09) reports that the news broadcast yesterday by Turkish NTV television that the European Commission suspended the financial aid to the Turkish Cypriots fell like a bomb in the agenda, but last night it was announced that this was broadcast due to misinterpretation. According to the information broadcast by the NTV, the justified decision of the European Commission said that the financial aid of 42 million euro to be given to the Turkish Cypriots for 2009 is suspended because of the political tension in the occupied areas of the Republic of Cyprus and the impasse into which the Cyprus problem has entered.

    However, sources from the Commission told the ABhaber news website that the information that the aid of 42 million euro will be suspended derived from wrong comments and misunderstanding. An EU official told ABhaber that the 42 million euro was transferred to the budget of 2010 in order not to be lost because they were not used in 2009 due to some problems which came from the Greek Cypriots as well.

    Turkish Cypriot daily Vatan newspaper (22.10.09) refers to the issue under the title European tactic! and argues that the discomfort which was caused in the EU by the results of the elections held in the occupied areas on 19 April has brought onto the agenda of the EU new propaganda strategies towards the Turkish Cypriots. The paper reports that the information that the EU is cutting its financial aid caused turmoil among the public in the occupied areas of Cyprus yesterday. The head of the coordination centre with the EU, Erhan Ercin told the illegal Bayrak television that the information did not reflect the truth. The paper reports that after this statement, political circles said this was a new tactic of the EU to influence the will of the Turkish Cypriots.

    [07] The self-styled government adopts a Draft-Law which forbids the relations of the Turkish Cypriot associations with foreign organizations

    Under the title Period of being closed to the world, Turkish Cypriot daily Yeni Duzen newspaper (22.10.09) refers to the Draft-Law for the Associations which was adopted recently by the National Unity Party (UBP) self-styled government and forbids the relations of the Turkish Cypriot associations with foreign organizations. The paper writes that the regulation notes, inter, alia, the following: No Civilian Organization can be related in the capacity of founding member, member or branch of any foreign organization or international organization without a decision by the Council of Ministers, even if their aim, views, stance or fields of activity are the same.

    The paper reports that the regulation brings bans and limitations to the foreign aid provided to Turkish Cypriot organizations and adds that this caused important reactions in various parts of the society, which said that if this regulation is implemented, the embargo which the Greek Cypriot administration was not able to achieve, will be applied by the UBP.

    All the legal and private entities will be obliged to apply to the self-styled ministry of foreign affairs in order to receive aid from the EU, UNOPS and the UNDP for projects, funds and scholarships, writes the paper.

    [08] The self-styled minister of finance admits that the illegal regime is facing problems on the control of the gambling practices in the occupied areas of the Republic of Cyprus

    Turkish Cypriot daily Star Kibris newspaper (22.10.09) reports that Ersin Tatar, self-styled minister of finance, has argued that no money laundering is being carried out in the occupied areas of Cyprus, in statements yesterday during a meeting with the newly established Council for Gambling. Mr Tatar said they are exposed to some problems from inside and outside the country regarding the control of the gambling practices in the occupied areas of Cyprus and added that the Council has been established in order for the controls on this issue to be carried out meticulously. Mr Tatar noted that the sector of gambling is important for the occupied areas of Cyprus, that it is growing continuously and that therefore the regulation of these activities is watched with interest from both outside and inside the country. The council consists of five persons under the director of the State Property and Materials Department, Sadik Ulupinar, two representatives from the ministries of tourism, environment and culture, one representative from the ministry of finance and one representative from an NGO selected by the council of ministers.

    [09] The Cyprus problem will be discussed at the Turkish Ministry of Foreign Affairs on 23-24 October 2009

    The Turkish Ministry of Foreign Affairs has announced that a meeting will be held at the ministry on 23-24 October to discuss the latest developments in the Cyprus problem and the steps which could be taken for reaching to a comprehensive solution in Cyprus within the next months. The statement number 196 published on the webpage of the ministry ( HYPERLINK "http://www.mfa.gov.tr" http://www.mfa.gov.tr) on 21 October 2009 under the title Evaluations Regarding Cyprus notes the following:

    As it is known, the comprehensive solution negotiations are continuing in Cyprus between the two sides as of September 2008. Turkey, which believes that reaching to a just and lasting solution on the island as soon as possible is absolutely necessary for being able to turn the Eastern Mediterranean into an area of peace, stability and cooperation, as guarantor and motherland, provides full support to the comprehensive solution negotiations and the constructive stance of the Turkish Cypriot side and assesses that the interests of the international community are united on this point.

    Within this framework, an evaluation meeting will be held on 23-24 October 2009 at our Ministry under the presidency of our Minister where the chiefs of our missions concerned and our central units will participate with the aim of discussing in detail the stage to which the ongoing negotiations reached and steps that could be taken in the direction of securing reaching to a comprehensive solution in the next months by intensifying the process in a fruitful manner.

    [10] Journalist in Sabah paper reports what has been discussed in the MGK meeting regarding Cyprus

    Turkish daily Sabah newspaper (22.10.09), under the title Announcement by the MGK against the Progress Report, publishes the following by journalist Ceyda Karaaslan:

    From the meeting of the National Security Council (MGK) which was held the previous day, a stance towards the European Union was taken. The 2009 Progress Report that was published last week by the EU came out from the expression the matters regarding our countrys rights and interests in the Aegean and Mediterranean Sea were examined, which was reflected for the first time in the MGK announcement. In the report, the Turkish Armed Forces were criticized with the excuse that they prevented the ships for oil exploration in the East Mediterranean and they violated the airspace in the Aegean. In 2007 the Greek Cypriot Administration, contrary to the international law, signed with Egypt and Lebanon agreements determining the Exclusive Economy Zone and gave permission to civilian ships to conduct oil explorations in the area. In this context, initiatives for oil explorations in the territorial waters of Turkey and TRNC were taken, however, these initiatives were prevented by the Turkish navy. In the meeting, it was agreed one more time that Turkey has legitimate rights in the East Mediterranean between the areas west of the Eastern longitude of 32 degree 16 minutes. The EU criticized Turkey that it violated the Greek airspace in the Aegean area. This criticism appeared in the report as follows: On the issue of the continuous air violations by Turkey including the flights over the Greek islands, an important number of official complaints have been filed by Greece. In the MGK meeting, it was stressed once more that the Turkish planes were executing education flights in an area that was considered as international airspace.

    [11] New incident of swine flu confirmed in the occupied areas of the Republic of Cyprus

    Illegal Bayrak television (21.01.09) broadcast that its been stated that there is no need to panic over swine flu in the occupied areas of the Republic of Cyprus.

    Representatives from the self-styled ministry of national education, youth and sports and the self-styled ministry of health held a joint press conference yesterday following news that a child in occupied Keryneia was suspected of carrying the H1N1 virus.

    Earlier, as a precautionary measure, the school attended by the child was shut down.

    Speaking at the press conference, the undersecretary of the ministry of health Nuri Goksin pointed out that the child in question had first sought treatment in the free areas of the Republic Cyprus and that the family was informed of the diagnosis over the phone. He said they had still not received official confirmation that the child had swine flu.

    Mr Goksin also announced that health staff, students and infants will be the first to get the Swine flu vaccine which is expected to arrive in the occupied areas next week.

    For his part, the undersecretary of the ministry of national education Ali Yonel said there were no signs that there was an outbreak of swine flu in the school attended by the child in question.

    [12] No country has authority to stop negotiations between Turkey and the EU, says the Head of the Delegation of the EU Commission to Turkey

    Ankara Anatolia news agency (21.10.09) reported the following from Trabzon:

    Head of the Delegation of the European Commission to Turkey, Ambassador Marc Pierini, said on Wednesday that no country had the authority to stop negotiations between Turkey and the European Union (EU).

    Pierini and a group of ambassadors from EU member states visited the EU Club at the Black Sea Technical University (KTU) in Trabzon on Wednesday.

    Touching on Turkey's accession process to the EU, Pierini said that Turkey's EU membership was not a process that was emotional or depended on feelings.

    In order for a decision to be taken in the EU, there had to be unanimous voting. No country had the authority to end the negotiations between Turkey and the EU, Pierini also said.
