[A] NEWS ITEMS[01] Turgay Avci is holding contacts in Ankara. His aim is to create a strong Foreign MinistryTurkish Cypriot daily HALKIN SESI newspaper (19.10.06) reports that in separate statements to Turkish NTV and Kanal A televisions, the self-styled deputy prime minister and minister of foreign affairs, Turgay Avci, who is visiting Ankara for meetings with government and party officials, said yesterday that the Turkish Cypriots must explain their problems to the world and for this reason they are trying to create a strong ministry of foreign affairs in order to make the Turkish Cypriots voice heard in the world. He noted that to this end they will develop their relations and have contacts with the EU, the US and the Islamic countries. Responding to a question on the Finnish proposals, Mr Avci said that these so-called proposals had been conveyed to the Turkish Cypriots after Mr Talat made a call in this direction. He added that if an overall and lasting solution is sought, this could not be done by excluding the Turkish Cypriots and added that all countries must know this. He reiterated the Turkish demand for the lifting of the isolations of the Turkish Cypriots and pointed out that this could come about only with the opening of the ports and the illegal Tymbou airport as well as the free sport and cultural activities. He said that they are ready to sit at the table for a comprehensive, equitable and bi-zonal solution under the umbrella of the UN and added that they are expecting the new Secretary General to launch the procedure for finding a solution. Mr Avci noted that he will ask Turkey to increase its support to the Turkish Cypriots. He said that this support will be given in all fields, such as education, economy, infrastructure etc.In addition, under the title Did Sezer not receive the new Minister?, Turkish daily MILLIYET newspaper (19.10.06) reports that the self-styled Minister of Foreign Affairs, Mr Turgay Avci, is in Ankara for his first meetings. According to the paper, Mr Avci will not be received by the Turkish President Ahmet Necdet Sezer. Replying to the allegations that his party was founded by the Justice and Development Party (AKP), Mr Avci said: We are not the youngster of the AKP. We are secular, we are Kemalist, and we are nationalist like the Denktashes. Mr Avci will meet with the Turkish Prime Minister Recep Tayyip Erdogan, the Foreign Minister Abdullah Gul, the deputy Prime Minister responsible for Cyprus Affairs Abdullatif Sener, and with the leaders of CHP (Republican Peoples Party) and DYP (True Path Party). On his meeting with Sezer, Mr Avci said: I hope I will meet with the President in another trip and added that he does not believe that Sezer did not meet him as a reaction to the domestic developments in the occupied areas. The chairman of the assembly of Abkhazia, Nugzar Ashuba, in an official call to the President of the Russian Federation Vladimir Putin, and the Russian Federal Council, demanded recognition as an independent state. In his demand he asked: Recognize us as an independent state separate from Georgia. The Chairman of the Constitutional and Legal Committee of the Council of the Russian Federation, Yuri Sharadin, said: Russias recognition of Abkhazia as independent state depends on Russias legal regulations as well as on the international law. We are in wait. Before us we have Montenegros secession from Serbia through referendum and Kosovos case. The Russian Defense Minister Sergey Ivanov, two weeks ago said: The north Cyprus was recognized forty years ago by Turkey only. This unilateral recognition was not from Ankaras and Lefkosias point of view the end of the world . (MHY) [03] Izzet Izcan: Positive openings step by step will contribute to the creation of an environment for solution in CyprusTurkish Cypriot daily KIBRIS newspaper (19.10.06) reports that Izzet Izcan, general secretary of the United Cyprus Party (BKP), noted yesterday that making some positive openings step by step will contribute to the creation of an environment for a solution in Cyprus. He said that attitudes which cause tension and crisis must be avoided. He argued that in spite of the fact that the Finnish proposals have some deficiencies, they include some positive steps which will prepare the ground for a comprehensive solution.(I/Ts) [04] Cardboards of illegal cigarettes found in occupied FamagustaTurkish Cypriot daily KIBRIS newspaper (19.10.06) reports that the police discovered 619 cardboards of illegal cigarettes of various brands during a search conducted at the house where two persons from Syria live in occupied Famagusta. Four persons were arrested. The Famagusta district court ordered their remand in custody for two days. The paper reports that the suspects brought the cigarettes into the occupied areas through the port of Famagusta.(I/Ts) [05] AFRIKA: They said six-storey hotel but it came out to be thirteenTurkish Cypriot daily AFR0KA newspaper (19.10.06) under the title They said six-storey but it came out to be thirteen , wonders who will stop the building of a hotel which is improperly constructed in the area of an old flour-mill in the occupied part of Nicosia. The paper reports that Baris Burcu, member of the municipal council of Nicosia, stated that in spite of the fact that the municipality has the authority to padlock the place, mayor Bulutoglulari refrains from doing this.(I/Ts) [06] VOLKAN writes about CTPs strange connections with Elmas Guzelyurtlu who was murdered some time ago in the free areasTurkish Cypriot daily VOLKAN newspaper (19.10.06) reports that before the 1998 elections the Republican Turkish Party (CTP) took a loan of 150 thousand sterling pounds from Everest Bank by mortgaging the building of its headquarters, which was worth only 38 thousand pounds. Among the directors and the big shareholders of Everest Bank, was the late Elmas Guzelyurtlu who was murdered last year. After the bank went bankrupt Guzelyurtlu escaped to London, where he met with some CTP officials, who according to some allegations, told him to undertake the dept of the party and in return they would help him. The paper claims that until today the CTP paid nothing for this dept.(I/Ts) [07] Belfast mayor to visit occupied Kyrenia shortlyTurkish Cypriot daily KIBRISLI newspaper (19.10.06) reports that the self-styled mayor of occupied Kyrenia, Sumer Aygin, during his visit in Belfast, met with the Belfast mayor to whom he addressed an invitation of visiting occupied Cyprus.According to a statement issued by the so-called Kyrenia Municipality, the Belfast Mayor will allegedly visit the occupied city in a short period of time. Mr Aygin has returned to occupied Cyprus from Belfast where he attended an international meeting entitled Creativity, Development and Prosperity in the Cities after an invitation addressed to him by the International Organization of City Development. (M/L) [08] The Turkish Ministry of Education is investigating the issue of religious education text booksIstanbul HURRIYET newspaper (16.10.06) publishes the following report by Saygi Ozturk under the title: "21 bureaucrats were fired because of mistakes in school textbooks":A major operation has been launched at the National Education Ministry in connection with the mistakes and controversial passages in school textbooks, mistakes and passages which led to a censure motion against National Education Minister Huseyin Celik. Namik Sonmez, head of the Textbook Inspection Department, was removed from office, and was replaced by Omer Ovacik, deputy chairman of the Educational Tools Development Department. Fifteen teachers who had inspected the textbooks and committee members who wrote the sixth grade Turkish textbook were also fired from the Ministry. An investigation has been launched in connection with the mistakes in the textbook on "Religious Culture and Morality" that was re-written in line with the new program, and in connection with the misinformation supplied to the minister on these mistakes. Two inspectors are now inspecting the issue.
