[01] Mehmet Ali Talat has said that serious work was being carried out to start charter flights from Azerbaijan

Illegal Bayrak television (13.07.05) broadcast that responding to a reporters question during a visit paid to him today the Turkish Cypriot leader, Mr Mehmet Ali Talat, stated that Azerbaijans plan for starting charter flights to and from the occupied areas of Cyprus is a serious and significant development and expressed his view that this application will be concluded successfully.

Mr Talat also disclosed that there is a scheduled date for concluding efforts on the issue but refrained from giving further details.

He will brief the pseudoassembly at 10 a.m. today in closed session.

[02] Ferdi Sabit Soyer analyses the Greek Cypriot side´s policy on the Cyprus problem

Mr Ferdi Sabit Soyer so-called Prime Minister of Ankara´s puppet regime in occupied Cyprus, said that the Turkish Cypriots had gained the support and approval of the international community by showing their willingness towards a solution in last year´s referendum, adding that the Greek Cypriot side was losing political and diplomatic prestige when trying to cover up the constructive efforts put forward by the Turkish Cypriot side.

Mr Soyer also explained that negotiations aimed at solving the Cyprus problem could not commence because the Greek Cypriot leader Tassos Papadopoulos had failed in providing the UN Secretary-General Kofi Annan with a list of his administrations objections to the UN plan.

He added that Mr Papadopoulos had done this with the aim of shelving the Annan plan-hoping that it would not be brought back to the negotiating table in the future.

Mr Soyer also reiterated the Turkish Cypriot sides determination in pursuing a pro-solution policy, and added that the Turkish Cypriot people will continue in its efforts towards creating a partnership state based on the political equality of the two sides.

Mr Soyer alleged that the Greek Cypriot side was continuing with its policy of non-solution and expressed his view that it was highly unlikely that negotiations aimed at solving the Cyprus problem could begin before Turkeys Accession talks on the 3rd of October

[03] Ferdi Sabit Soyer: The `migration law´ will reduce the number of Turkish Cypriots working in the South

Under the front page banner headlines Hope for return from the South, AFRIKA newspaper (14.07.05) reports on the statements made yesterday by the so-called Prime Minister, Mr Ferdi Sabit Soyer.

Writes the paper: Prime Minister Ferdi Sabit Soyer referred to the situation of the Turkish Cypriots working in south Cyprus and said that their number, which today is around 5,000, will be reduced further thanks to the provisions of the `migration law´ put in force as of 1st July.

He noted that soon the non-registered workers issue will be lifted and expressed the view that the labour shortage to be created as a result will be filled by citizens working in the South.

On the same issue the Turkish Cypriot leader Mr Mehmet Ali Talat, made statements during a meeting yesterday with the Association of Culture and Solidarity of residents from Alexandretta.

As KIBRIS (14.07.05) reports, Mr Talat said that the issue of registering the non-registered life is a humanitarian issue.

Assessing the migration law Mr Talat said a blessed job was carried out for this country.

[04] Allegations that unhealthy meat is sold to the occupied areas

Under the title Allegation that unhealthy and smuggled meat is coming from the South, Turkish Cypriot HALKIN SESI newspaper (14.07.05) reports on statements made by the General Secretary of the Farmers´ Union, Mr Oguz Ceyda.

Writes the paper: The General Secretary of the Farmers´ Union, Ceyda, alleged that meat imported to South Cyprus but not accepted as unhealthy passes to the `TRNC´ through the smuggling road.

Ceyda supported that meat kept in the deep freezers for 15-20 years is not allowed to be sold to the EU and this is sold to the butchers at low prices.

Oguz Ceyda said that because of the smuggled meat and animals from the South the farming sector is under threat.

[05] Erdogan stresses that his party places the national interests above political interests

Ankara Anatolia news agency (13.07.05) reported from Ankara that the Turkish Prime Minister Recep Tayyip Erdogan and leader of the Justice and Development Party (JDP) said on Wednesday that his party would not let political interests take priority over national interests.

Addressing a JDP meeting at the Party headquarters, Erdogan said that there was stability and security in the country thanks to the good administration of the country by JDP rule.

Erdogan also called JDP politicians not to get involved in polemics and political quarrels with other parties and politicians. Giving information about his last trip to the US, Erdogan said that Turkey's economic appeal increased significantly. Erdogan said he had the opportunity to meet heads of giant companies in Sun Valley conference.

"We believe that a considerable amount of foreign capital will flow into Turkey and this has been also confirmed by those giant companies. Only five leaders (of world countries) attended this conference to date, and Turkey from Europe attended the conference for the first time," Erdogan said.

Erdogan noted that there was an improvement in democracy level in Turkey, commenting that "those who oppose privatization in Turkey also oppose democratization process. But we won't give in to those who try to stop our dynamism."

[06] Baykal blames the government policies for the rise of terrorism

Ankara Anatolia news agency (13.07.05) reported from Ankara that Mr Deniz Baykal, the leader of the main opposition Republican People's Party (RPP) who met Free Party (HURPARTI) leader Yasar Okuyan at his office in the parliament, on Wednesday, said that terrorism was currently on the rise in Turkey.

Roads were blocked, 40 vehicles were stopped and robbed, and one soldier was kidnapped in Southeastern Anatolia Region, recalled Baykal.

Claiming that the reason for all these was ''a collapsed Iraq policy'', Baykal said: ''Today, 6,000 PKK militants have been stationed in north of Iraq, and they hit-and-run. It is the responsibility of the United States, Britain and the Iraqi government to take measures against this. And, it is also our responsibility. We have taken measures against terrorism that can hit us from the Iraq border for years, until this government came to the power. Turkey cannot take measures against cross-border terrorism for the first time in this government's term, but terrorist attacks from this region against Turkey continues. Turkey is paying the price of its wrong Iraq policy with terrorism.''

Claiming that necessary determination to counter terrorism was not shown even after al-Qaida's terrorist attacks in Istanbul (bomb attacks staged in 2003), Baykal said: ''Hizbullah terrorism has become a tradition in Turkey. This terrorism follows the route of international al-Qaida terrorism. Green light has been lit for illegal educational institutions, feeding terrorism in Turkey, with several adopted laws.''

Mr Baykal demanded that measures should be taken to eradicate this terrorism.

[07] MiILLIYET reports that General Ozkok was urged to comment on escalating terrorism

Istanbul MILLIYET newspaper (13.07.05) published the following question addressed to the Turkish Chief of the General Staff:

Esteemed Gen Hilmi Ozkok, we have had funerals for our martyrs during the past few days, weeks, and months. Mines are exploded, military vehicles are blown up into the air, and trains are derailed. Shots are fired and funerals are held for our martyrs. You, yourself, attended a martyr's funeral on Monday.

We had 110 martyrs during the past year. We are losing our officers, non-commissioned officers, and expert sergeants one by one. Roads are blocked and even our soldiers are kidnapped. Furthermore, PKK [Workers Party or Kurdistan] banners are put up in various parts of the country, meetings and marches are organized, and slogans are chanted supporting PKK leader Abdullah Ocalan.

The Government has remained silent and insensitive. It has failed to react. The questions asked remain unanswered.

General Ozkok, do you not have anything to say about all that? If you have something to say, then do you not think that it is time for you to do so?

[08] Erdogan: Turkey may launch cross-border operation against PKK If Necessary'

CNN TURK Television (14.07.05) broadcast that the Turkish Prime Minister Recep Tayyip Erdogan has said that if it feels a need for it, Turkey may launch a cross-border operation against the PKK [Workers Party of Kurdistan].

Interviewed by Taha Akyol on "The Whole Truth" program on CNN TURK Television, Erdogan pointed out that terror incidents have been on the increase in Turkey lately, and that the reason for this is the outside support these organizations receives.

Asked to comment on an Anatolia News Agency report that the United States is opposed to a cross-border operation by Turkey against the PKK, Erdogan said: I do not expect opposition. Furthermore, it is not right to base a report on an unidentified source. If necessary, Turkey may launch a cross-border operation. International law grants you that right. If necessary, you can launch a cross-border operation. .

Erdogan pointed out that terrorist incidents have been on the increase in Turkey lately, and that the reason for this is the outside support the organization receives. You cannot fight terrorism merely by including a terrorist organization in your terrorists list, he said.

The Turkish Prime Minister stressed that he does not find it right that European politicians visit the eastern and southeastern provinces rather than Ankara when they come to Turkey. They go to Diyarbakir. Where do they go? They go to Hakkari. Fine, but if you want to hold talks with us, mister, you must do that in Ankara, the capital, he said.

Erdogan also emphasized that Turkey has three red lines, that it is opposed to ethnic nationalism, regional nationalism, and religious nationalism.

[09] A package of reforms of the public sector of the pseudostate has been prepared with the contribution of the British High Commission in Cyprus

Turkish Cypriot daily KIBRIS newspaper (14.07.05) reports that a package for reforms of the public sector of the pseudostate under the title Reform of the Public Administration in Northern Cyprus has been prepared by the London based Centre for Administration and Policy Studies, with the contribution of the British High Commission in Nicosia.

According to the paper, the report suggests modern methods of administration and includes the recommendations of the British experts on various issues.

Invoking sources close to the government, KIBRIS writes that the regime is preparing to take radical decisions on the issue and it seems definite that all the suggestions will be realized.

The report has been prepared by Hazel Sutton with the contribution of Adrian Rossiter, John Peake and Ray Durrant.

In the first sentence of the report the experts noted that their aim was not the recognition of the TRNC.

[10] Italy has reportedly expressed support to the lifting of the so-called isolation of the Turkish Cypriots

Under the title Italian Foreign Minister Fini: The isolation on Northern Cyprus must be lifted, Turkish Cypriot daily YENI DUZEN newspaper (14.07.05) reports that the Italian Minister of Foreign Affairs, who visited Ankara yesterday, said that the so-called isolation on the occupied part of Cyprus must be lifted.

The Ankara correspondent of the paper, Duygu Guvenc, reported that Mr Fini met yesterday with Prime Minister Erdogan, President Sezer and his counterpart Abdullah Gul.

During his contacts in Ankara, Fini, while gaving support to Turkeys EU accession course and the lifting of the isolation on Northern Cyprus, checked on Turkeys feelings on the issue of when the supplementary Harmonization Protocol to the Ankara Agreement will be signed, notes the paper and adds, inter alia, the following:

During his meeting with Erdogan, Fini said: As we did until today, we shall continue supporting Turkeys accession to the EU. All our views regarding Turkeys EU target coincide. In this is included the lifting of the isolations applied on Northern Cyprus. Responding to a question as to when Turkey will sign the harmonization protocol, Erdogan gave the message that we are ready to sign it. Turkey will keep its promise, but the EU as well must keep its own promise and make a step on the issue of the financial aid and trade regulations accepted last year by the EU Commission In their meeting Erdogan and Fini discussed the issue of the further development of the trade volume between the two countries, which is at a very good level. Fini and Erdogan agreed on the issue of exerting every effort they can for the development of the trade volume.

[11] Serdar Denktas: Taiwan is indicated as model for economic steps only

Turkish Cypriot daily KIBRIS newspaper (14.07.05) reports that the so-called Deputy Prime Minister and Foreign Minister of the occupation regime Serdar Denktas, had a meeting yesterday with the Chinese Ambassador to Cyprus, Mr Zhang Limini during which they exchanged views on the Cyprus problem.

Present at the meeting were two officials from the embassy and the so-called Political Advisor to Serdar Denktas, Kudret Akay.

According to the information given by Kudret Akay, ambassador Limini, said that China was in favour of a solution in Cyprus, however he added, as mentioned by the UN, from the point of settlement the gap between the sides is very deep. Noting that China has no interest as regards Cyprus, ambassador Limini said that China is a friend to both communities in Cyprus. He said that China favours a united Cyprus as well. Ambassador Limini also asked questions as regards the demographic structure of the occupied area. The ambassdor had said that he wanted to check the level of truth, regarding this issue, as discussed in the free areas. Referring to rumours that the TRNC could adopt the Taiwan Model, the Ambassador wanted to hear Denktas´ views.

    Subtitle: Serdar Denktas

In his turn Serdar Denktas said that, the abyss between the two communities has been created because of the distance between the two communities as regards the Annan Plan. That is, the `yes´ vote of the `TRNC´ and the no vote of the Greek Cypriot administration.

Saying that the occupied areas´ vision as regards the settlement of the Cyprus still continues, Denktas claimed that because of the intransigent stance of the Papadopoulos government, finding a settlement is difficult. Denktas went on and said that they will closely follow the political developments that would be created following the 2008 Presidential elections in the south, and that if the same intransigent stance continues then the non-solution will be strengthened. Denktas added that if the non-solution process continues they will be forced to book, as TRNC, for new alternatives, in order to integrate with the world.

Denktas then referred to reports regarding the demographic structure of the north, and said that these are tales and in order to prove this the pseudostate has decided to hold a census in the occupied areas next year.

As for the Taiwan Model, Serdar Denktas explained that Taiwan model is indicated as example for steps concerning economic areas only. He said one should not mix the positions of the TRNC with that of Taiwan. He said that in Taiwan a single nation was divided into two, while in Cyprus this was not the case, except of the period 1960-63. Both communities in Cyprus never in their history came together in a partnership state.

The problem existing in Cyprus is related to the political will and political future of the two communities, Serdar Denktas underlined.

[12] The occupation regime is organising a beach volley tournament to celebrate the anniversary of the Turkish invasion in Cyprus

Turkish Cypriot daily KIBRIS newspaper (14.07.05) reports that the occupation regime is organising an international peace beach volley tournament in the framework of the week of celebrations for the anniversary of the Turkish invasion to the island.

As the paper writes the following countries will participate in the beach volley tournament: Turkey, Russia, Ukraine, Bulgaria, Croatia and FYROM.

Speaking to a press conference about the event Mr Enver Kaya, the chairman of the Volleyball Federation of the pseudostate, stated that it gives them pleasure to have quests from foreign countries to such a meaningful day.

The winning team of the tournament will receive a cup, medals and two thousand dollars.
