    [01] KIBRIS: Claims had acquired list of items that sides exchanged

    Turkish Cypriot daily KIBRIS newspaper (14.08.06) reports under banner headlines that it succeeded to acquire the lists that sides had exchanged during the meeting held on 31 July between the Chief of the Presidents Diplomatic Office Tassos Djionis and the Turkish Cypriot leader Mehmet Ali Talats aid Rasit Pertev.

    The paper goes on and reports that as regards issues of substance are concerned the Turkish side submitted 8 issues and the Greek Cypriot side 9 issues. The paper then gives the headings of the issues submitted by the sides.

    The Turkish Cypriot list includes the following issues:

    Administration

    Territorial arrangements

    Foreign relations

    Issues related to the EU

    Past operations

    International agreements

    Responsibility as regards international debts

    Security and Guarantees

    The Greek Cypriot list includes the following issues:

    Administration

    EU relations

    Property (ownership)

    Economic Integration

    Territorial Waters

    Maritime and Aviation affairs

    Energy resources

    Nationality

    Immigration and asylum

    Education and Cultural heritage.

    The paper further reports that the list of the issues submitted by the Turkish Cypriot side, which will be discussed in the technical committees, is prepared and there are 15 issues, ten comes from the UN and the five is the Turkish Cypriot proposal. Following are the issues proposed by the UN:

    Health

    Environment

    Water management

    Sewage management

    Money laundering

    Measures against crime

    Road Safety

    Immigration and illegal immigration

    Crisis management

    Humanitarian issues

    Following are the issues presented by the Turkish side:

    Reconciliation committee

    Education and History Committee

    Radio-TV broadcasting frequencies

    Economic and trade cooperation

    Preserving of the cultural heritage

    KIBRIS reports that it was unable to acquire the Greek Cypriot proposals submitted last week.

    [02] VOLKAN: British fugitive Gary Robb continues its illegal dealings

    Turkish Cypriot daily VOLKAN newspaper (13-14.08.06) continues attacking Garry Robb accusing him of usurping state property and making millions of pounds out of these illegal dealings. The paper reports that in the occupied Ayios Epiktitos village, Mr. Robb had usurped a state land and built 18 villas on it and sold them to foreigners for 110 thousand Pounds Sterling each. It also reports that the houses built by Mr Robb in the occupied Klepini and Ayios Epiktitos villages do not have building permissions and they are built illegally. VOLKAN further reports that Mr. Robb did not secure necessary building permissions from the so-called Town Planning Office in the Turkish occupied territories of the Republic of Cyprus for the villas he had built and sold, therefore it concludes these villas are illegal.

    [03] The 32nd anniversary celebration of the 14th August Turkish invasion and occupation of Cyprus

    Illegal Bayrak television (19.07.06) broadcast the following regarding the 32nd anniversary celebrations of the 14th August Turkish invasion and occupation of Cyprus: Events marking the 32nd anniversary of the second leg of the 1974 Turkish Occupation Operation in Cyprus which Turkey carried out exercising its right of unilateral intervention arising from the Treaty of Guarantee, will get underway today.

    [04] EC aid office towards the Turkish Cypriots to open in mid-September

    Turkish Cypriot weekly CYPRUS TODAY (12-18.08.06) newspaper reports the following: The European Commissions office to distribute European aid to Turkish Cypriots is set to open in mid-September, but formal calls for projects seeking funding will not go out until next year.

    Commission official Alessandra Viezzer told CYPRUS TODAY the necessary arrangements had been made to open the Programme Support Office in Evkaf-owned premises close to the Turkish baths in the heart of Lefkosia, and commission staff would be posted there from the middle of next month.

    She said the team would liaise with Turkish Cypriots and coordinate the distribution of funding supplied under the European Unionīs financial aid regulation, while also providing a venue for meetings and seminars.

    Ms Viezzer said no projects had yet been submitted, but the funds would be targeted at aiding the reunification of Cyprus by encouraging the economic development of the Turkish Cypriot community, and likely areas for funding would be infrastructural projects in the fields of energy, transport, telecommunications and the environment. Also up for consideration would be schemes to bring Turkish Cypriot closer to Europe and to foster confidence between the islandīs two communities.

    Asked to comment on the involvement of Greek Cypriots in deciding which projects would be supported, Ms Viezzer conceded that they were represented on the Committee of Member States that gives an opinion on the funding programme to be funded, but said the committeeīs decisions would be on a qualified majority basis.

    She added that precise mechanisms on how to handle the question of any projects that would involve former Greek Cypriot land in the north had yet to be worked out.

    [05] Occupied Lefkosia hosts an International Folk Dance Festival

    Turkish Cypriot weekly CYPRUS TODAY (12-18.08.06) newspaper reports that occupied Lefkosia Municipality is to play host to six different countries taking part in its International Folk Dance Festival starting on Monday.

    Participants in the event are from Poland, Turkey, Romania, Congo and Slovenia, as well as local dance troupes.

    [06] Turkish Cypriot Youth Club condemned Israeli attacks in Lebanon

    Illegal Bayrak television (11.08.06) broadcast that the Republican Turkish Partys Youth Branch started an aid campaign for the Lebanese people.

    The campaign aims at helping the Lebanese people by providing them with financial and medical assistance.

    In a press conference the leader of the Youth Branch Erbay Akansoy condemned Israel for making the Lebanese people suffer and called on the Turkish Cypriots to join the campaign. The aid campaign will continue until next Thursday.

    On the same issue, illegal Bayrak television (13.08.06) broadcast that the Islanders Youth Club held a protest rally in front of the Ataturk Sports Stadium yesterday.

    The members of the Club placed a black wreath in front of a symbolic Israeli Embassy as a sign of protest against the inhumane treatment of the Lebanese people.

    Speaking during the demonstration the leader of the Islanders Youth Club Gorkem Goktuna said that some countries were attacking the Lebanese people for their own interested and added that the Turkish Cypriots shared the pains of the Lebanese people.

    Calling on all countries around the world to stop Israel from attacking Lebanon, Mr Goktuna also called on everyone around the world to show their disapproval to the United States and England which is fanning the flames of the Middle East conflict.

    [07] Moulos Antique City in the occupied Cyprus on the verge of becoming a pry for the land developers

    Turkish Cypriot daily HALKIN SESI (14.08.06) newspaper reports that people living around the occupied Moulos Antique City warned the occupied officials to take necessary measures to save the antique city before it becomes a pry to the developers and land speculators.

    [08] Turkish Parliament Speaker assesses debates on the Turkish election law and threshold

    Ankara Anatolia news agency (13.08.06) reports the following from Edremit:

    ''We cannot act with fears and suspicions in democracy. Taking measures to prevent a candidate's entering parliament is anti-democratic,'' Turkish Parliament Speaker Bulent Arinc told A.A while assessing the debates on Election Law and threshold on Sunday.

    Arinc said that ''justice in representation'' has been the sine qua non of democracy for the last 4 years. He stressed that the election law must provide justice in representation, bring stability in administration and end partly politics.

    ''In line with our Constitution, political parties are indispensable parts of democratic life. These political parties should be represented at parliament in the ratio of the votes they receive. In Turkey, there is 10 percent election threshold. There is no 10 percent threshold in many European countries. There is no election threshold which is over 5 percent in any European countries,'' Arinc said.

    He added that none of the political parties in Turkish Parliament are positive towards decreasing the election threshold.

    ''Justice and Development Party (AKP), Motherland Party (ANAVATAN), True Path Party (DYP) and Republican People's Party (CHP) are against decreasing the 10 percent election threshold. Thus, other alternatives can be found to represent political parties at parliament in the ratio of their votes, Arinc noted.

    ''We have to find a system which will provide justice in representation,'' he added. ''Otherwise, a party which received 3.5 million votes does not have a single deputy at parliament, as it happens today. In 2002 elections, DYP gained 9.5 percent vote, but it does not have a single deputy at parliament due to 10 percent threshold,'' Arinc said.

    [09] Iraqi government decides to close down the PKK offices in Baghdad

    Istanbul NTV (13.08.06) reports that the Iraqi Prime Minister's Office has disclosed that the Government has decided to close down the offices of PKK in Baghdad and ban the organization's activities.

    According to the disclosure, Prime Minister Nuri al-Maliki informed Prime Minister Recep Tayyip Erdogan on the decision during a telephone conversation. It also said that Prime Minister Erdogan responded by saying that Turkey maintains a decisive and uncompromising stand on the struggle against terror and that no country must provide a safe haven for the terrorist organization.

    On the same issue, Istanbul NTV reports that the Turkish Foreign Minister Abdullah Gul welcomed the Iraqi Government's decision to close the PKK offices in Baghdad. Gul described the PKK terrorist organization as a seed of discord that is preventing solidarity between the Turks and Kurds in Iraq.

    Replying to reporters' questions in Kayseri's Talas District, Gul stressed that PKK terrorism is the problem not only of Turkey, but of Iraq as well. Welcoming the Iraqi Government's decision with regard to the PKK, Gul said that the PKK is a seed of discord that is preventing solidarity between the Turks and Kurds in Iraq. Pointing out that the cooperation between Turkey, the United States, and Iraq is very important, the foreign minister said: Beyond that, Turkey is a country that is capable of conducting the struggle against terrorism through its own forces and means. Turkey does not have to transfer this duty to anyone.

    Gul also stated that it is to the interest of the leaders in north Iraq to cooperate with Turkey with regard to the struggle against the PKK.

    Commenting on the UN resolution that calls for an end to the hostilities between Israel and Lebanon, Gul welcomed the resolution, but said that its implementation is more important. If the conditions are suitable, Gul declared, Turkey could send troops to the region.
