    [01] The Turkish Cypriot leader is leaving for Ankara. Ismail Cem to visit the occupied areas on 16 April

    The Turkish Cypriot leader, Mr. Rauf Denktash, is leaving for Ankara today for a series of contacts.

    KIBRISLI (12.4.01) reports that in the framework of his meetings Denktash will invite Turkish officials competent for economic issues to visit the occupied areas.

    Illegal Bayrak television (11.4.01) broadcast that Denktash will leave for Ankara today as guest of the Foreign Affairs Committee of the Turkish Grand National Assembly (TGNA). Denktash will today meet with Sukru Sina Gurel, Turkish State Minister in Charge of Cyprus Affairs and will brief the TGNA Foreign Affairs Committee on current developments in the Cyprus problem. He will subsequently meet the Turkish Prime Minister, Mr. Bulent Ecevit and the Turkish President, Mr. Ahmet Necdet Sezer.

    On Friday Denktash will meet with the Turkish Foreign Minister, Mr. Ismail Cem and with the Turkish Minister of Health, Mr. Osman Durmush and will deliver a speech at Hacettepe University.

    It is also reported that the Turkish Foreign Minister, Mr. Ismail Cem, will visit the occupied areas on 16 April and will leave on 18 April.

    [02] The Turkish Foreign Ministry repeats allegations on so-called embargo According to KIBRIS (12.4.01) the Turkish Foreign Ministry Deputy Spokesman,

    Mr. Huseyin Dirioz, yesterday said that Turkey did not welcome initiatives by US Congress to bring a draft resolution on the agenda regarding the violations of the human rights of the Greek Cypriots and Maronites living in the territory of Cyprus under occupation since the Turkish invasion of 1974.

    Although Turkey invaded Cyprus in 1974 and forced 200,000 Greek Cypriots to leave their ancestral homes the Deputy Spokesman of the Turkish Foreign Ministry alleged that the only human rights violations in Cyprus is the so- called embargo on the occupied areas.

    Asked about Cyprus/ accession negotiations for EU membership Dirioz repeated that Turkey is against these negotiations.

    [03] Youth organizations of the opposition parties in the occupied areas want peace

    YENIDUZEN (12.4.01) reports that the youth organizations of the political parties in the occupied areas took part in ``Akis'' programme of the illegal Bayrak television on Tuesday night (10.4.01). Discussion centered on the Cyprus problem.

    The youth organizations expressed different views according to their political parties positions and two opposite views came to the surface. The first view was that supported by the youth organizations of the Republican Turkish Party (RTP), the Communal Liberation Party (CLP) and the Patriotic Union Movement (PUM) who were defending peace. On the other side were the National Unity Party (NUP), the Democratic Party (DP), the Nationalist Justice Party (NJP) and the National Revival Party (NRP) who were supporting the position ``solution is the non-solution''.

    Speaking during the programme, the General Secretary of RTP`s youth Erkut Sahali referred to the problems faced of by the Turkish Cypriots today and said that there is no possibility of solving the problem of unemployment, when the presence of 40,000 illegal workers is being protected. And for this reason the Turkish Cypriots are forced to emigrate in order to find jobs. ``How can the existence of the Turkish Cypriots on the island be protected?'' he asked.

    Stressing that as a result of emigration the youth population in occupied Cyprus is decreasing Erkut Sahali said that in 1996 the population in North Cyprus was 200,675 and the youth between the age 12-24 were 55,997 or 27,9%, but in 1999 the population was 207,732 and the youth were only 50,950 i.e. 25,5% of the whole population.

    The co-ordinator of the programme Mete Tumerkan posed the following question to the youth representatives of the political parties: ``Since the Greek Cypriot youth want peace so much why do they not lift the embargo and why do they not help our youth to attend international sport and cultural contests?''

    Yusuf Alkin, representative of CLP, replied as follows: ``The answer lies in the international law. The world recognizes the Cyprus Republic. Even the Turkish Republic recognizes the Cyprus Republic, so no team can come here. The sovereignty of Cyprus in the North is not recognized by anybody''.

    Erkut Sahali said that the federation proposal provided a serious advantage for the Turkish Cypriots in the international field and it was a great mistake to abandon that and ask for a solution of confederation.

    Murat Kanatli, the General Secretary of PUM/s youth, called on the youth to take part in the Olympic games in a joint team with the Greek Cypriots. This proposal received a negative reaction from the youth organizations of the right wing parties.

    [04] Turkish Cypriot Organizations urge Denktash to return to the negotiating table

    Turkish Cypriot daily AVRUPA (12.4.01) under the title ``Denktash, return to the negotiating table'', reports that 41 non-governmental organizations including the Republican Turkish Party (RTP) and Patriotic Union Movement (PUM) yesterday submitted a memorandum to the Turkish Cypriot leader Mr. Rauf Denktash asking him to return to the negotiating table without preconditions.

    The organizations demanded from Denktash to defend the proposal of a bi- communal federation based on political equality.

    [05] Suleyman Demirel said to be behind a new political party in Turkey According to ``Milliyet'' (12.04.01) the Turkish Union of Chambers and

    Commodities Exchange (TOBB) will propose to the formal President of Turkey, Suleyman Demirel, to become its official advisor. ``Milliyet'' reports that this proposal is remarkable as it was made at a period when TOBB is trying to create a political party. Mr. Demirel is at present the unofficial advisor of the TOBB. The idea of Demirel`s becoming the official advisor of the Union has been put forward by the President of Istanbul's Chamber of Commerce, Mehmet Yildirim, writes the paper adding that the demand was two days ago put to TOBB`s President, Fuat Miras, at the meeting of the Presidents of the Chambers. It has been announced that Mr. Miras could make the proposal to Mr.Demirel within the next few days, says ``Milliyet''.

    As far as the preparations for the establishment of a new political party are concerned, ``Milliyet'' reports that it has not yet been decided who will be the leader of the new party and that the first step of the preparations will be made tomorrow at a meeting in Istanbul. The paper concludes as follows:

    ``According to the businessmen who think that there is no chance for serving the people within the political coalition structure which exists today, another alternative for Turkey`s future is the Presidential System. However, this possibility seems weak. The businessmen wish first of all to create a party with a democratic structure in which people will be participating''.

    [06] Denktash meets the French Ambassador According to ``Halkin Sesi'' (12.04.01), the Turkish Cypriot leader, Rauf

    Denktash, yesterday met the Ambassador of France Mr. Jean Bernard Devaivre, who is leaving Cyprus. During the meeting, Mr. Denktash reminded his interlocutor that, as he claimed, the late French President, De Gaulle, said at a meeting with the late Prime Minister of Greece, Papandreou, that ``the only solution in Cyprus is the absolute separation of the communities''.

    Mr. Devaivre noted that De Gaulle`s statement had been made a long time ago at a period when very different ideas existed about Cyprus. The French diplomat supported that the accession of both communities of Cyprus to the European Union (EU), would not only benefit the island itself but also it would be a great contribution to peace for the whole region. Mr. Devaivre said that the best way for ensuring lasting peace on the island is the resumption of the talks. Mr. Devaivre noted that he was sure that peace would be guaranteed if the two sides left aside their disagreements, put everything on the table and talked.

    ``Halkin Sesi'' writes that Mr. Denktash replied to Mr. Devaivre that they had decided not to continue the proximity talks because despite the fact that everything was put on the table, in the end unacceptable things were proposed to the two sides.
