    [01] Rauf Denktas met with a German mayor; speaks again of building "bridges between two states"

    KIBRIS (23.05.02) reports that the Turkish Cypriot leader, Rauf Denktas met yesterday with Alois Karl, mayor of the German city of Neumarkt in der Oberpfaz, who is visiting the occupied areas of Cyprus.

    After the meeting, the German mayor said that they are planning on cooperating with the "municipalities" of occupied Famagusta and Nicosia in the field of culture. Furthermore, Mr Karl wished luck to the Turkish Cypriot leader, Rauf Denktas and President Clerides in the direct talks towards finding a solution to the Cyprus problem.

    On his behalf, Mr Denktas alleged that there are two "states" in Cyprus and the problem now is "building bridges between them", unifying them somewhere and leading them into the EU.

    The Turkish Cypriot leader said, inter alia, that the pseudostate has relations with 85 countries, despite the fact that it is recognized only by Turkey.

    Furthermore, KIBRIS writes that Mr Karl met also with Semi Bora, "mayor" of occupied Nicosia and Tahsin Ertugruloglu, so-called "Foreign Affairs and Defense Minister".

    [02] Ismail Cem briefed coalition leaders on Cyprus and the EU

    According to HURRIYET (22 and 23.05.02) the Turkish Foreign Minister, Mr Ismail Cem, on Tuesday briefed the coalition leaders about Turkey's EU relation in a four page "Information note" compiled by the Turkish Foreign Ministry during the cabinet's meeting in the hospital where the Prime Minister, Mr Bulent Ecevit, is undergoing treatment.

    HURRIYET reports that the main topics of the "information note" were:

    1. Securing a date for Turkey to start accession negotiations with the EU.

    2. Putting an end to capital punishment.

    3. Teaching in mother tongue.

    4. Putting an end to emergency rule in four provinces in Southeastern Turkey.

    5. Work on harmonization should not be precluded.

    6. Cyprus.

    Regarding Cyprus the note mentions that the recent visit by the UN Secretary-General was important in that the views expressed by Turkey and Denktas were right and that there is no question of making any concession. The note suggests that it is necessary to wait for the outcome of the direct talks.

    HURRIYET (23.05.02) reports that during the meeting Deputy Prime Minister Devlet Bahceli asked Cem to pay attention to Cyprus. He said: ''Cyprus is very important in the relations with the EU. We cannot turn a blind eye to this problem. Is Turkey ready to face this problem if the Greek Cypriot side is admitted to the EU without finding a solution to the Cyprus problem?"

    The paper does not report whether Mr Ismail Cem answered this question or not.

    [03] Ciller: Prime Ministry is actually vacant

    Under the above title, Turkish Daily News (23.05.02) publishes the following news report:

    "Main opposition True Path Party (DYP) leader Tansu Ciller said that the leaders summit held by the DSP-MHP-ANAP coalition government at the Baskent Hospital on Tuesday ended in a way that the entire country was not satisfied with it. Stressing that the prime minister's seat was actually vacant, Ciller urged the establishment of an elected government as soon as possible.

    Addressing her group in Parliament on Wednesday, Ciller noted that Turkey would of course do its best for the recovery of Prime Minister Bulent Ecevit, but added that people should also make efforts to heal themselves. Referring to the condition of Ecevit, Ciller said: "The symbolic image has ended now, and the seat is actually vacant. That seat (prime minister's seat) is vacant." Ciller said that the seat was also vacant against the developments in the economy, EU, Cyprus and the Middle East.

    Ciller stated that the risk of proceeding with a government, which has completed its life span, might be transformed into an opportunity of establishing a new government. Ciller noted that the political knot might be turned into a new beginning with a new conciliation.

    Ciller noted that the Turkish Parliament has worn out together with the government, adding that it was hard to set up a new government within this parliament. She emphasized that an elected government should be set up.

    Recalling that the DYP might set up a minority government in such a period, Ciller said that even the state minister responsible for economy Kemal Dervis noted that an election would not badly affect the economy despite the claims to the contrary.

    [04] The Turkish coastguard opens fire against immigrants; one of them is shot dead

    KIBRIS (23.05.02) reports that yesterday Turkey's coastguard opened fire against a vessel with about 250 illegal immigrants that had departed from Mersin, Turkey, and was reportedly heading to Italy or the free areas of Cyprus.

    The paper writes that one of the immigrants was killed and five others wounded during the shots and were taken to hospitals in the occupied part of Nicosia and the city of Kyrenia. The three of the wounded are 20-year old men and the other two are girls, 13 and 15 years old, respectively.

    According to the paper, the coastguard, which has been following the vessel, opened fire because the captain of the vessel did not listen to its warnings to stop.

    [05] The Chief of the South European Desk of the Foreign and Commonwealth Office met with official of the National Unity Party

    KIBRIS (23.05.02) reports that the Chief of the South European Desk of the British Foreign and Commonwealth Office, Mr Robert Sinn, visited yesterday the National Unity Party (NUP). He was accompanied by the Cyprus Desk Officer of the British Foreign and Commonwealth Office, Ms Sarah and the Officer in Charge of Turkish Affairs of the British High Commission, Mr Jill Morris.

    Mr Sinn met with Mr Ilker Nevzat, member of NUP, and he was briefed on the latest developments in the Cyprus problem.

    In statements he made Mr Sinn said that he is visiting Cyprus for the first time and added: "I am here to listen". He also said that he is carrying out contacts in the occupied areas in order to be informed about the worries and desires of the Turkish Cypriots as well as the views of the opposition.
