[A] NEWS ITEMS
[01] New commanders of occupying forces arrive KIBRIS (17.8.00) reports
that the newly appointed commanders of the Turkish
occupation troops in the occupied area arrived in the occupied area
yesterday.
KIBRIS reports that the new commander of the 28th Division major general
Bahtiyar Turker and the new commander of the so-called Security Forces
Brigadier General Galip Mendi who will replace Major General Osman
Pamukoglu, and Brigadier General Ali Nihat Ozeyranli, who will return to
Turkey to take over their new posts.
The paper reports that Brigadier General Ozeyranli will be handing over the
command of the so-called Security Forces to Brigadier General Galip Mendi
today and tomorrow Major General Bahtiyar Turker will take over the command
of the 28th division from Major General Pamukoglu tomorrow.
Moreover, AVRUPA (17.8.00) reports that Brigadier General Galip Mendi, had
served in the occupied area as the head of the so-called Civil Defence
Organisation.
While he was heading the so-called Civil Defence Organisation the famous St
Barnabas armed raid took place and Turkish Cypriot journalist Kutlu Adali
was assassinated in the occupied area.
Prior to his new appointment as the commander of the so-called ``Security
Forces'' Galip Mendi was serving as Military Attache in Baku, Azerbaidjan.
[02] Turkish-Libyan Parliamentary friendship groups call for co-operation
Members of the Turkish-Libyan Parliamentary Friendship Group concluded
their
five-day visit to Libya and returned to Turkey.
The Friendship groups of the two countries signed a joint statement during
the visit.
The joint statement pointed out that co-operation between the parliaments
of the two countries should be increased, adding that ``members of Turkish
Parliament expressed their support to the Libyan people for the lifting of
the embargo and noted that their solidarity with Libyan people continued.''
The joint statement which envisaged reciprocal meetings between the
friendship groups of the two parliaments, noted that they aimed at
reciprocal visits between Turkey and Libya in culture, education and
science.
The Turkish-Libyan Friendship Group, composed of parliamentarians of the
parties represented at the parliament, concluded their visit to Libya which
aims at improving co-operation between the parliaments of the two
countries.
The Turkish delegation, during its contacts in Libya, met with Ettreki,
Minister Responsible for African Affairs.
Speaking at the meeting, Ettreki said his country has an important place in
Africa and noted that they could co-operate with Turkey in this continent.
Pointing out that Turkey was an important country to defend the rights of
the Islam's world in Europe, Ettreki said both sides should do their best
to improve relations, adding that, ``you have seen who your friends and
enemies are during the Cyprus Peace Operation.''
Alphan, the group Chairman, pointed out that Turkey was an important
country in the Middle East, Central Asia, and in the Balkans, adding that,
``the politicians should find mutual interests and build up our own
policies around it. The important thing is dialogue.''
He said they would be pleased to see Libyan leader Moammar Ghaddafi's wife
in the peace and woman meeting that will take place in Turkey in October 1-
5.
Meanwhile, Ghaddafi sent a verbal message to President Ahmet Necdet Sezer
saying, ``you could be sure that problems between the two countries would
be removed'', and has sent his sincere wishes to Turkish people.
[03] New economic incentive measures in occupied Cyprus KIBRIS (17.8.00)
reports that the so-called ``Incentive Law'' adopted by the
pseudo Assembly was published in the so-called ``Official Gazette'' and
entered into force on 14 August 2000.
KIBRIS reports that the new ``Law'' will provide incentives for research
and development projects, for projects that will open new employment
opportunities that it will do away with the economic development imbalance
existing between the regions. The new ``law'' will be export oriented and
is expected to bring in foreign currency, it will stand up to international
competition, will introduce advanced and suitable technology and will
encourage exports.
The so-called ``State Planning Organisation'' will have the authority to
issue permissions for those investments that will be able to benefit from
the ``Incentive Law''.
[04] Turkish Cypriot 'Bank Victims' call on 'government' to resign
According to Yeni Demokrat (17.8.00) the Association of Turkish Cypriot
Bank
Depositors and Bank Victims has called on the ``government'' to resign. The
association issued a written statement saying that a delegation from the
association went to the ``Prime Minister's'' Office at 1230 today and
handed a petition to ``Under Secretary'' Mustafa Tokay to be delivered to
``Prime Minister'' Dervis Eroglu.
In the statement the association recalls that the protocol signed by so-
called Finance Minister Mehmet Bayram and by the bank depositors'
representatives on the schedule of payments to the latter was unilaterally
annulled. The association asserts that this is unacceptable, and that
furthermore, the depositors were not given any other proposals for a
solution until today.
The association says in its statement that after receiving the petition,
Mustafa Tokay said that he does not agree with the contents of the petition,
that the ``government'' is organising meetings to come up with a new
payment plan for the depositors, and that a decision will soon be reached
at these meetings.
[05] Potato production down since 1992 According to KIBRIS (15.8.00) around
1500 tonnes of potatoes have been
discarded because they were unfit for human consumption.
KIBRIS adds that potato growing, which is one of the major agricultural
products of the occupied area, started declining since 1992. It reports
that in 1992 the production was 25.624 tonnes while today this figure is 6
thousand tonnes.
KIBRIS says that the 1500 tonnes of potato became rotten while stored in a
cold storage room. Potato growers expressed their anger in the face of the
occupation regime's inability to find markets to export their product.
[06] Increase in cost of living According to KIBRIS (17.8.00) the ``State
Planning Organisation'' has
announced that the cost of living has increased by 5.03% in the period
between 10 July and 10 August. According to a statement issued by the
``State Planning Organisation'', the consumer price index, which stood at
32.21% on 10 July 2000 based on the 13 December 1999 figures increased to
38.85 on 10 August 2000.
[B] COMMENTS AND EDITORIALS
[07] Avrupa comments on behaviour of two generals Sener Levent writing in
AVRUPA (17.8.00) in his column Angle (Agi) under the
title ``Generals'' says that while Major General Ali Nihat Ozeyranli was
promoted to Brigadier General, corps commander Lieutenant General Ali
Yalgin not only was not promoted to the rank of General but he was sent
into retirement before reaching the age of sixty.
Levent praises General Ali Yalgin for the services he rendered in the
occupied area, however, he says in an ironic manner ``Ali Yalgin committed
a major 'sin' by protecting 'AVRUPA' and 'traitors' like Sener Levent!'' He
used to send police escorts to protect us late in the evening. He worked
hard so that everybody in this country could express freely their views.
This was too much. He was a democrat. It is not possible to have a general
with democratic ideas.''
Sener Levent then lists what Major General Ozeyranli did during his tenure
in the occupied area. He says that Ozeyranli accused him and his colleague
of being spies and traitors and exerted every pressure to silence him.
``According to Ali Yalcin Pasha, Sener levent was a partriot!
According to Ali Nihat Levent was a spy!
Ali Yalcin Pasha gave us escorts to protect us.
In turn Ali Nihat Ozeyranli arrested us as spies.
One General protected us, the other General put us in a cell'', Levent
declares.
