    [01] Talat says that after the Annan Plan the Confidence Building Measures have lost their meaning

    Turkish Cypriot daily KIBRIS newspaper (15.07.03) reports that Mehmet Ali Talat, leader of the Republican Turkish Party (RTP), said yesterday that the Confidence Building Measures proposed on the basis of the logic prevailing ten years ago have lost their meaning after the Annan Plan.

    Reminding that the Turkish Cypriot leader Rauf Denktas had rejected the same measures, Mr Talat expressed the opinion that there is no lack of confidence between the two communities in Cyprus. "We need Confidence Building Measures between Denktas and the people. It is now very difficult to achieve this confidence", Talat noted and added: "We have nothing against their being implemented. We wish they were implemented, but the intention of Denktas is to gain time and create confusion. These proposals could never be a solution, just like the opening of the doors could not too".

    Arguing that the Turkish Cypriot leader would make similar proposals within the next few days, Mr Talat said: "They want both to condemn Cyprus to the non-solution and bring Turkey to a clashing point with the EU by blocking its way to the EU. .They tell us to support the state. Which state? The state became the sultanate of Denktas and Eroglu's dynasty. People are being wasted away. People are taking passports from another state. It is you who are calling it 'another state'. The people came to a point that they are waiting everything from that other state. However, if the Cyprus problem had been solved these problems would not exist. .".

    [02] Tension at the "assembly" yesterday during the discussion of the Cyprus problem

    Turkish Cypriot daily KIBRIS newspaper (15.07.03) reports that tension was created yesterday during the discussion of the Cyprus problem at the last meeting of the illegal "assembly" before the summer vacations. According to the paper, when Mr Serdar Denktas, leader of the Democratic Party (DP), argued that during the last 40 years both sides have been acting within the framework of the logic "let me reject what the other side accepted", Tahsin Ertugruloglu, so-called minister of foreign affairs, reacted strongly and said: "Is there anyone who wants to make an agreement with us? How could you say that we do not want a solution?" Mr Serdar Denktas supported also that both those who do not want a solution and the followers of the "give up policy" are causing harm to what he described "the TRNC people".

    Meanwhile, Turkish Cypriot daily AFRIKA newspaper (15.07.03) writes that during the session Mr Mustafa Akinci, so-called "MP" of the Communal Liberation Party (CLP) and leader of the Peace and Democracy Movement (PDM), reiterated that the Turkish Army is administrating the occupied areas. Commenting on so-called prime minister Eroglu's statement that he governs the occupied areas and not the army, Mr Akinci noted:

    "Mr Eroglu knows it too. Even he himself does not believe in what he is saying, because he has lived this in practice. Could this assembly, even if it discusses all night, reduce the military service from 15 to 12 or nine months? .Everybody knows that this decision is not taken at the assembly. Such decisions are not taken even at the council of ministers. The place they are taken is obvious: The General Staff. Therefore, let us not deceive ourselves by saying that there is democracy in the country. .

    If there was real democracy like Eroglu claims we could begin using the euro. Such decisions could be taken in this country. The people and the world know how the appointments to posts such as the Central Bank, the Turkish Cypriot Airlines and the Civil Defense are made. .Why, Mr Eroglu the European Court of Human Rights does not hold you responsible? Why does it not hold you or the minister of foreign affairs and defense or someone else responsible for preventing Ahmet Cavit An from visiting the south? Why does it say that Turkey controls everything? Because they know that your power here depends on Turkey. Why do they want the compensations for Titina Loizidou from Turkey and not from you Mr Eroglu? Don't you know the reason for this?.".

    Meanwhile, according to Turkish Cypriot daily VOLKAN newspaper (15.07.03), responding to Mr Akinci, Mr Eroglu asked him the following: "If you do not see the development, the democratization of the country, why do you still sit in this assembly?"

    [03] YENIDUZEN newspaper writes that in the letter sent by Mr Denktas proposing the opening of Nicosia airport there is no mention of Varosha

    Under the title "in Denktas' letter there is no proposal for the opening of the closed sector of Varosha" and the subtitle "Denktas' lie" YENIDUZEN (15.07.03) reports:

    "Well, was Varosha area proposed? Rauf Denktas held a press conference last Friday and in front of the Turkish Cypriot, Greek Cypriot, Turkish and foreign press made a statement saying that he proposed to the UN a package that includes the opening of a part of the closed sector of Varosha under UN supervision for the benefit for both sides. After that statement, Turkey's Foreign Affairs Minister Abdullah Gul expressed satisfaction with the proposal for opening Varosha.

    Subtitle: There is not even a line about Varosha!...

    YENIDUZEN got hold of the letters that Rauf Denktas sent to UN Secretary-General Kofi Annan and to the President of the Greek Cypriot Administration Tassos Papadopoulos. In the letters, there is not a single line that mentions Varosha. Only the international airport of Nicosia is mentioned. An expert, who doesn't want to reveal his identity, said: 'It is not possible to open the airport from a technical point of view and Denktas is aware of this situation'."

    [04] The "Mayor" of occupied Nicosia accused the pseudogovernment of reducing the budget of the "municipalities" that will receive subsidy from the EU

    Turkish Cypriot daily newspaper KIBRIS (15.07.03) reports that Mr Kutlay Erk, the "Mayor" of occupied Nicosia stated during a press conference, that the pseudogovernment reduced the budget of the "municipalities" that will receive subsidy from the EU, from 60% to 16%.

    Mr Erk said that the pseudogovernment is against the external financial support and therefore tries to put obstacles to the three "municipalities" of the opposition (occupied Kyrenia, Famagusta and Nicosia), which will share between them a subsidy of 6 million Euros, given by the EU. "With this and similar action they want to tie the hands of the 'municipalities' which are not related to the 'government'", he said. Mr Erk also stated that the "municipalities" would receive the EU aid in October.

    In addition, Mr Erk stated at the press conference that "they will open Nicosia and the other occupied towns to the world" and stressed that the opening of the so-called "borders" is only the beginning.

    [05] Case of brucellosis in occupied Cyprus spread fear among farmers

    Turkish Cypriot daily newspaper KIBRIS (15.07.03) reports that a case of brucellosis spread the fear among the stock breeders in the pseudostate.

    As the paper reports, a farmer from the occupied Hamid Mandres village, went to a clinic where he took some blood tests and discovered that he has the illness of brucellosis. The paper writes that the incident created panic between the stockbreeding producers who are now under the tread of the illness.

    According to KIBRIS some farmers complained that the animals found to be infected are not picked up by the so-called Veterinary Department and that some stock farmers do not take the test of brucellosis.

    [06] Turkish Cypriot columnist accuses the occupation regime of exerting pressure on the settlers in order to get their votes in the December "elections"

    Hasan Hasturer of Turkish Cypriot daily KIBRIS newspaper (15.07.03) accuses the occupation regime of exerting pressure on the settlers in order to get their votes in the December "elections". Under the title "'Are we sheep and they are searching a shepherd for us?'" Mr Hasturer refers to a conversation on a radio programme he had with the chairman of the Turkish settlers Dr Nuri Cevikel.

    Noting that the Turkish Cypriot leader Rauf Denktas and the circles, which support him, have been always manipulating the settlers from Turkey during the "elections" in the occupied areas, in order to "preserve their power and furnish it with a democratic cover", Mr Hasturer writes, inter alia, the following:

    ".Yesterday afternoon I was the guest of Aysu Basri at KIBRIS FM. Sadan Turkkan, chairman of the fighters' association made yesterday a statement the message of which was exactly the opposite of the one he had given a few days ago. We tried very hard to have Turkkan on the programme together with Cevikel, but we could not achieve this. After the previous statement he disappeared. Cevikel said:

    'They are experiencing what we lived before'. When we asked him to explain, he said: 'As soon as we had made the statement that we support peace and solution, some circles got into action and attacked us in various ways. We resisted and overcame this. Before the joint press conference with Sadan Turkkan we had a meeting at his house and formed the text of the statement. He knew everything. He made his (last) statement without informing his colleagues because he was under pressure. Afterwards he turned off his telephones and disappeared. .'

    I asked him what they think about these pressures. His answer was short and clear: 'What could be more natural than that in such an anti-democratic regime?'

    Nuri Cevikel and his colleagues cannot accept such attacks by Denktas. They are furious because Denktas and his circles equate them with the state. .

    According to Cevikel, those among the refugees from Turkey who came on the front line in politics are 'puppet personalities'. And he continues: 'The regime wanted such representatives and finding them was not difficult'.

    The citizens from Turkey began to wake up. After the gates opened they clearly realized that they had been deceived. The great majority of those who came right after 1974 were illiterate. They had been threatened. They were getting the message that they would have been sent back. However, in time their children grew up. They went to the highest level of the education. Thanks to them the eyes of their families opened. The world was not like Denktas and what the National Unity Party (NUP) told them. When they woke up and raised their voice, Denktas, NUP, the Democratic Party and the staff of the embassy were panicked. Their threats were useless. .

    New names were searched. At this point Nuri Cevikel told us that during the recent visit of Rauf Denktas in Turkey he met with the former Turkish politician Aytac Besesler and said to him: 'The relations with your people have been broken off. Come and deal with them'. Afterwards Besesler called some people in Famagusta on the phone, asked about the situation and described his conversation with Denktas. What has the first reaction to Besesler been? The person at the other end of the telephone told him not to come and interfere because he would be beaten up in the square.

    After this Cevikel said: 'Are we sheep to be looking for a shepherd for us?
