    [01] TEACHERS' UNION SUPPORTS FEDERAL SOLUTION

    According to illegal Bayrak Radio (5.30 hours 28/9/2000), so-called prime minister Dervis Eroglu had a meeting with the Turkish Cypriot Teachers Union 's executive council and listened to their views on the Cyprus issue.

    Varol Ozgul, secretary general of the Union's executive council, said that they were under the impression that Rauf Denktash was defending a non solution in New York. Asserting that a bizonal and bicommunal federation should be secured in Cyprus, Ozgul added: "The state will always be a factor in a federation even though the opposite is claimed. In addition, confederation is the closest point to integration".

    In his address during the meeting, Eroglu said that a "national policy" was being pursued on the Cyprus issue and added: "There may be differences of views; however, the government's views on the Cyprus issue should be respected". He further claimed: "The government wants an agreement more than you. We are experiencing difficulties because there is no solution. The conditions you have put forward are valid for a solution. It is impossible to reach an agreement, however, as long as these conditions are not a reality and the proposals you are talking about are rejected. The people will curse you if you act as the other side wants".

    Noting that there may be those who are against the policies being pursued, Eroglu continued: "You are talking about a federation. However, we have already adopted a policy and we have to defend it. I believe that we should not take a step backward from this policy. It is impossible to achieve something if policies are changed constantly. An official policy is already being pursued".

    [02] SEZER INSISTS ON CONFEDERATION SOLUTION

    Anatolia Agency (17.01 hours, 01.10.2000) reports on Turkish President Sezer 's speech at the start of the parliament's 21st term third legislative year.

    Addressing the parliament, President Sezer also referred to Cyprus and said:

    "Turkey wants a lasting solution to Cyprus through negotiations. Within this framework, Turkey supports proximity talks which were started by United Nations Secretary General Kofi Annan in December, 1999. From the very beginning, the Turkish Cypriot side has adopted a constructive position in the proximity talks. It has submitted comprehensive solution proposals. A solution on the island should be based on the facts. This can be possible by recognizing political equality and sovereignty of two states on the island. The most realistic solution which will provide peace and security on Cyprus, will be a confederation based on the political equality of the two states".

    [03] TURKISH CYPRIOT DANCE GROUP PROTESTED

    According to KIBRIS (30.9.2000) the Greek Folk Dance group which was taking part in the International Folk Dance Festival being held in Tunisia, has lodged a protest against a Turkish Cypriot Folk Dance group taking part in the same festival.

    The Greek team opened a placard reading "North Cyprus Has No Freedom" while the Turkish Cypriot group was performing. Dance groups from Russia, Greece, Tunisia and the occupied part of Cyprus are taking part in the festival which is to end today.

    [04] "TRNC" DELEGATION MEETS COUNCIL OF EUROPE GENERAL SECRETARY

    KIBRIS (30.9.2000) reports that the "TRNC assembly" delegation, who is in Strasbourg for the meetings of the Council of Europe Parliamentary Assembly, met with the Council of Europe General Secretary, Schwimmer.

    The delegation briefed Schwimmer on the UN General Secretary Kofi Annan's opening statement at the fourth round of proximity talks, reminding him that Annan stated the political equality of the two sides and added that each side must also represent itself at the Council of Europe.

    Schwimmer said that he wants to see representatives of the Turkish Cypriots at the Council of Europe. In addition, Schwimmer said that he follows the proximity talks and that he believes that the Turkish Cypriots can benefit a lot more from the EU membership procedure.

    [05] ON THE 1ST OCTOBER MILITARY PARADE

    The front page article of KIBRIS (2.10.00) refers to yesterday/s military parade on the anniversary of Cyprus/ Independence Day.

    The article under the title "They do not want peace" says that rockets TOR- M1 were part of the parade for the first time.

    The titles of other newspapers on the same issue are:

    HALKIN SESI: "Never friendship with the Turks" BIRLIK: "The new weapons of the Greek Cypriots. Six pieces of TOR-M1 rockets" ORTAM: "The Greek Cypriots did an arm show again" AVRUPA: "The Greek Cypriots cannot stop demonstrating strength".

    [06] PARTY LEADER CALLS FOR FEDERAL SETTLEMENT

    According to KIBRIS (2.10.00) the General Seceretary of the Patriotic Unity Movement (PUM), Izzet Izcan, talking at a panel discussion in Greece organized by the Greek paper "H.EPOX" (name as published by KIBRIS) on "What kind of settlement in Cyprus", called for establishing a federal State in Cyprus. Izcan said that in the occupied area there was ever increasing oppression, and called on the international organizations to extend help to the Turkish Cypriots.

    Stressing that the Turkish Cypriots live under an antidemocratic regime, Izcan said that Turkish Cypriots want to live with the Greek Cypriots in peace and in friendship. He said this is possible in a bicommunal, biregional federal state where the sides will enjoy political equality.

    Izcan will continue his visit in Greece by meeting political leaders and press and media representatives.

    [07] ON VISA FORMALITIES FOR UK

    KIBRIS/s London correspondent Serhat Incirli reports that, until two years ago, that is prior to the British government/s imposing visa formalities to people travelling from the occupied area to the UK, the number of asylum seekers reached almost five thousand people yearly. However, he adds, today this number has almost become nill, following the imposing of the visa procedure.

    As the case is, reports Incirli, the British government continues to demand visa for those travelling from the occupied area to UK and British officials do not favour lifting the visa procedure despite the protest by Turkish Cypriot community leaders, arguing that once they stop asking for visas, people will again start to seek asylum.

    The spokesman of the Cyprus Turkish Peoples Committee, Arif Takir Erizen, declared that the number of asylum seekers has diminished not because of the visa issue but because of the British government/s decision to cut material and moral support to the asylum seekers.

    He said that the committee members believe that there is no reason to keep the visa issue in force.

    KIBRIS reports that the British government has started deporting those people whose application for political asylum has been rejected.

    Recently, seven such asylum seekers were deported.

    [08] PARTY OFFICIAL CRITICIZES GUREL

    According to KIBRIS (30,9,00) the General Secretary of the Republican Turkish Party (RTP) Ferdi Sabit Soyer, commenting on the accusations lodged by Turkish State Minister Responsible for Cyprus Affairs, Sukru Sina Gurel, against the Turkish Cypriots (Tr. note: See Turkish Press Media Bulletin No. 187/2000 dated 29/09/2000 item 4), said that they are fed up with this kind of accusations. He said that Turkish and Turkish Cypriot officials are jointly responsible for the aid used in the occupied area. "One cannot give the impression that all the Turkish Cypriots consume the aid sent from Turkey. This is extremely wrong." He noted that the money sent from Turkey was not used through the so-called Central Bank of the occupied area but through the joint decisions taken by the so-called finance ministry, the Turkish Envoy and the Turkish bureaucrats. Therefore, he added, if there is mismanagement, then they are jointly responsible.
