    [01] Ramadan Bayram started today The occupation army to hold a congratulations feast at the Regiment Commandership

    Turkish Cypriot daily Kibris newspaper (30.09.08) and all the other newspapers report that Ramadan Bayram, one of the two holly religious feasts of the Islamic World is starting today and will last for three days. Various officials, political parties and organizations issue wishes due to the feast.

    The self-styled minister of foreign affairs, Turgay Avci, stated, inter alia, that the Turkish Cypriot side will continue to help towards finding a comprehensive and permanent solution in order for the full fledged negotiation which has started recently to end up in a successful way.

    According to the paper due to the visit of the Turkish Cypriot leader, Mehmet Ali Talat, to Strasburg, the traditional congratulations feast will not take place at the presidency this year. However, lieutenant general Hilmi Akin Zorlu, the commander of the Turkish occupation forces in the occupied areas of Cyprus, will accept the congratulations of the public at the Regiment Commandership at occupied Minzteli village.

    [02] The North Cyprus Civil Initiative organization protested against the European Parliament Petition Committees report,

    Turkish Cypriot daily Kibris newspaper (30.09.08) writes that the North Cyprus Civil Initiative organization, protested against the European Parliament Petition Committees report, alleging that it reflects only the views of the Greek Cypriot side. In a letter sent to the Committee and to the British Conservative Partys, shadow Minister William Hague, the organization writes that the report prepared by the European Parliament Petition Committee regarding Varosha and in general Cyprus, was made in a wrong way without the necessary research.

    According to a statement made by the organization the protest letter was sent with the signatures of many former officials of the occupation regime, among them Hakki Atun, former prime minister, Taner Erginel, former chairman of the High Court, Kenal Atakol, former foreign minister, Soner Vehbi, former chairman of the accounting bureau, Ergun Olgun, former permanent undersecretary of the presidency, who are all members of the North Cyprus Civil Initiative organization. Among the persons who signed the letter are also Steven Day, former British MP of the Conservative Party and former general secretary of the TRNC Friends Group of the British Parliament, Christ Gibson, writer, Shelley Ann Gibson, businesswoman and Adrian Fleetwood, writer.

    [03] CTP establishes a media centre in the occupied areas

    Turkish Cypriot daily Ortam newspaper (30.09.08) reports in its front page that CTP is spending a big amount of money in order to be able to keep under its control not only the left-wing but also the right-wing media. According to the paper, CTP bought the building of the Old Hospital of Lefkosia which is located into the industrial area of Lefkosia in order to bring together the newspaper Yeni Duzen and SIM radio station channel. The paper reports also that CTP completed already its preparation for the establishment of a new TV channel with the name SIM TV. The paper goes on and writes that the aim of the initiatives of CTP to establish a media centre is to control the left-wing and right-wing media. It wonders also from where CTP receives money for the above investment and if that money is coming from its own budget or from government sources. The paper adds that in addition to the new TV channel that will be established by CTP, a new nationalistic right-wing newspaper will be published soon and it will be in the same building.

    Yeni Volkan reports on the same issue in its front page and writes that with the initiative of CTP to establish a media group, CTP is preparing for the forthcoming elections so that it could control all the media.

    [04] A boat carrying illegal immigrants to occupied Cyprus sunk Seven persons are dead and 23 persons are missing

    Under the title Sea calamity, Turkish Cypriot daily Kibris newspaper (30.09.08) writes about the sinking of a boat carrying 30 illegal immigrants from Syria, who wanted to enter illegally occupied Cyprus. The boat sunk on Saturday and seven corpses were found in Syrian shores. The rest 23 passengers, and the boats captain, Mustafa Abdin, are missing.

    KIBRIS also reports that twelve more illegal immigrants from Syria were arrested yesterday in occupied Cyprus. The illegal immigrants were brought by human traffickers in occupied Cyprus after they paid three thousand dollars per person and were left at the shores, where they were arrested by the self-styled police, after they failed to pay to the human traffickers 700 dollars more in order to be transferred to the free areas of the Republic of Cyprus. Five of the Syrians were arrested at occupied Arnadi village and the rest at the Famagusta - Karpass main road.

    [05] New appointments of director generals in the so-called of ministry of economy and tourism

    Turkish Cypriot daily Vatan newspaper (30.09.08) reports that Hasip Koymen has been appointed director general of the so-called ministry of economy and tourism, while Baki Aygun has been appointed as director general of the trade department of the ministry of economy and tourism. They have started serving this post as from September 25th.

    [06] Turkish Parliament to resume deliberations on October 1st

    Turkish Daily News newspaper (30.09.08) reports the following from Ankara:

    Parliament is set to return from summer recess Wednesday, with President Abdullah Gul ready to address deputies in an opening speech.

    In his keynote speech the president is expected to urge ruling and opposition party deputies to cooperate on adopting the National Program and passing European Union-inspired reforms.

    The leaders of the Republican People's Party, or CHP, and the Nationalist Movement Party, or MHP, refused to give an appointment to Foreign Minister Ali Babacan for consultations over the National Program, a key document that outlines the government's timetable to fulfil the reform program for alignment with the EU Acquis. The adoption of the national program before the EU Commission releases its annual progress report due in November could be a good signal for Turkey, which has so far opened and closed only one negotiating chapter or policy area with Brussels.

    Ankara began accession negotiations in October 2005, but eight out of 35 chapters were frozen due to the row over Cyprus. In previous remarks, Gul emphasized that Turkey must show the will to proactively open and close the chapters, something he said which would bring about a change in mentality. He highlighted the necessity of consensus between the deputies for progress in negotiations, given that two or three deputies are enough to block the passage of laws in Parliament.

    Besides the National Program, Parliament will discuss a government motion to extend for another year the military's authorization to conduct cross-border operations in northern Iraq, where outlawed Kurdistan Workers' Party, or PKK, terrorists are based. The current authorization expires Oct. 17.

    Since December, the Turkish military has launched a number of air operations and one large-scale ground operation against the PKK, which, according to official sources, have severely damaged the terrorists.

    [07] Turkey to be elected to the Board of Governors of IAEA

    Turkish daily Todays Zaman newspaper (30.09.08) reports the following:

    Turkey is likely to be elected to the Board of Governors of the International Atomic Energy Agency (IAEA) in elections that will be held during the ongoing annual assembly of the international body in Vienna, the Anatolia news agency reported yesterday, citing diplomatic sources.

    Ankara is represented by a delegation led by its permanent representative to the IAEA, Ahmet Ertay, at the IAEA's general conference at its Vienna headquarters.

    During the general conference, elections will be held for 11 members of the 35-member board of governors whose terms have ended. Turkey's election to the board for a two-year term from the group for Western Europe is almost certain, Anatolia said, citing Turkish diplomatic sources.

    The IAEA was set up at the world's "Atoms for Peace" event in 1957 within the United Nations. The agency works with its member states and multiple partners worldwide to promote safe, secure and peaceful nuclear technology.

    [08] EUs financial assistance to Turkey for 2008-2010

    Ankara Anatolia news agency (29.09.08) reported the following from Brussels:

    The EU Commission has approved a grant of 1.758 billion Euros to be presented to Turkey between 2008-2010.

    Accordingly, Turkey would receive 538.7 million Euros in 2008, 566.4 million Euros in 2009 and 653.7 million Euros in 2010.

    The financial assistance granted to Turkey would be used in strengthening basic rights and freedoms, democracy, the rule of law, human rights, protection of minorities and in encouraging EU-Turkey NGO dialog.

    The EU would give a grant of 584.4 million Euros to Serbia, 451.4 million Euros to Croatia, 359.1 million Euros to Kosovo, 269.9 million Euros to Bosnia-Herzegovina, 245.1 million Euros to Albania, 244.3 million Euros to Macedonia [FYROM] and 99.9 million Euros to Montenegro as either candidate or potential candidate countries in the next three years.
