    [01] Ertugruloglu criticizes 'Common Vision'

    According to KIBRIS (14.08.02) the so-called Foreign Affairs and Defence Minister, Tahsin Ertugruloglu, has declared that the document entitled the Vision of the Turkish Cypriot Civil Society is the product of a mentality that portrays the Turkish Cypriot people as a helpless community that advocates surrender to the Greek Cypriots and the EU. Ertugruloglu described the document as the officiousness of a small group. Not only will this achieve nothing other than harm the Turkish Cypriots and the national cause, it will also not contribute positively to the ongoing negotiations, he said. Ertugruloglu stated: "It is clear that those who came out with the joint vision only encourage the Greek Cypriot side and distance it from the need to reach a conciliation through negotiations. The act of humiliating one's people and state was done with the utmost skill. I congratulate them."

    Ertugruloglu made the statement in response to a TAK [Turkish Cypriot News Agency] correspondent's question asking his views on the document pertaining to the common vision of the Turkish Cypriot civil society. Describing the common vision of the Turkish Cypriot civil society as the officiousness of a small group, Ertugruloglu said that the honourable and sensible Turkish Cypriot people will not make concessions because of economic difficulties, and they will give the necessary response when the time comes.

    [02] Angolemli criticizes Ertugruloglu's remarks on the "Common Vision"

    The leader of the Communal Liberation Party (CLP) Huseyin Angolemli, in a written statement yesterday, said remarks by so-called Foreign Affairs and Defence Minister Tahsin Ertugruloglu against the declaration of the 86 NGO's "Common Vision" demonstrate that he is far from the Turkish Cypriots/ desire for a settlement, KIBRIS (14.08.02) reports.

    Angolemli added that instead of making accusations against the declaration, he should have read it carefully and commented on it to see if there are any mistakes or omissions.

    Stressing that the Turkish Cypriots strongly demand a Cyprus settlement and want Cyprus to join the EU, Angolemli said: "The negotiators (Turkish Cypriot leader Rauf Denktas and President Glafcos Clerides) bear full responsibility for reaching a settlement that reflects the desire of their people. Those who think like Ertugruloglu must be aware that the 'Common Vision' prepared by the Turkish Cypriot Chamber of Commerce is not a document that will get the Turkish Cypriot side in trouble. Those who get us in a real trouble are those who speak without thinking."

    [03] Necmettin Baykul is appointed 'Commander of Security Forces' in occupied area

    KIBRIS (13.08.02) reports that Brigadier-General Necmettin Baykul has been appointed Commander of the "Security Forces" in the occupied areas. Brigadier-General Baykul will take over the Command of the "Security Forces" on Friday, 16 August. Brigadier-General Galip Mendi has been serving as the Commander of the Security Forces for the past two years.

    [04] Mustafa Akinci says that "Denktas' responsibilities are much more than those referred in the article of Memduh Ener"

    AFRIKA (14.8.02) reports that Mustafa Akinci, so-called Communal Liberation Party (CLP) deputy, protested against the fact that the two Turkish Cypriot journalists, Sener Levent and Memduh Ener, have been imprisoned because of an article published in 1999 in AVRUPA newspaper under the title "Who is the Traitor?".

    In a written statement issued yesterday, Mr Akinci said the responsibilities of Turkish Cypriot leader, Rauf Denktas, regarding the situation in the occupied area, are much more than those referred in Memduh Ener/s article. Mr Akinci notes, inter alia, the following in his statement:

    ".Memduh Ener asks who is the number one traitor. As I mentioned before, this is a matter of a fine distinction. History could change the place of those who are on either side of this line. .Loving a country should mean loving its people not the land. It should mean trying to make those people happy and healthy. Therefore Denktas, in the eyes of some people, the leader who exalted the community and for some others a traitor. Basically, with his policies Mr Denktas left no community, which could be exalted or betrayed. If there is no serious change in his policies within the next few months, those who have remained from this community will be eliminated after the unilateral accession of the Greek Cypriots to the EU. In this situation, how could a non-existent entity be exalted or betrayed? In a few words, I would like to express my sorrow over the fact that Mr Denktas' responsibilities are much more than those referred in Memduh Ener/s article. .".

    [05] NPM is preparing to express its own "vision"

    VOLKAN (14.8.02) reports on the preparations to counteract the 86 NGO/s common vision. The paper says the announcement of the "Declaration of the TRNC Civilian Initiative", which "aims at making known to the world the common vision of the Turkish Cypriot non-governmental organizations regarding finding a solution to the Cyprus problem and joining the European Union, have entered into their final stage."

    The paper writes that the initiative for this declaration has been taken by the Nationalist People's Movement (NPM). According to VOLKAN, 95 organizations, which represent 140 thousand people, will be signing the declaration. The paper also alleges that to date 70 organizations from outside Cyprus, which have 400 thousand members, have signed the declaration, which will be published tomorrow at a press conference.


    [B] COMMENTARIES, EDITORIALS AND ANALYSIS

    [06] Turkish Cypriot columnist calls on the EU not to give Turkey a date for starting its accession talks before the solution of the Cyprus problem

    Ali Osman of AFRIKA (14.8.02) calls on the European Union not to give Turkey a date for starting accession talks before the solution of the Cyprus problem because this would mean approving the occupation of Cyprus by the Turkish armed forces.

    Under the title "The EU door is closed.", Mr Osman writes, inter alia, the following:

    "Turkey has made a step forward towards the EU and passed the Harmonization Laws. Ahmet Necdet Sezer has signed these laws. There is a factor, however, which is forgotten. And this is the Denktas factor.

    A lot of generals, who today are in Turkey's National Security Council or even in high posts in the Command of the Army, have passed from the northern part of Cyprus. They came here perhaps two or three times each. As is known, no commander gets a promotion after he leaves from here without the approval of Denktas.

    .Here is the Denktas factor in matters regarding the EU and other matters related to Cyprus. Denktas is against the EU. He does not want a solution and he is doing everything he can to annex the northern part of Cyprus to Turkey. He continues to serve the mission he undertook in 1958. His job gets easier due to the fact that officers in the highest ranks of the Turkish army have passed from here, because the army too does not support the EU and the solution of the Cyprus problem.

    Turkey is an occupier in the northern part of Cyprus. This has been stressed in the European Parliament as well. Is it possible for a country, which occupies the land of another country to join the EU, even if it changes its laws and says that it is harmonized with the EU? It is not. Turkey has turned the northern part of Cyprus into its 82nd province. Those who have approved the above-mentioned laws do not refrain from saying this. Turkey, which changes the laws in its 81 provinces, makes a step backwards when Cyprus' turn comes.

    Turkey is responsible for the imprisonment of Sener Levent and Memduh Ener, as it is responsible for everything, which happens here. Turkey keeps this land, which is under its occupation, outside the Copenhagen Criteria and at the same time demands negotiations with the EU. If the EU gives a date for negotiations it means that it approves the occupation. .Calling Denktas to negotiations is no different from treating Pinochet with respect. This is our call to the European Parliament. Since when do we bargain with fascists thoughts?".

    [07] Scenarios regarding postponing the 3 November elections in Turkey

    ORTAM (13.8.02) publishes an article by Guler Komurculer under the title "Here are the surprises regarding the elections". Mrs Komurculer says, inter alia, the following:

    ".Although a short time has remained until the elections, a part of public opinion believes that they could be postponed due to an unexpected situation. First of all, the great majority of the party leaders and MPs know that they will not be able to be reelected. That is why they do not want elections. Furthermore, according to an 'expert' friend of mine from Washington, this extraordinary situation is termed 'Turkish Republic of Northern Cyprus'. In October the TRNC could take the decision of annexation (despite the crucial decision regarding Cyprus, which is expected to be taken in December by the EU). Because of this, an extraordinary situation will be declared and the elections postponed. I have asked the Foreign Affairs Minister, Sukru Sina Gurel, to what extent this allegation is true, but very diplomatically he gave no answer. I asked Tayyibe Gulek, State Minister responsible for Cyprus Affairs, the same question, but she elegantly avoided answering. The comment is yours.".
