[01] Developments regarding the government crisis in the occupied areas of Cyprus; The opposition demands early elections

Turkish Cypriot daily KIBRIS newspaper (13.09.06) reports that after the resignation of the Republican Turkish Party United Forces (CTP-BG) - Democratic Party (DP) government the Turkish Cypriot leader, Mr Mehmet Ali Talat met yesterday with officials from all the political parties represented in the parliament. Today Mr Talat is expected to assign a party with the duty of forming a new government.

The paper writes that after his meeting with Talat, Mr Huseyin Ozgurgun, leader of the National Unity Party (UBP), said that democracy in the occupied areas of Cyprus, the future of the politics and the dimensions of the events that took place are causing concern.

Mr Ferdi Sabit Soyer, leader of the CTP-BG, argued that the basic event is the energy caused by the determined course of the Turkish Cypriots towards the solution of the Cyprus problem and the tension created by those who try to stop this course.

Mr Serdar Denktas, chairman of the Democratic Party (DP), said that they will exert every democratic effort until the way for early elections in the occupied areas is opened. He added that they informed Mr Talat about their intention.

Mr Mehmet Cakici, General Secretary of the Peace and Democracy Movement (BDH), noted that his party will not support the new government.

Furthermore, KIBRIS reports also that a delegation of the DP headed by Mr Serdar Denktas visited the UBP and the BDH and exchanged with them views on the issue of how the political crisis could be overcome. Mr Denktas reiterated his view that early elections must be conducted so that the pollution in the politics is eliminated and said that they will prepare a common action plan in this direction.

Mr Ozgurgun, leader of the UBP, noted that the CTP has deeply injured democracy and the politics in the occupied areas of the island. He added that they agree on a lot of things with the DP, that they will struggle for democracy and that cooperating with the DP is inevitable for them.

Mr Cakici, General Secretary of the BDH, described as unethical the behaviour of the MPs, who had resigned from the DP and the UBP.

Furthermore, Turkish Cypriot daily AFRIKA newspaper (13.09.06) refers to the developments after the resignation of the government under the banner front-page title They asked for early elections. The paper writes that Mr Cakici, General Secretary of the BDH, said after his meeting with Mr Talat that the only way out from the crisis is the early elections and added that the new government which will be established will be controlled by the AKP.

AFRIKA writes also that Mr Sener Elcil, General Secretary of the Turkish Cypriot Primary School Teachers Trade Union (KTOS), has said that the TRNC governments are the guards of the regime established in the occupied areas of Cyprus by Ankara.

Turkish Cypriot daily HALKIN SESI newspaper (13.09.06) refers to the developments regarding the government crisis in the occupied areas under the banner front page title Joint action by the UBP and the DP for early elections.

Turkish Cypriot daily OZGUR DUSUNCE newspaper (13.09.06) under the banner front-page title Chaos reports that the withdrawal of the UBP from the parliament is a decision which the above-mentioned party will take. We will only feel sad about this, he noted and added that there must be a reason for the withdrawal.

Turkish Cypriot daily ORTAM newspaper (13.09.06) refers to the developments regarding the government crisis under the banner front-page title Uproar for political coup and writes that the reactions against the civilian coup of the CTP and AKP in the occupied areas are increasing.

Meanwhile Turkish daily SABAH newspaper (13.09.06) writes that it seems that the Justice and Development Party (AKP) played a significant role in the collapse of the government in occupied Cyprus.

The paper reports that the three deputies of the National Unity Party (UBP) and the one deputy of the Democratic Party (DP), which was participating in the coalition government, resigned after meeting with Saban Disli, deputy General Secretary of the Justice and Development Party (AKP). The paper writes that another factor that may shows Ankaras involvement in the developments in occupied Cyprus, is the fact that Ahmet Yonluer, head of religious affairs in occupied Cyprus, whom Tayyip Erdogan knows very well, will participate in the new political formation that will be established by the resigned deputies.

It is said that this new political party will establish a new coalition government with the Republican Turkish Party (CTP). The fact that Erdogan with his wife and some AKP deputies participated in the wedding ceremony of Ahmet Yonluers daughter, while visiting occupied Lefkosia for the celebrations of the Turkish invasion of Cyprus, strengthen these allegations, according to SABAH.

The paper also refers to the Quran courses that were delivered without permission in occupied Cyprus and which caused the reaction of various Trade Unions and notes that the AKP is also involved in this issue. Noting that CTP shuts its eyes as regards the Quran courses in order to appear nice to AKP, the paper writes that Ahmet Yonluer stated that the courses are not a thread to the secular republic.

    [02] Statements by Ercakica

Illegal Bayrak television (12.09.06) broadcast the following:

The Presidential Spokesperson Hasan Ercakica has said that attempts to form a new stable and successful government were underway with President Mehmet Talat meeting with representatives of the main political parties who have seats in the TRNC parliament.

Reminding that Prime Minister Ferdi Sabit Soyer had officially handed his cabinets resignation to President Talat yesterday, the presidential spokesman underlined the need to establish a stable and successful government.

He said it was of the utmost importance that all parties involved in the process of forming a new government should remain calm and patient, putting aside their differences so that constructive talks can take place.

Referring to the Cyprus Problem, the Presidential spokesperson reminded that the Greek Cypriot leader Tassos Papadopoulos had made it clear during an earlier visit to Cyprus by the EUs term president-Finnish Prime Minister Matti Vanhanen that he did not want to hold negotiations for a solution to the Cyprus Problem.

He accused the Greek Cypriot Administration for using its EU membership against the Turkish Cypriot people and added that the European Union member countries should do something to prevent the Greek Cypriot Side from using its membership against the Turkish Cypriot people.

Referring to a declaration approved by the European Parliament on the 5th of September 2006 concerning the destruction and carnage of churches in North Cyprus, Mr Ercakica described the document as one sided, biased and politically motivated.

Mr. Ercakica expressed the view that the European Parliament should also take into account the state and condition of the historical and heritage sites in South Cyprus when preparing such reports.

It is important that the European Parliament records the conditions of Turkish historical and cultural sites on the Greek Cypriot Side as well he said adding that the Turkish Cypriot Side was ready to cooperate with EU officials on the issue.

Explaining that the ongoing non-solution of the Cyprus Problem resulted in the destruction of cultural and historical sites on both sides of the island, Mr. Ercakica said that they had detected sites in more than 140 settlements in South Cyprus which had either been destroyed or were under threat of destruction.

Answering a question on progress of talks held on the formation of technical committees between the Presidential Undersecretary Rasit Pertev and Tassos Djionis - an aide to the Greek Cypriot leader Tassos Papadopoulos, Mr Ercakica said that there were no planned meetings between the two men at this point of time.

(Tr. Note: The TRNC is the breakaway regime established by Turkey in the occupied area of the Republic of Cyprus).

[03] The general assembly of the UBP to take place on 16 December

Turkish Cypriot daily KIBRIS newspaper (13.09.06) reports that the council of the National Unity Party (UBP) decided yesterday that the 16th general assembly of the party will take place on 16 December.

The council discussed the recent developments in the occupied areas and gave the central committee and the parliamentary group of the party full authority for conducting any activity inside or outside the parliament.

The UBP reiterated the view that with the cooperation of the AKP, the CTP and the mufti in the occupied areas of Cyprus MPs have resigned and a new party is established and that even before the name and the program of this party is known it became a coalition partner in the government.

[05] Statements by Gul prior to his departure for Paris

Under the title Turkey ready for the worst in Cyprus row, Turkish Daily News (13.09.06) reports the following:

Foreign Minister Abdullah Gul said yesterday Turkey was ready for every possibility during its European Union membership process but stressed he did not believe a train crash would come about.

We're ready for everything but I don't think this is a strong possibility, Gul told reporters when asked about the likelihood of a suspension of talks between Turkey and the EU.

He was speaking at Ankara's Esenboga Airport before departing for France. Gul is expected to hold talks with his French counterpart, Philippe Douste-Blazy, on the Middle East, as well as Turkey's EU membership.

The EU Commission has warned of a train crash in Turkish-EU relations by the end of this year over Turkey's refusal to open up its ports and airports to traffic from Greek Cyprus unless the international isolation of the Turkish Republic of Northern Cyprus (KKTC) is eased.

There are, of course, problems but I really don't believe that Turkey's negotiating process will be suspended or halted or that a train crash will take place. But we are certainly ready for everything, Gul said.

He also said the government with its good intentions was exerting all its energy toward overcoming all the obstacles and expressed belief that the EU side also had the same good intentions to avoid a crisis in Turkish-EU ties over the Cyprus dispute.

Turkey's chief EU negotiator, Ali Babacan, said in Brussels last week that Turkey was still ready to discuss any possible solution to avert a crisis, adding that technical studies on different alternatives were under way.

However, he stressed Ankara's one red line was that it would not open its ports and airports unilaterally to traffic from Greek Cyprus.

Turkeys State Minister, Besir Atalay has stated that one of the basic policies of his country is the strong relations between the Turkish states and democracies. He said that the president of Azerbaijan, Mr Aliyef will also attend the meeting.

Mr Oztoprak is being accompanied by a delegation of bureaucrats from the self-styled Ministry of Information.

[08] Pafos District Court found six Greek Cypriots guilty of selling Turkish Cypriot property with forged documents

Turkish Cypriot daily KIBRIS newspaper (13.09.06) reports that the Pafos District Court found six Greek Cypriots guilty of selling Turkish Cypriot property in the villages of Ayios Theodoros and Mansura with forged documents. The hearing lasted five hours. The six Greek Cypriots were found guilty of 59 charges and their imprisonment up to 14 years was demanded.

Turkish Cypriot daily HALKIN SESI newspaper (13.09.06) refers to the developments at the Pafos District Court under the title The gang selling Turkish Cypriot property in Tylliria has been dissolved .

Turkish Cypriot daily YEN0 DUZEN newspaper (13.09.06) refers to the developments at the Pafos District Court under the title The title deeds of the property in Tylliria belong to the Turkish Cypriots.
