    [01] With Turkish troops occupying EU territory and stolen properties of EU citizens being sold under the protection of Turkish troops, Gul is seeking for the support of EU members for his country´s EU course

    Ankara Anatolia news agency (13.09.04) reported from Vilnius that the Foreign Minister and Deputy Prime Minister of Turkey, Mr Abdullah Gul, said that leaders of Baltic countries supported Turkey's European Union (EU) bid, stressing that they would maintain their position.

    Speaking to A.A correspondent on Monday, Gul said that new members of the EU --Estonia, Lithuania and Latvia-- while being not too large, were very important countries. Gul noted that it was important to get the support of those countries (concerning Turkey's EU vocation).

    Gul stated that his meetings with the authorities of those countries were very fruitful, noting that he also had the chance to explain to them the latest developments about Cyprus.

    Answering a question Gul said: "Those countries clearly said that they support Turkey and will continue to do so."

    Bilateral relations were also discussed during his meetings in Baltic countries, Gul added.

    [02] The "assembly" of the occupation regime decides that the civilians should be tried by a civilian court

    Turkish Cypriot daily KIBRIS newspaper (14.09.04) reports that at its first session after the summer recess the so-called assembly of the occupation regime decided yesterday that the civilians should be tried by a civilian court.

    The paper writes that the body unanimously decided that the practice of the civilians being tried at a military court should be lifted. KIBRIS describes the fact that the "draft-law" was unanimously approved as "exemplary behaviour".

    Meanwhile, commenting on the issue Turkish Cypriot daily AFRIKA newspaper (14.09.04) questions whethetr a court in a military regime could be civilian.

    The paper writes that after this decision the cases of the journalists and columnists against whom charges have been filed at military courts, will be transferred to civilian courts. According to the new "law" the possibility of citizens being tried at military courts is not completely eliminated, notes AFRIKA reminding that some journalists of AVRUPA newspaper have been tried at military courts for four years.

    Sener Levent, writing in his daily column, says inter alia, the following on the issue:

    "We are living in a military regime. Not in a civilian regime. The judciary, legislative and executive organs may be composed of civilians. However, how much power do they have in the overall military regime? If there is another power above this authority, what civilian administration can we talk about? The situation is the same in all military regimes. The army which takes over the administration rules the country behind the scenes, even if after a while it brings into the government civilians for a democratic camouflage. Everything that it says happens. '.I do not know how many ministers in our country can decide on their own without taking into consideration the opinion of the army commander. (I do not know) how many judges can sign a decision that could make the army commander angry. (I do not know) how many journalists could knowingly write articles that are against the army commander. (I do not know) how many state employees could dare taking a decision that concerns the army command and it is against it. '

    If the whole of a country is declared a military zone, what civilian court can we talk about ? As cucumbers cannot sprout when you sow tomatoes, civilian courts cannot sprout when you sow military zones everywhere. '".

    [03] Turkish Minister declares new policy regarding the name of the regime set up and maintained through the force of arms in an EU member country.

    The "TRNC" to participate in the 8th Summit of the Organization for Economic Cooperation as "Turkish Cypriot State"

    Turkish Cypriot daily KIBRIS newspaper (14.09.04) reports that the Turkish State Minister, Besir Atalay has said that the occupation regime would participate in the 8th Summit of the Organization for Economic Cooperation (OEC) in Tajikistan's capital Dushanbe as "Turkish Cypriot State".

    In statements at Turkey's embassy to Dushanbe, Mr Atalay noted that Turkey exerts very important efforts for the recognition of the "Turkish Republic of Northern Cyprus" ("TRNC") and that a distance has been covered on this issue. Mr Atalay alleged that the pseudostate "has been recognized in the world as a country that follows constructive policies" and "a more positive country".

    Reminding that until now the Turkish Cypriots have been participating in the OEC meetings as "Turkish Cypriot Moslem Community", Mr Atalay announced that from now on their participation as "Turkish Cypriot State" has been decided.

    Mr Atalay described this decision as "a very important gain from Turkey's point of view".

    Local ORTAM newspaper (14.09.04) reports on the Turkish State Minister´s statements under the title "Abroad `Turkish Cypriot State´, at home `Turkish Republic of Northern Cyprus´ ".

    [04] The decision of the regime on the right of foreigners to own property in the occupied areas of Cyprus and the so-called decree for Karpass are criticized

    Turkish Cypriot daily HALKIN SESI newspaper (14.09.04) reports that Turkish Cypriot experts on real estate issues have criticized the so-called decree for Karpass peninsula and the recent decision of the "government" of the occupation regime on the right of the foreigners to own property in the occupied areas of Cyprus. According to this decision the foreigners have no right to own property in northern Cyprus. They can only lease it from the occupation regime for 125 years.

    The paper notes that real estate experts said that there were many investments in the area before the enforcement of the "decree" which regulates the construction in certain areas close to the sea in Karpass peninsula. In this way the Greek Cypriots, who according to the provisions of the Annan plan would return and settle there, argued the real estate experts, would find before them big companies and property owners and would not be able to take their property as they wished. The real estate experts underlined that the great majority of the property in Karpass is given to colonizers from Turkey, who according to the Annan Plan would not be given property.

    The real estate experts argue that the building sector and the other sectors related to the constructions will decline as a result of the recent "law" regarding the property rights of the foreigners. They noted that with the new application, the obligations of the lessee in a solution within the framework of the Annan plan are transferred to the owner and the state.

    In case the leasing decision is applied, they argued, at least one thousand persons will not accept to buy property in this manner and will demand their money back.

    Meanwhile, commenting on the issue, the chairman of the Union of Turkish Cypriot Constructors and Real Estate Investors, Mr Ali Ozmen Safa said that this "law" will deal a blow to the economy of the pseudostate. "This is tantamount to imposing the embargo, for which we are complaining, to ourselves", he added.

    [05] The shepherds in occupied Cyprus accused the pseudogovernment of not taking measures against the Wizna Meadi disease

    Turkish Cypriot daily YENI DUZEN newspaper (14.09.04) reports that the Wizna Meadi disease is spreading in the occupied areas of Cyprus causing the death of many sheep. However the pseudogovernment does not take measures against it.

    The disease which is spread mainly in the occupied Luricina village, has already caused the death of many sheep. According to the village's shepherds, every day they find a dead sheep when they go to the sheepfold to check their animals. One of the shepherds stated that forty of his sheep have already died because of this disease. The shepherds strongly complain that the so-called agriculture ministry does not take measures to help them.

    [06] The Union of Owners of Public Vehicles will close the crossing points of Ayios Dhometios and Pergamos next Thursday, 16 of September

    Turkish Cypriot daily VATAN newspaper (14.09.04) reports that the Union of Owners of Public Vehicles (KAR-IS) announced that its members are organising a protest on Thursday, 16 of September in the framework of which they will close the crossing points of Ayios Dhometios and Pergamos.

    "The Greek Cypriot Administration does not give permission to `TRNC´ commercial vehicles to cross over for 17 months now putting forth various pretexts and the EU remains silent although it is informed about the issue", said Mr Aziz Gece in statements he made on behalf of KAR-IS.

    Mr Gece also said that he met with Mr Talat to ask for his help on the issue but the so-called government did not give any reply to their demand in spite of the fact that the deadline given by the Union for taking measures has elapsed.

    [07] Adultery hitch in Turkey-EU ties

    Under the above title Turkish Daily News (14.09.04) reports the following:

    "Turkish Parliament will start debating the new Turkish Penal Code (TCK) today in a extraordinary session. There is serious consternation both in Europe and in Turkey about certain parts of the new TCK, which originally aimed to advance Turkish law and make it more in harmony with the European Union norms.

    Among the most divisive issues is adultery, which leading European newspapers comment that it may hurt Ankara's plan to start membership talks with the EU. The government wants to make adultery a criminal offence, necessitating a complaint by one of the spouses.

    Ordinary people on the streets all agree that this is a serious issue, but note that many other articles of the new code may contain equally important matters, which are not aired in public.

    While the government intends to change the TCK bill to include the adultery amendment, opposition seems equally committed to delay the process long enough to create an embarrassment for ruling Justice and Development Party."


    [B] COMMENTARIES, EDITORIALS AND ANALYSIS

    [08] Columnist in KIBRIS argues that Zionism is behind the sale of stolen Greek Cypriot properties which will turn Cyprus into Palestine

    In a commentary in local KIBRIS (11.09.04) Ahmet Tolgay comments on "the topic of the day", as he describes the sale of stolen Greek Cypriot properties, which are occupied by Turkish troops since the unprovoked Turkish invasion of 1974.

    Mr Tolgay expresses astonishment over the fact that efforts are exerted to donate to the occupation regime 250 million Euro in five years when in three months Jewish, British and colonizers from Turkey have earned TWO BILLION DOLLARS from the sale of stolen properties, which belong to EU citizens, for whom nobody cares.

    Mr Tolgay argues that behind this development in occupied Cyprus lies Israel and the principle of expansion of the Zionism, and strangely enough, that Greek Cypriots who live in the free areas of Cyprus are among the buyers of stolen Greek Cypriot properties.

    The full text of the commentary, under the title: "Where are we heading to?" is as follows:

    "The sale in the `TRNC´ of properties worth $2 billion in three months is the topic of the day. This is a frightening figure vis-à-vis the total area and the general financial standing of our country.

    At a time when we dream about getting 250 million Euro in five years from the EU, a resource worth five times as much has been generated. My God, the market is great!

    It is evident, however, that the intrigues behind this affair are also great!

    Carried away by a strong desire for money, the Turkish Cypriots are being dragged to the perils of dangerous adventures as a result of the plots designed against them.

    With every piece of land that we sell, we are gradually giving away the sovereignty that we value highly, in a way that we shall not be able to get it back.

    Sovereignty belongs to whoever has the land and the capital.

    While we give away our land, we are unable to turn into investment and capital the money that comes in. The money is either spent for luxurious living or for the creation of new chieftainships in Anatolia if those selling are of Anatolian origin.

    The one that sells the land here for 100,000 Pounds Sterling goes and becomes the owner of a village in Anatolia with that money. The result is a "Made in TRNC" chieftain.

    It is rumored that those pouring in hundreds of millions of dollars to buy properties in the north are the British, Germans, Greek Cypriots and, pay attention, the Jews.

    I wrote in this column several months ago that the uncontrolled and ignorant sale of land would turn our country into another Palestine. Our worries and comparisons are being justified now that the Jews also are involved.

    The principles of expansionism and usurpation occupy an important place in the very basis of Zionism. Unable to accommodate itself within its borders, Israel carries its units of settlement into the final survival area of the Palestinians. It has also started to exhibit interest in lands farther away. It has moved to expand itself into the Iraqi lands with the support of the Kurds and the Americans there.

    Turkey's GAP [Southeastern Anatolia Project] region, which promises a great future, is also passing over to Jewish capital parcel by parcel. This started causing uneasiness in Turkey. Newspapers have reported it in their leading stories and commented on it in their columns.

    Hundreds of Jewish women are guided to give birth in the GAP region so that their children may become Turkish citizens.

    The very clear signs of the Jewish syndrome started appearing in the `TRNC´ now.

    The developments have started making even the Greek Cypriot administration uneasy. The Greek Cypriots are investigating the role in this big plot, and are making warnings. There is still no awakening on our side, where the strong desire for money confuses the minds and ignorance blunts the logic. Where are we heading? It is high time the `government´ made public the amount of properties sold to foreigners and at what price.

    Note: Not insensitive to the issue, the `government´ has prepared a `bill´ that introduces new provisions to govern the sale of immovable properties to foreigners. It is a positive development. It seems, though, that the `bill´, which has not yet been debated in the `parliament´, lacks the effectiveness and ability to offset the blow we have suffered. The final shape that the `bill´ will take is not definite. This `bill´ will be the subject of intensive debate in the days ahead."
