[A] NEWS ITEMS[01] Denktash claims `confederal solution/ protects rights of both sidesTRT 1 Television (10:00 hours, 4.7.00) reports that Turkish Cypriot leader Rauf Denktash has said that "an agreement, which protects the rights and laws of both sides in Cyprus, is needed in order to secure conciliation in the third round of Cyprus talks in Geneva" and added: "The name of this agreement is confederation".In a statement he issued at Istanbul/s Ataturk Airport before his departure for Geneva, Denktash said: "We are going to Geneva with our heads high and in goodwill. If the doors to compromise are open, we will not be the ones to close them. This compromise, however, cannot be just any compromise. It should protect our rights and laws. An agreement should safeguard Turkey/s rights on Cyprus and ensure that there will not be a repetition of what was done to us in the past. We have put a name to this agreement and prepared its contents. The name of such an agreement is a confederal solution. In this way, no injustice will have been done to the Greek Cypriots. Such an agreement will prevent us from intervening in the Greek Cypriot affairs because this is what they are complaining about. For this reason, we are and will continue to show the ways to a conciliation if the Greek Cypriots are really interested in a conciliation." [02] Hasipoglu on "sports embargo"According to illegal Bayrak Radio 1 (5:00 hours, 4.7.00), so-called assembly speaker Ertugrul Hasipoglu, who attended the Council of Europe Parliamentary Assembly (PACE) meetings in Strasbourg, returned to the occupied area. Upon his return, Hasipoglu issued statements saying that the PACE meeting was considerably favourable. Hasipoglu said that it was the first time that the "TRNC" delegation was allocated an office. Stressing that the most intensive contacts so far were held at the Strasbourg meetings, Hasipoglu added that he met with all the committee chairmen and rapporteurs connected to the Cyprus issue.Recounting that contacts were held in connection with the implementation of Council of Europe (COE) Resolution 1,113 on having Turkish Cypriots represented at all meetings on Cyprus, Hasipoglu said: "Our goal is to have our existence acknowledged and our efforts to this end will continue". Hasipoglu condemned the fact that the "TRNC" delegation was not invited to human rights meetings in Limassol and Paris the previous Friday allegedly in violation of COE Resolution 1,113. Hasipoglu further said that contacts were held on the so-called sports embargo against the Turkish Cypriots. Explaining that the Turkish delegation concentrated on the humanitarian aspect of the issue instead of the non-recognition of the "TRNC", Hasipoglu said that this stand which emphasized that the goal was to be able to freely engage in sports, assisted in having the other participants understand that all the Turkish Cypriots sought was to have PACE grant this right to the Turkish Cypriots. Progress was achieved on this issue, said Hasipoglu. [03] Hasipoglu: If Greek Cypriots join EU, Cyprus issue cannot be solvedAccording to KIBRIS (5.7.00) Ertugrul Hasipoglu, so-called acting president and assembly speaker, has said that if the Greek Cypriot side is accepted into the EU then the Cyprus problem cannot be solved. He further alleged that economic pressure should be applied on the Greek Cypriot side. Otherwise, he claimed, the Cyprus problem cannot be resolved irrespective of whether three or 13 rounds of talks are held.Hasipoglu said: "There has never been a Cypriot people, nor will there ever be. The two communities having different languages and religions, and belonging to different races, should remain as two separate states. Otherwise, we might be facing great dangers because the two communities mistrust one another". [04] Turkish Cypriots on situation in StroviliaAccording to TRT Radio 1 (4:30 hours, 5.7.00), the pseudostate has claimed that the Greek Cypriots are trying to sabotage the talks process by creating artificial tension on the basis of false allegations concerning the Strovilia village. A statement issued by the so-called foreign affairs and defense ministry claimed that "the region earmarked for guard duty in the Strovilia village falls within the borders of the TRNC".The statement further claimed that "as clearly stated by the sovereign British Bases Region authorities as well, the area earmarked for guard duty in the Strovilia village falls within the borders of the TRNC". The statement recalled that the "council of ministers" adopted a decision stipulating that UNFICYP (UN forces in Cyprus) entries and exists from the pseudostate will be done only via the Ledra Palace check-point as of 30 June 2000. The statement alleged that, "as part of the implementation of this measure, it is natural to establish a sentry box for supervision in this region." The statement also claimed: "There is no question of this measure/s changing the status quo or the lives of the people living there, or of its increasing the tension in the region. We hope that this time the United Nations will not be deceived by Greek Cypriot tactics and it will not allow the Greek Cypriots to sabotage the talks process, and that it will renounce its recent policies of satisfying the Greek Cypriot side."
