    [01] Talat says they will not turn over the administration of the occupied Cypriot ports to the UN or the EU

    Turkish Cypriot KIBRIS newspaper (13.10.06) reports that the Turkish Cypriot leader, Mehmet Ali Talat stated yesterday in Istanbul before returning to the island after his contacts in Brussels that they think that linking Turkeys EU accession course directly to the Cyprus problem and especially to the wishes of the Greek Cypriot side is extremely risky from the point of view of the EU, the size and the strength of the EU and the future of the Union.

    He said that the element which drew the most his attention is the fact that there is almost a consensus in the institutions of the EU on the issue of Turkeys opening its ports to the Greek Cypriot side during its EU process.

    Noting that there is a tendency in the institutions of the EU to put pressure on Turkey stressing that opening its ports is a legal necessity, Mr Talat alleged: However, I conveyed to all the persons I met my belief that this is not a right approach, because the reason of Turkeys closing his sea and airports to the Greek Cypriot vessels and aircraft is the efforts of the Greek Cypriot side to isolate the Turkish Cypriots. Turkey announced to the whole world that it will not put another limitation, depending upon the ending of this .

    Furthermore, Turkish Cypriot HALKIN SES0 newspaper (13.10.06), under the title The EU cannot be so unjust , reports that Mr Talat alleged in his statements in Istanbul the following: We do not see the lifting of our isolations as an issue of bargaining. We do not see it as a part of the give and take procedure as well. The EU cannot be so unjust with the Turkish Cypriots.

    Noting that they did not forget the promise regarding the lifting of the isolation of the Turkish Cypriots, Mr Talat argued that for this reason nothing must be given to the Greek Cypriot side. Mr Talat claimed that nothing is given to the Turkish Cypriots and Turkey with the Finnish proposals and that these proposals have been taken and inspired form the proposals made by President Papadopoulos in 2004.

    Meanwhile, Turkish Cypriot KIBRISLI newspaper (13.10.06) reports that Mr Talat said that they will not turn over their ports either to the EU or the UN. He argued that the difficulties at Turkeys accession course will cause harm to the EU as well.

    He alleged the following: A half state such as the Republic of Cyprus, a state which is not legal, an administration which is not legitimate must not continue poisoning the relations of the EU with Turkey. We think that this is dangerous from the point of view of the future of the EU.

    Referring to the Finnish proposals and the ports issue, he claimed: It is even provided for giving the port to the administration of the EU so that exports are conducted from the ports. Some others suggest (the administration of the port to be given) to the UN. We are not unable to operate our own ports. We will not turn over our ports and airports neither to the UN nor to the EU like countries which live in a war environment. This should be known.

    Finally, Turkish Cypriot VATAN newspaper (13.10.06) refers to Mr Talats statements to Associated Press and reports that he warned that in case Turkeys EU accession negotiations stop, the unification of Cyprus will be put in danger.

    [02] Statements by Turkish Cypriot political parties on the Finnish proposals

    Turkish Cypriot CUMHURIYET newspaper (13.10.06) reports that referring to the Finnish proposals the leader of the Peace and Democracy Movement (BDH), Mustafa Akinci has said that no result should be expected from them. Mr Akinci noted that the stance shown by the AKP government and Mr Talat is in the direction of rejecting the proposals without saying I reject them.

    Meanwhile, Turkish Cypriot VOLKAN newspaper (13.10.06) refers to Mr Akincis statements under the title The Turkish army to withdraw, Varosha to be given away.

    The paper writes that Mr Aknci reiterated that not only the Famagusta port, but all the sea and airports of Cyprus must be jointly administrated, that Varosha must open for its old owners to settle, that a number of Turkish soldiers must be withdrawn to the extent that a security problem is not created and that a population census must be conducted in both sides under international supervision.

    The paper alleges that it is not obvious whether or not Akinci is an MP in the assembly of the TRNC or in the Greek Cypriot assembly.

    Furthermore, Turkish Cypriot CUMHURIYET newspaper (13.10.06) compares the statements by Mr Talat on the Finnish proposals with a written statement issued yesterday by the Republican Turkish Party and argues that lack of accord between Talat and the CTP is at the door.

    The paper notes that the CTP described the Finnish proposals as a step which could be turned into a contribution to the solution process on the island, in spite of the fact that they are not related to the overall solution.

    Finally, Turkish Cypriot KIBRIS newspaper (13.10.06) reports that the General Secretary of the United Cyprus Party (BKP), Izzet izcan issued a statement yesterday describing the Finnish proposals as a step forward for the lifting of the isolations on the Turkish Cypriots and their unification with the world. He noted that the proposals should be taken up with a positive approach. Mr Izcan said that the proposals could be improved through negotiations.

    [03] Veiled threats by the self-styled Foreign Ministry against the Greek Cypriot farmers who want to cultivate their land in the buffer zone

    Illegal Bayrak television (12.10.06) broadcast the following:

    The TRNC Foreign Ministry has issued a statement warning that the recent increase in the incidence of violations of the UN buffer zone in the Kaymakli area of Lefkosia by Greek Cypriot farmers carries the risk of undermining intercommunal relations and the political atmosphere between the two sides in Cyprus.

    Greek Cypriot farmers using tractors and other means have recently been spotted also by UNFICYP which had had to issue its own statement warning against the repetition of such action.

    The statement by the `TRNC Foreign Ministry´ says that the violations by Greek Cypriot farmers constitute a very serious violation, as these farmers sometimes went as far as violating even the `TRNC border´.

    Drawing the attention to some Greek Cypriot press reports encouraging such violations, the `TRNC Foreign Ministry´ statement says that despite all representations taken by the `Turkish Republic of Northern Cyprus´, the United Nations Peace Keeping Force in Cyprus has been unable to stop or prevent the violations.

    The statement goes on: `UNFICYP should be expected to successfully prevent these actions, which are increasingly giving the impression that the farmers violations of the buffer zone are part of a wider plan drawn up by the Greek Cypriot administration.´

    The statement accuses the `Greek Cypriot administration´ of deliberately trying to create an artificial agenda as regards the Cyprus issue, and in particular, to conceal the fact that it is itself that has been running away from a possible new round of negotiations aimed at finding a solution to the Cyprus problem.

    [04] The Toros military exercise will be conducted between 7 and 9 November

    Turkish Cypriot VATAN newspaper (13.10.06) reports that the self-styled ministry of foreign affairs and deputy prime ministry announced yesterday that the Toros military exercise will be conducted between 7 and 9 November, because the Greek Cypriot side has unilaterally violated the agreement for stopping the military manoeuvres.

    [05] A cancellation like a boycott

    Turkish daily AKSAM newspaper (13.10.06), under the above title, reports that the Turkish Prime Minister Recep Tayyip Erdogan cancelled at the last minute a trip to Helsinki scheduled for 19-20 October. Mr Erdogan was going to attend a meeting of the general assembly of the EPP, which consists of the European Christian Democrat Parties. It was mentioned that the decision was a message to EU countries and to Finland which will host the EU Summit, the paper reports.

    [06] UN Maritime Safety Committee to meet in Istanbul 29 Nov- 8 Dec.

    Ankara Anatolia news agency (12.10.06) reported the following from Ankara:

    The United Nations Maritime Safety Committee (MSC) will hold its 82nd session in Istanbul between November 29th and December 8th.

    Members of the committee will convene in a country except for Britain for the first time.

    Earlier a memorandum of understanding was signed between Turkey and the International Maritime Organization (IMO) to hold the 82nd session of the MSC in Istanbul.

    IMO is an international organization aiming to provide machinery for cooperation among governments in the field of governmental regulation and practices relating to technical matters of all kinds affecting shipping engaged in international trade; to encourage and facilitate the general adoption of the highest practicable standards in matters concerning maritime safety, efficiency of navigation and prevention and control of marine pollution from ships. The Organization is also empowered to deal with administrative and legal matters related to these purposes.

    The London-based IMO has 166 member states. Turkey has been a founder member of the organization since 1958.

    Nearly 1,000 people including high-level officials from 166 IMO-member states and representatives of non-governmental organizations will attend the meeting.

    [07] Cigarettes illegally were transported into the occupied areas of Cyprus through the port of Famagusta

    Turkish Cypriot KIBRIS newspaper (13.10.06) reports that 118 cardboards of cigarettes have been confiscated at the port of Famagusta, because they were illegally transported with a TIR by a ship named Hasan Pirlant.

    [08] Illegal Turkish Cypriot airlines aim at participating in international tenders through a partnership with HAVAS Company

    Turkish Cypriot AFRIKA newspaper (13.10.06) reports that the partnership between the illegal Turkish Cypriot airlines (KTHY) and HAVAS Company is promoted. The sides will establish a joint company which will be able to participate in international tenders.

    According to the self-styled minister of transport, Salih Usar the duty free shops of the company will continue their operation as they do now. He noted that they are expecting 20 % increase in the number of the passengers and added that their aim is to reach 1.5 million passengers.
