[A] NEWS ITEMS[01] Mr Ercakica commented on the recent developments regarding the problems facing Cyprus as a result of the occupation of the island by 40,000 Turkish troopsTurkish Cypriot daily Kibris newspaper (26.09.07) reports that Hasan Ercakica, spokesman of the Turkish Cypriot leader Talat, said yesterday that the so-called isolations and the difficulties regarding the implementation of the regulations of the EU for the Turkish Cypriots derive from the efforts of the Greek Cypriots. In statements during his weekly briefing yesterday, Mr Ercakica commented on the recent developments, the report of the EU for the implementation of the Financial Aid Regulation, the property issue, the relations between Syria and the TRNC, the meeting between President Papadopoulos and the UN Secretary General Ban Ki Moon and other issues. Referring to the Greek Cypriots, he alleged: They follow a long-term strategy based on using the possibilities secured by the EU membership and the other international relations against the Turkish Cypriots and they are dreaming of integrating the Turkish Cypriots through osmosis into their own state system in the end of the period. He claimed that the Greek Cypriot side has no power to achieve this and that it is only contributing to the continuation of the non-solution. Mr Ercakica alleged that the Greek Cypriot side threatens and accuses of treason the Greek Cypriots who filed an application for their occupied homes and properties to the so-called Property Compensation Commission, it uses the decisions of the courts as a political weapon against the Turkish Cypriots and Turkey and now it prevents its own people from using their rights. Pointing out that the agreement between a Greek Cypriot refugee and the Property Compensation Commission is expected to be approved by the European Court of Human Rights (ECHR), Mr Ercakica noted that with the approval of this decision, a Greek Cypriot will use his property rights according to his own free will. He alleged that the statements made by President Papadopoulos and other Greek Cypriot leaders during the past few days, show that they want to turn the property issue into a means of the non-solution of the Cyprus problem. Mr Ercakica claimed that the reaction of the Greek Cypriot side for the reopening of the ferry line between occupied Famagusta and Latakia and the efforts for closing this line show signs of enmity. Replying to a question regarding the statements made by President Papadopoulos after his meeting with the UN Secretary General, Mr Ercakica said that expressing support to the 8 July procedure is normal and that no such a dilemma exists. He tried to play with words and make some manipulations, he alleged referring to President Papadopoulos. He noted that the stance of Mr Ban Ki Moon will be clarified at the meeting he will hold with Mr Talat on 16 October. Replying to a question, he said that in case a call for a meeting between the UN Secretary General, President Papadopoulos and Mr Talat is made, the Turkish side will not run away from it. [02] Turgay Avci continues his efforts in Rome to lend legitimacy to the illegal regime set up in the Greek Cypriot properties by 40,000 Turkish troopsTurkish Cypriot daily Kibris newspaper (26.09.07) reports that Turgay Avci, self-styled minister of foreign affairs, visited the Italian Parliament during the second day of his stay in Rome. Invoking information by the Anatolia news agency, Kibris writes that deputies from Italys Radical Party welcomed Mr Avci at the main entrance of the parliament.During a press conference at the parliament, Mr Avci handed over passports of the TRNC to two members of the Radical Party, Maurizio Turco who is an MP and Marco Peruda. The paper notes that the fact that two motorcycles of the Italian Gendarmerie were escorting Mr Avci during his visit to the parliament drew the attention. In his statements, Mr Avci thanked the Radical Party and Italy for their efforts towards the overcoming of the injustices against the TRNC so that the Cyprus problem is solved in a just manner. He reiterated the Turkish allegations that the EU has not yet fulfilled its promises to the TRNC and added: Do not permit the Greek Cypriots who are 700 thousands to threaten the EU of half a billion peopleAs TRNC we want to reiterate our demand for the implementation of the Direct Trade Regulation, without any further delay during the Portuguese term presidency so that the Turkish Cypriots being able to trade with the EU member countries though their own ports is secured. He said that after the 24 April 2004 referendum a new situation is created in the Cyprus problem which entered a new critical point. In his statements Mr Turco alleged that the Greek Cypriots have not kept the promises they gave to the EU before their accession to the Union and rejected the Annan Plan. He claimed that there are de facto two communities and two states in Cyprus today and argued that the problem will be solved through negotiations between the sides in equal conditions. We wish for the TRNC to accede to the EU as soon as possible, he said. Furthermore, Mr Peruda said that during their visit to the occupied territories of the Republic of Cyprus they have not met with a picture of occupation and added: There is a democratic state which is absolutely not under occupation and functions with all its institutions. Replying to a question by a Greek journalist Mr Turco said: We did nothing secretly. Both the Parliament and the officials of our Ministry of Foreign Affairs are informed about the visit of the esteemed TRNC Minister of Foreign Affairs Avci here and the meeting he held here. We have only said the realities here. We are determined to make the voice of the TRNC to be heard. Given that I have acquired the TRNC citizenship, I will work as an MP for this issue from now on. Some of the rest of Turkish Cypriot newspapers cover the issue under the following titles on their front page: Afrika: Show by Avci in Rome. Halkin Sesi: Avci at the Italian Parliament. Star Kibris: Protection by Carabineers to Avci. Sozcu: After Damascus, Rome also shocked the Greek Cypriot administration. Vatan: Turgay Avci talked at the Italian Parliament! [03] The UBP sees as a positive development the trip from occupied Famagusta to Latakia, but argues that publicity helps the Greek CypriotsTurkish Cypriot daily Kibris newspaper (26.09.07) reports that the National Unity Party (UBP) issued a statement yesterday noting that some wrong information is published in the press regarding the foreign contacts of the TRNC and showed as example for this the ferryboat trips from Famagusta to Latakia and the participation in the meetings of the Organization for Security and Cooperation in Europe (OSCE).The UBP noted that the Turkish Cypriots enter into many countries with their TRNC passports, but this is not revealed so that pressure is not exerted on these countries. The Turkish Cypriot civilian organizations participate in the various forms of the OSCE since the 1980s, says the statement. The UBP noted that the trips between Famagusta and Latakia are a positive development, but the fact that they are given so much publicity is tantamount to inviting the Greek Cypriots to exert pressure on Syria to prevent them. [04] The BKP accuses the breakaway regime of intensifying its separatist effortsTurkish Cypriot daily Kibris newspaper (26.09.07) reports that the United Cyprus Party (BKP) asked for the implementation of the 8 July agreement. The member of BKPs central executive committee, Abdullah Korkmazhan accused the Turkish Cypriot leader Mehmet Ali Talat and the government of cutting off the procedure for reaching a comprehensive solution and of intensifying its separatist efforts. He noted that with the nationalist and chauvinistic statements the international trust is destroyed and the non-solution is getting deeper. He pointed out that under the name of lifting the isolations and the embargo, an effort is exerted for making the separatist structure permanent. The target is not the lifting of the isolation on the Turkish Cyprus community, but the existence of the TRNC as separate state to become permanent, he noted. (I/Ts.)
