[A] NEWS ITEMS[01] Denktash says constructive ideas being raised in Geneva KIBRIS (7.11.00) reports that the fifth round of Cyprus proximity talks arecontinuing in Geneva. The Turkish Cypriot leader Denktash said that constructive ideas are being raised during the talks with a view to establishing a new partnership between the two ``states'' in Cyprus.Alvaro de Soto, UN Secretary General/s special envoy for Cyprus who is conducting the talks on behalf of Secretary General Kofi Annan, met again with Denktash this morning. The meeting began at 11:00 and lasted approximately one and a half hours. In reply to reporters/ questions after the meeting, Denktash said that the process is continuing. Describing the ideas raised during the talks as constructive, Denktash noted that the Turkish Cypriot side is responding to the ideas in an effective manner. Denktash stated that the sides are continuing to raise constructive ideas with a view to establishing a new partnership between the ``two states''. Alvaro de Soto also met with President Glafcos Clerides today. Annan will go to Geneva on 8 November and participate in the talks until 10 November. [02] Turkey: EU accession partnership document to be announced 8 November According to KIBRIS (7.11.00) the Accession Partnership Accord which willdefine Turkey/s full EU membership strategy will be announced on November 8, Wednesday.On the same day, the Commission which is the executive organ of the European Union (EU), will also present Brussel/s Partnership Progress report for 13 other candidates. The Accession Partnership Accord is defined as the road map drawn for Turkey by the EU unilaterally. The Accord constitutes ``a critical turn of a long road'' after the Ankara Treaty in 1963, the Customs Union Agreement in 1995 and finally the Helsinki Summit in 1999. The accord reminds candidate countries about the political, economic and institutional adjustment conditions that are necessary to join the EU. Through this document, the candidate countries will be expected to make commitments to fulfil these conditions by making a list of priorities and scheduling a calendar for these activities. The approval of the document by the EU Council will mean the beginning of the full membership process. The document will specify the target and the stages Turkey has to go through. Besides Turkey/s positive steps and achievements on its way to the EU, its delays, deviations and ambiguities will also be openly displayed to European and world public opinion and these matters will be debated. The Turkish government is expected to state its position towards the Accord and prepare a National Adjustment Programme by the end of 2000 or beginning of next year. The European Union (EU) Commission will state the deficiencies of Turkey from political, economic and institutional aspects on the way to the European Union (EU) full membership by announcing the Accession Partnership Accord on Wednesday. The Commission will also remind the full membership criteria and express its expectations. The paragraphs of the document related to the political, economic and institutional fields have to be evaluated differently. The political expectations from Turkey should be responded beforehand by Turkey to start the full membership negotiations with the EU. The deficiencies in the fields of economic and institutional fields can be overcome partially when the negotiations start. A foreword will be published in the document in which the Copenhagen criteria will be reminded and the expectations about the Cyprus issue will be expressed. Greece is uneasy by the fact that the Cyprus issue will most probably be included in the forward, rather than the part of ``short and medium term expectations''. Following the foreword which will also stress the importance of the strengthened political dialogue with Turkey, the short and medium term expectations and proposals will be underlined. The Turkish-Greek relations and the Cyprus issue will direct the document just like the document adopted after the Helsinki summit. Greece put pressure on the Commission asking it to adopt its views in the part of ``short and medium term expectations''. The Turkish side gave the message that the transformation of the Greek views on Cyprus and Aegean issues into a precondition will be considered an ``end that comes with the beginning''. The document which will be announced on Wednesday, reflects an image which seems not to satisfy Greece. In such a case, Greece can issue a statement the same day. Foreign sources in Brussels said that the document will be submitted for the approval of the EU Council of Ministers either on November 20 or on December [05] They also say that the attitude of Greece has to be closely monitored in the approval stage.The EU Commission will remind Articles 4 and 9 of the Final document of the Helsinki Summit dated December 1999 in the forward and stress the importance of these articles.The Article 4 of this document notes that the 13 candidate countries will participate in the enlargement process of the EU in equal conditions and they are obliged to share the same values and targets. It also calls upon the candidate countries to do everything to solve the possible border conflicts and problems in peaceful way. If this is not the case, it proposes that the sides apply to the International Court of Justice in the Hague in an appropriate time period and it gives time until the year 2004. After stressing the open support extended to the efforts of the UN Secretary General for the peaceful solution of the Cyprus issue, the ninth article of the document states that a political solution will ease the EU membership of Cyprus to the EU, adding yet this won/t be a precondition. The views of Greece, which wishes more steps to be taken in the issues of Aegean and Cyprus than the steps taken in Helsinki and which wishes these factors to be reflected as a precondition, have not been taken into consideration as the EU thought that the dialogue with Turkey should not be put under risk and Turkey wouldn/t accept that. The EU Commission resisted the insistent initiatives and pressure of Greece and noted that the Helsinki mentality has to be protected and the good relations with Turkey will lead to a beneficial atmosphere for both sides. [03] Serdar Denktash resigns from DP leadership The front page of HALKIN SESI (7.11.00) under the headlines ``Serdar Denktashannounced his resignation'' says that the Democratic Party (DP) leader Serdar Denktash has resigned from the post of party leader. Serdar Denktash announced his resignation during a meeting held by his party/s (Trikomo) and (Famagusta) district organizations last night. Independent Deputy Mursen Hudaverdioglu, in his turn, announced during the same meeting that he will join the DP.In a statement at the meeting, Serdar Denktash declared that from now on he will continue his political life serving his party as a deputy. Serdar Denktash said that the remarks to the effect that Turkish Cypriot leader Rauf Denktash wants to make his son ``prime minister'' deeply hurt him. Serdar Denktash charged that the pseudo-government used these remarks, and he decided to resign from party leadership in order to show the citizens that this is not the case. [04] ``University'' professor at international symposium KIBRIS (7.11.00) reported that the so-called head of Computer EngineeringDepartment of the so-called Near Eastern University, Dr. Adnan Khashman, has taken part at a symposium organized in Turkey between 7-11 October on New Information Processing Techniques for Military Systems by NATO Research and Organization.KIBRIS reports that a total of 29 projects were submitted at the symposium from Germany, Holland, USA, the Czech Republic, Romania, France, France, Italy, Turkey, Britain, Canada and Greece. The report notes that Dr. Adnan Khashman/s projects was on ``Automatic Detection of Military Targets Utilizing Neural Networks and Scale Space Analysis''. Speaking to KIBRIS, Dr. Khashman, who is a Jordanian married to a Turkish woman, said that the main objective of the project is to preclude hitting civilian targets by mistake. Dr. Khashman who developed a system which detects and differentiates between military and civilian targets called it Automatic Edge Detection Scheme (AEOS). He claimed that the system works at a ``zero'' mistake rate. KIBRIS claims that Dr. Khashman wrote ``TRNC'' on his project thus representing the pseudostate at the NATO meeting. [05] Denktash has lunch with US envoy According to VATAN (7.11.00) the Turkish Cypriot leader Rauf Denktash had aworking lunch on Sunday ( 5.11.00) with President Bill Clinton/s special envoy on Cyprus Alfred Moses.There was no statement after the lunch. The meeting took place in the sideliness of the proximity talks currently taking place in Geneva under UN auspices. [06] English School graduates not allowed to visit The occupation authorities in another show of intransigence have refusedpermission to Turkish Cypriot graduates of the English school to attend the celebrations of the 100th anniversary of the English School in Nicosia.According to YENIDUZEN (7.11.00) the leader of the Republican Turkish Party (CTP) Mehmet Ali Talat has criticized this behaviour and especially the regime/s excuse that the ``their demand for crossing over to the free areas does not fulfil the necessary criteria''. Talat wonders which are these criteria and who is responsible for deciding upon them. [07] Law symposium in occupied areas According to KIBRIS (7.11.00) the ``Turkey-TRNC Comparative Law Symposium''will be held on 8-10 November at the ``Near East University''.A 25- member delegation from Turkey arrives today in the occupied areas to participate at the symposium. Among these are important personalities such as the president of Turkey/s Constitutional Court Mustafa Bumin, Turkey/s president of the Supreme Court of Appeal Dr. Sami Selcuk and many others. [08] Iraqi immigrants get prison sentence KIBRIS (7.11.00) reports the 12 arrested Iraqis appeared yesterday beforethe illegal Famagusta District Court, which gave them one month prison sentence.The Iraqis claimed at the illegal court that they had escaped from the oppression of Iraqi leader Saddam Hussein and also asked to be represented by the UN. [09] Turkish Minister to attend pseudostate/s celebrations According to KIBRIS (7.11.00) the Turkish National Education Minister MetinBostancioglu will arrive with a delegation at the occupied areas on 15th of November, to attend the celebrations of the declaration of the pseudostate.[10] New Technical University planned It is reported (KIBRIS , 7.11.00) that one of the most important investmentthat Turkey is making in the occupied areas will be the construction of the ``Middle East Technical University'' (ODTU). Turkey will spend 30 trillion TL on this project.The ``university'' will be built between the occupied villages Morphou and Kapouti. [11] Marmara municipalities seminar According to KIBRIS (7.11.00) the Association of Marmara and BoghazMunicipalities of Turkey ((MBBB) will organise a seminar to be held in occupied Kyrenia.At the seminar, 60 mayors and members of administrative councils of Marmara area municipalities will be taking part. The seminar will deal with the problems municipalities face in carrying out their duties. [12] Taekwondo group/s new development KIBRIS (7.11.00) reports that the Union of Eurasia Taekwondo federation(ETF) of which occupied area is also a member, has now joined the Global Taekwondo Federation (GDF).The chairman of the GTF Park Jung Tae, who was in the occupied area, said that the ETF/s joining of the GTF made the GTF stronger. KIBRIS further reports that following the resignation of ETF/s Russian chairman Sergei Kovalov, Eyup Zafer Gokbilen has been elected as the new chairman.
