    [01] Erdogan's Chief Advisor: "Once we sit around the negotiation table with the EU our next objective is Africa and Russia"

    Turkish mainland daily ZAMAN newspaper (29.09.04) reports that the chief advisor to Turkish Prime Minister Recep Tayyip Erdogan, Dr. Ahmet Davutoglu, has said that in the December summit Turkey will definitely get a date from the EU and that the negotiations will start in Spring 2005.

    Speaking to ruling Justice and Development Party (JDP) deputies on developments the foreign policy issues, Davutoglu said that in 2006 Turkey will engage in different foreign policy openings and said that the targets are Africa and Russia. He said: "Turkey will be a country that will have a say in determining policies on events in Africa and the Caucasus".

    Davutoglu further said to the deputies: "You should not have any doubts about getting a negotiation date. They cannot deny Turkey. If they say 'no' to Turkey, they will be harmed more than Turkey".

    [02] British High Commissioner: "We are struggling in Brussels for the lifting of the isolations"

    Turkish Cypriot daily KIBRISLI newspaper (06.10.04) reports that the British High Commissioner to Nicosia, Mr Lyn Parker, visited the occupied area of Karpass peninsula yesterday and listened to the problems of its inhabitants.

    In statements Mr Parker argued that the direct trade between the occupied areas of Cyprus and the EU countries should begin and said, inter alia, the following: "The only way to contribute to a solution is lifting the isolations on the `TRNC´ and foreign investments to come to the country. It is obvious that the issue of the trade will take long and it could go as far as next year. The issues in the EU move as slow as this. Even though they proceed slowly, the problems are solved and the targets are achieved. Everybody in the EU wants the Cyprus problem to be solved. The division of Cyprus causes problems within the EU".

    He said that an indication of these problems is the annulment of the EU-Islamic Conference Organization meeting "for minor reasons".

    Mr Parker, who met with the so-called mukhtar of Rizokarpasso village Emin Gungor, noted that there was no initiative towards the solution of the Cyprus problem at the moment and alleged that the Turkish Cypriots have shown their will for a solution at the referenda and that those Greek Cypriots who said YES to the Annan Plan were exerting pressure on their government for a solution, but things were proceeding slowly.

    Mr Parker said they preferred that the financial aid be given by the EU to the Turkish Cypriots for investments in the infrastructure, health and cattle-breeding. The reason for this is the preparation of the necessary infrastructure according to the EU laws until exports start.

    [03] The Peace and Democracy Movement called on the Supreme Education Board of Turkey to stop interfering in the institutions of the pseudostate

    Turkish Cypriot AFRIKA newspaper (04.10.04) reports that Mr Mehmet Cakici, so-called deputy of the Peace and Democracy Movement (PDM) stated that the Supreme Education Board of Turkey (YOK) must not interfere in the institutions of the pseudostate.

    Following is the announcement made by Mr Cakici:

    "The letters of the Vice-President of the YOK which give orders to the `TRNC National Education Ministry' and to our 'Parliament' and show an attitude as if they were his own employees, could not be accepted.

    The time has come to say `stop´ to this kind of behaviours which do not understand the identity and the existence of the Turkish Cypriots and do not respect the fact that the Turkish Cypriots administrate their own institutions.

    The understanding that the right of the people for education is taken into consideration must be developed and it must be kept outside the control of the centralised structures. We announced to the public that all the attacks against the fact that the Turkish Cypriots can administrate their own institutions and against the honourable stance cannot be accepted."

    [04] The British Foreign Secretary will be visiting Turkey tomorrow

    CNN-Turk television (06.10.04, Internet version) reports that the British Secretary for Foreign Affairs, Mr Jack Straw, will be visiting Turkey tomorrow in order to discuss the strategy that the country should follow after the announcement of Turkey's progress report by the EU Commission.

    According to CNN-Turk, during his meetings Mr Straw will discuss the part of the progress report regarding the suggestions to Turkey.


    [B] COMMENTARIES, EDITORIALS AND ANALYSIS

    [05] Columnist in AFRIKA supports that Turkey became a prisoner of Cyprus

    Under the title: "Turkey became prisoner of its hostage", AFRIKA newspaper (04.10.04) publishes the following commentary by Arif Hasan Tahsin:

    "The Islamic Conference Organization and the EU were going to hold a meeting in Istanbul. Turkey wanted to bring in the `TRNC´ under the name "Turkish State", but it was unsuccessful. And when it insisted on it the EU refused to attend the meeting.

    Was there any meaning in this? The government of the Republic of Turkey acted in a populist manner. It tried to boast `look here we have red lines. And we refuse to make concession in Cyprus´. This boasting is nothing but an attempt to create the ground in order to demonstrate that the decision next day to include Cyprus in the Customs Union which is tantamount to recognizing the Republic of Cyprus, is an insignificant step. The Republic of Cyprus is an EU member since 16 April 2003 representing the whole of Cyprus. And since 1st May 2004 it is an EU member with a right to veto.

    What does this mean?

    This means that Turkey is holding under occupation 36% of the territory of the Republic of Cyprus, which is an EU member. And that it is no more possible to continue this occupation further.

    Secondly, Turkey is face to face with the need to take the Greek Cypriots´ consent, because Turkey, in its relations with the EU, does not press for Turkish Cypriots to acquire their rights, emanating from the Treaty of Establishment of the Republic of Cyprus, which is an agreement based on the international law nor is it allowing the Turkish Cypriots to demand these rights.

    There is no need for boasting nor swaggering and nor pretending to be a major state, these have no value and validity. Turkey, in order to advance in the EU, it has to kneel, today before Papadopoulos and tomorrow before another Greek Cypriot. What gives Papadopoulos this power? Law'.

    The law that Turkey wanted to do away with through the 24 April referendum, with the support of the USA and Britain and renewing the puppet regime in the north Cyprus.

    Neither the Greek Cypriot community nor Tassos Papadopoulos and nor Demetris Christofias were fooled with this intrigue.

    When they refused to be fooled, they were able to safeguard the validity of the law, which Turkey wanted to keep away from the Turkish Cypriots, by holding them to live a sheep pen life. This is the law that Turkey is butting and continuously will butt into. They say that Turkey will hold north Cyprus hostage until it enters the EU.

    It is wrong. Turkey is prisoner in the hand of the Republic of Cyprus, with the decisions of 16 April 2003 and 1st May 2004.

    As far as I know there is no precedent to this event in the history of Greece and Turkey...

    For the first time in history Turkey´s fate is tied up to a decision to be given by a person who says `I am a Greek´".

    If Papadopoulos says `yes´ then Turkey will be given a negotiation date' The worse will come after getting a date. Turkey, after getting a date will sweat with its more than 70 million population before the bureaucrats of Papadopoulos, on the negotiation table.

    How will Turkey get money from the EU if Papadopoulos refuses to say ´yes´?

    Turkey with the provocations of Denktas, caused the biggest harm to itself, and this will be Turkey´s most ridiculous pages in the Greco-Turkish relations. What shall we do now? What is right for us?

    Turkey should immediately and unconditionally hand over the administration of the north Cyprus to us.

    The Republican Turkish Party (RTP) should withdraw from the `government´, and we have to demand that Turkey should hand over the administration to the community. It is not that much difficult to fulfill this demand, which will be before the world public opinion.

    Otherwise, will Turkey insist on continuing its dependence on Cyprus although things are so clear?

    Does it make any difference if it resists? Lawful power is in our hands as community".
