[A] NEWS ITEMS[01] Talat calls on the Turkish Cypriots to "become active"Turkish Cypriot daily AFRIKA newspaper (13.08.04) reports that Mehmet Ali Talat, so-called prime minister of the occupation regime, has called on the Turkish Cypriots to "become active".The paper reminds that the Turkish Cypriot leader, Rauf Denktas had also called on the Turkish Cypriot civilian organizations to wake up from their deep sleep and start struggle. According to the paper, Mr Talat said: "The part of the (society) that must really become active is the 65 % which said YES in the referendum, because within the period until the middle of September we shall go through critical days as regards to the solution of the Cyprus problem. There will be a duty for everybody who wants a solution, not only for the government". [02] Izcan asks the application of those proposals of the Greek Cypriots which are "positive"; Dialogue must continueTurkish Cypriot daily KIBRIS newspaper (13.08.04) reports that Izzet Izcan, the General Secretary of the United Cyprus Party (UCP) has asked to put into practice of those proposals by the Government of the Republic of Cyprus, which "are positive".In a meeting of his party in occupied Famagusta, Mr Izcan noted that UCP was aware of the fact that the above-mentioned economic openings towards the Turkish Cypriots could not substitute the solution, but added that all positive proposals aiming at the unification of the economy of the island should be supported. He expressed the opinion that the proposals of the Government of Cyprus should be carefully examined, the positive ones should be applied and the problems should be overcome through dialogue. "Avoiding dialogue is wrong", he pointed out. [03] Deniz: "The off-shore companies will create a sudden expansion in the business sector"Turkish Cypriot daily KIBRIS newspaper (13.08.04) reports that the new so-called minister of economy and tourism of the occupation regime, Dervis Kemal Deniz has said that the off-shore companies, which will be opened in the occupied areas of Cyprus, would create a sudden expansion in the business sector of the pseudostate, during this most important period of the Cyprus problem.Mr Deniz argued that the occupied part of Cyprus "will be carried into the European Union with the off-shore companies". He noted that the former "minister" of economy, Ayse Donmezer was not very positive on this issue. Mr Deniz said that they could make agreements with countries which are not EU - members for the creation and development of off-shore companies in the occupied part of Cyprus. [04] Turkey revises deficit targetTurkish NTV television (12.08.04 Internet version) broadcast that Turkish Deputy Prime Minister Mr Abdullatif Sener announced on Thursday that the government had revised its budget deficit estimates from $7.6 billion to $10.8 billion.Mr Sener said that the same situation was seen in many developed countries as well. The revision came after a meeting of the Economic Co-ordination Board in the capital Ankara. On Tuesday the Turkish Central Bank announced that current deficit has seen an increase of 90 percent in the first half of 2004 in comparison to the same period of 2003 and stood at $9.9 billion. Mr Sener noted that in the last legislative year an investment of 182.4 trillion TL had been approved and used in 36 provinces that have lower per capita income than $1,500. The Deputy Prime Minister said that the government had reached a tentative agreement with the International Monetary Fund to conclude a further three year stand-by deal, a move that had been favoured by the markets. [05] Turkish kurush coming back to lifeTurkish NTV television (12.08.04 Internet version) broadcast that Turkish Lira cent or the "kurush", which long since disappeared into history with massive devaluation of the currency, is coming back to life in the state mint, the Darphane.The Darphane announced on Thursday that they have started minting one and five kurush coins as part of the program to issue a new currency. The Turkish Lira (TL) will be renamed the Yeni (New) Turkish Lira (YTL), with the new currency having six zeros removed. As such the present one million TL note would be equivalent to one YTL. In addition to the one and five kurush coins, there will be 10, 25 and 50 kurush coins and larger denomination YTL banknotes. The Darphane said that it would be producing 1,200,000 coins with total weight of 6,356 tones and worth 424,900,000 YTL by the end of 2004. The distribution of the YTL will start in the beginning of 2005. [B] COMMENTARIES, EDITORIALS AND ANALYSIS[06] Denktas and Talat will take the people to the streetsThe local Turkish Cypriot daily AFRIKA newspaper (13.08.04) in the "Diary" column under the above title writes:"Rauf Denktas and Mehmet Ali Talat have put aside the solution and directed their efforts for the removal of the isolation. Despite the fact that they, time and again, repeat that 'nothing could take the place of a comprehensive solution', what they really want is the securing of the continuation of the separate state in the north of Cyprus and make it to be acceptable by the world. Had they worked towards a solution they would have intensify their activities towards that end, they would have supported the Greek Cypriots Security Council guarantee demands as regards the Annan plan and worked for a second referenda. There is no such effort. There are efforts towards the opposite direction. Now, they are trying with a view to removing the isolations encourage the organizations to take the streets and hold meetings. They will drag the people behind a strategy that no body knows which authority charted that strategy.People will be on the streets and will demand the removal of the isolations. Talat gave the go ahead the other day when he had a meeting with the representatives of the 'this country is our platform' and told them what to do. Talat is being guided from Ankara and Ankara in its turn is being guided from the USA. Since neither Ankara nor the USA could say to the platform these, instead Talat is saying. 'if Turkey gets a date from the EU its hands will be weaken as regards Cyprus'. so, what should we do we have to work to remove the isolations until December.And if we could not remove the isolations until that date then our job would become difficult. For this reason not only Talat but Denktas as well are trying to bring people to the streets. Recently Denktas and Talat say the same thing.
