    [01] Talat held contacts in Brussels

    Ankara Anatolia news agency (14.09.09) reports the following from Brussels:

    President Mehmet Ali Talat of the Turkish Republic of Northern Cyprus had a meeting with EU Commissioner for Enlargement Olli Rehn in Brussels on Monday. After the meeting which took one hour, Talat said, "I don't want EU to put press on the Greek Cypriot administration, but I want the Union to motivate them." "We earlier said that isolations must be lifted, direct flights and direct trade should be started. But they (EU) did not do that. They should spark motivation now," Talat told reporters.

    "I had an impression that the EU and especially the European Commission want a solution in regard to the Cyprus issue as soon as possible," he said.

    In addition Ankara Anatolia (14.09.09) also reports the following:

    President Mehmet Ali Talat of the Turkish Republic of Northern Cyprus (TRNC) and European Commission Vice President and Commissioner for Institutional Relations and Communication Strategy Margot Wallstrom met in the Belgian capital of Brussels on Monday.

    Speaking to reporters after the one-hour meeting, Talat said that he informed Wallstrom regarding his country's approach to the Cyprus issue.

    "I told Mrs. Wallstrom that we are looking for a solution based on UN parameters. I also explained that whenever we go beyond the limits of these parameters, problems get bigger," Talat said.

    Talat also said that actions needed to be taken by the EU in order to get positive results from the ongoing negotiation process in the island was on the agenda of his meeting with Wallstrom.

    "EU should inform Turkish Cypriots accurately and it should transmit correct information to Brussels as well," he said.

    Commenting on Turkey's EU bid, Talat said that he believed the Cyprus issue would not block Turkey's membership process.

    "I do not believe that it is impossible to solve the Cyprus problem. I think exactly the opposite. We should intensify the process and display all our capacity. I believe we will make progress and approach to a solution by this way," Talat said.

    As part of his visit to Brussels, Talat is also scheduled to hold talks with EU Commissioner for Enlargement Olli Rehn.

    [02] Reaction statements to Talats proposals continue.

    Under the title in its world news pages, Talats proposal confused the TRNC, Turkish daily Hurriyet newspaper (15.09.09) carries a report by its correspondent in occupied Cyprus, Mr Omer Bilge. According to Mr Bilge, the Turkish Cypriot leader Mehmet Ali Talat presented a proposal supporting a common list of candidates in the election of the President and the vice-President of the federal government, who will be voted by both the Greek Cypriot and the Turkish Cypriot senators. He added that the Turkish Cypriot leader will not be able to be voted without the vote of the Greek Cypriots, as well as the Greek Cypriot leader will not be able to become either President or vice-President without the vote of the Turkish Cypriots.

    As the paper writes, President Christofias will respond to the proposal of Mr Talat during the upcoming meeting on Thursday.

    However, Talats proposal confused the people in the occupied areas of Cyprus, while the main opposition National Unity Party (UBP) and the Democrat Party (DP) reacted harshly to it. Both parties supported that this proposal will open the road to the merging of Turkish and Greek Cypriot parties and the gradual melting of the majority of the Turkish Cypriots into the Greek Cypriots.

    Meanwhile, Mr Bilge carries a report on the initiatives of President Demetris Christofias for the return of the closed area of Varosha to Greek Cypriots until the EU Summit of December where Turkeys accession process will be evaluated.

    Moreover, Turkish Cypriot daily Kibris newspaper (15.09.09) reports that the reactions to Mr Talats proposals continue unabated.

    Responding to the written statement of the Turkish Cypriot leader, the member of the executive committee of the United Cyprus Party (BKP) Abdullah Korkmazhan in his written statement yesterday stated, inter alia, that the proposals submitted at the negotiation table by the Turkish Cypriot side are separatist and contradictory to the UN parameters adding that these proposals were determined by Ankara. Mr. Kormazhan stated also the following: The whole effort of the AKP government is to play with the non-solution and showing that it wants solution so that it overcomes December without coming across an accident.

    On the same issue, Turkish Cypriot daily Gunes newspaper (15.09.09), in its front page under the title A warning to Talat!, reports that the General Secretary of the National Unity Party (UBP), Mr Irsen Kucuk, said that the self-styled government is taking care to being in consultation and in harmony with Talat but Talat should also take care for this and added: Otherwise Talat will be the responsible for the results.

    Mr Kucuk also said that it was a huge mistake the submission of the mentioned proposal, although Talat knew that the UBP will not approve the new proposal which has been prepared on the issue of governance and power sharing at the negotiations, although they told him that clearly.

    Noting that he was sad that he learned Talats statement when it was published by the illegal TAK news agency, Mr Kucuk said that Mr Talat is hiding some realities from the people.

    [03] Downer: There must be mutual concessions for a solution

    Turkish Cypriot daily Ortam newspaper (15.09.09) under the title Downer: There must be mutual concessions for a solution, reports that the UN Secretary- Generals Special Advisor on Cyprus, Alexander Downer, gave an interview to the illegal TAK news agency. Mr Downer said that the leaders in the first round drew and put forward their positions and in the second round they should have more active work.

    Mr Downer said that both sides should be ready to make mutual concessions in order to be able to solve the Cyprus problem.

    Mr Downer also said that the UN Secretary-General Ban Ki-moon is expected to say to the leaders at the meeting, the date of which has not yet been set, that the UN attaches a great importance to the ongoing process and that they have great expectations.

    [04] The breakaway regime is reportedly preparing to give its citizenship to 5.000 persons

    Turkish Cypriot daily Havadis newspaper (15.09.09) reports that the self-styled government of the National Unity Party (UBP) is preparing to give back the citizenship of the breakaway regime to the persons who had taken the citizenship from the previous UBP-DP so-called government, but their citizenship was annulled during the Republican Turkish Party (CTP) period.

    Citing information he acquired from sources close to the self-styled government, journalist Levent Ozadam reports that most of the demands submitted to the ministries after the UBP came to power concern employment issues and the citizenship.

    Among the information we acquired is that around five thousand persons are waiting for citizenship in the TRNC, he concludes.

    Meanwhile, Turkish Cypriot daily Havadis newspaper (15.09.09) reports that the self-styled ministry of labour and social insurance announced yesterday that Thursday, 17 September 2009, is the last date for those who want to file an application for benefiting from the decree in the power of law, which gives amnesty to those who are illegally in the occupied areas and cannot travel abroad because of this or to those who cannot enter into the occupied areas of the island.

    The ministry reminded that the law had been published in the official gazette on 7 July 2009 and provides amnesty on the condition of paying 1190 Turkish liras.

    The reminder of the ministry has been made to those who want to work, establish a business or reside in the TRNC and all the foreign citizens who are in the TRNC without having any migration permit, notes the paper.

    [05] Talat held a meeting on the Vakif properties issue with the participation of experts from Turkey

    Under the title Meeting regarding Vakif properties, Turkish Cypriot daily Star Kibris newspaper (15.09.09) reports that last Friday, the Turkish Cypriot leader Mehmet Ali Talat has held a meeting with members of the Board of the Religious Foundation [Vakif] of the Detection and Evaluation of Properties on the evaluation of the vakif properties at the so called presidential palace.

    According to a written statement issued by the presidential palace, the meeting was held in order for the works carried out on the evaluation of the Vakif properties to be discussed. Experts on the Vakifs from Turkey and occupied Cyprus, as well as officials from the Vakif Foundation, the Department of Land and Surveys and the Mapping Department participated in the meetings.

    [06] A letter was sent to Erdogan by 25 Trade Unions asking him to clarify his governments position on the economic measures in occupied Cyprus The Turkish Embassy held a meeting with various labour organizations

    Illegal Bayrak television (14.09.09) reports the following:

    25 trade unions have written to the Turkish Prime Minister Recep Tayyip Erdogan to complain about the practices of the TRNC government. In a letter, the Unions express the view that the government said that it acted in line with the requests of the Turkish government and took economic measures, calling on Mr Erdogan to make his governments position clear. The letter prepared by the unions was handed to the Turkish Ambassador to Lefkosia Sakir Fakili by the Chairman of Turksen Arslan Bicakli, the KTÖS General Secretary Sener Elcil, the chairman of KTAMS Ahmet Kaptan and the chairman of the Dev-Is Mehmet Seyis.

    In their letter, the unions offered their condolences to Prime Minister Erdogan over the death of more than 30 people in last weeks floods in Istanbul and Tekirdag. The Unions complained that the economic measures taken by the government were said to be taken in line with the request of the Turkish government. They said that the honour of the Cyprus Turkish People was offended and their trust in the Republic of Turkey damaged with such explanations.

    The Unions call on Mr Erdogan to make his governments position clear on the explanations of the government regarding the economic measures taken and asked for an appointment for a meeting with him.

    Moreover, illegal Bayrak also broadcast the following:

    The Turkish Embassy in Lefkosia has said that it attaches importance to be in dialogue and in cooperation with all sectors in the Turkish Republic of Northern Cyprus.

    In a statement to the TAK News Agency, the Embassy announced that a meeting was held today at the Embassy with the representatives of the KTAMS, Dev-Is, Turk-Sen and KTOS who demanded an appointment from the Embassy last week. The statement also said that the Embassy is attaching importance to be in dialogue and cooperation with all sectors of the TRNC adding that todays meeting, with the representatives of the civil society organizations, was realized in line with this principle.

    [07] Decision from the ECHR about the cases filed from the relatives of the missing persons

    Under the title The ECHR will decide on September 18, Kibris newspaper (15.09.09) reports that the European Court of Human Rights (ECHR) will take its final decision on September 18 regarding the cases which were filed by the relatives of 18 missing persons who went missing during the Turkish invasion in Cyprus in 1974.

    [08] Armed attack at a casino in occupied Keryneia

    Turkish Cypriot daily Kibris newspaper (15.09.09) reports in its front page that an armed attack took place yesterday at Rocks Casino in occupied Keryneia. According to the paper, a 45 years-old man with the name Mehmet Resat Erol opened fire yesterday morning in front of Rocks Casino in occupied Keryneia and then he demanded to enter inside the casino. When the security guard tried to stop him, the above -mentioned person attacked him and after he entered into the casino he opened once again fire shooting 3-4 times against the reception.

    The paper reports that the so-called police arrested Mehmet Resat Erol and Talat Demir, who is believed to have some connections with Mehmet Resat Erol.

    [09] 100% the occupancy of the hotels in the occupied areas due to the Ramazan holidays

    Turkish Cypriot daily Kibris newspaper (15.09.09) reports in its front page that the tourists who will visit the occupied areas of Cyprus for the Ramazan holidays will benefit only the hotels with casino for this year. According to the paper, the occupancy of the hotels with casino will be 100% while the majority of the two and three- star hotels will be empty during the period of the Bayram feast.

    Meanwhile, Kibris newspaper reports also that aviation companies in the occupied areas of Cyprus will increase their flights and especially the flight from the Ercan [occupied Tymvou] to Istanbul due to the Bayram feast.

    [10] The chairman of the Turkish Cypriot Football Association denies the allegations on the purchase of Ankaraspor by the so called municipality of Lefkosia

    Turkish Cypriot daily Afrika newspaper (15.09.09) publishes statements made yesterday during a press conference by the Chairman of the Turkish Cypriot Football Association (TCFA), Omer Adal who denied the news published at goal.com website that the so called municipality of occupied Lefkosia is to purchase the Turkish football team Ankaraspor. They have discussed the issue with me, yet, I did not say such a thing, Mr. Adal said and concluded by noting: They have written exactly the opposite.

    [11] Turkeys National Security Council convenes today

    Turkish daily Hurriyet newspaper (15.09.09) reports that the Turkish Prime Minister Recep Tayyip Erdogan today will convene a National Security Council (MGK) meeting in the framework of the Kurdish opening. Right after the MGK meeting, Mr Erdogan will hold its weekly meeting with the Chief of the Turkish Staff Gen. Ilker Basbug.

    Tomorrow, the Turkish PM will attend a fast-breaking dinner at the AKP Provincial Presidency of Istanbul with the Syrian President Bashar Esad and right after the dinner, the two leaders will hold a tête-à-tête meeting. On Thursday, Mr Erdogan will make the opening of the IMF meeting that will take place in Istanbuls Congress Centre and later he will hold a fast-breaking dinner to the general managers of the electronic media and printed press.

    In addition, Turkish daily Milliyet newspaper (15.09.09) reports that the Turkish PM on September 20 will begin a tour to the USA.

    [12] Davutoglu stated that Turkey is ready to host negotiations between Iran and the West

    Ankara Anatolia news agency (14.09.09) reports the following:

    Turkish Foreign Minister Ahmet Davutoglu returned to Turkey on Sunday after an official visit to Tehran, Iran.

    Davutoglu met his Iranian counterpart Manuchehr Motaki and President Mahmud Ahmadi-Nejad, Iranian Parliament Speaker Ali Larijani and Saeed Jalili, the secretary of Iran's Supreme National Security Council and chief nuclear negotiator."We hope that negotiations between Iran and the West would begin in the shortest possible time and we are ready to host those negotiations," Iran's official news agency quoted Davutoglu as saying on Sunday during the meeting with Jalili.The Turkish foreign minister said during a press conference on Saturday that what Turkey was trying to do was to prevent Iran from being kept away from global and regional economy.

    "Therefore, Turkey is ready to do what it has to do to avoid a new sanction on Iran and lift current sanctions," he said.

    Davutoglu also visited Mashad before leaving for Turkey.
