[A] NEWS ITEMS[01] UBP's Hudaverdioglu resigns, "seats" down to 23Illegal Bayrak Radio 1 (15:30 hours, 3.4.00) reports that Nurten Hudaverdioglu, National Unity Party (UBP) so-called deputy, has resigned from his party. In a written statement he issued, Hudaverdioglu said that he resigned from the UBP and that he will perform his duties at the pseudo-assembly as an independent "deputy".In his statement, Hudaverdioglu charged that he was subjected to dishonourable behaviour, that it was not beneficial for him to remain where he was unwanted, and that the UBP was being run by family and friends instead of authoritative councils. He added that the situation became impossible to tolerate. With Hudaverdioglu's resignation, the UBP "seats" at the pseudo-assembly decreased to 23. The distribution of "seats" at the pseudo-assembly is as follows: The Democratic Party has 13 "seats"; the Communal Liberation Party, seven; and the Republican Turkish Party; six "deputies". [02] Turkey to transport water to "TRNC" via pipelineAnatolia Agency (4.4.00) reports that Turkey's State Water Works (DS) officials announced that they have decided to stop transporting water to the "TRNC" in balloons, a method in use for the last two years. They said that they were planning to build a pipeline serve for this purpose.DSI officials said that they quit the balloon method, because it was too costly and unsafe, and decided to gain impetus to the pipeline project in order to bring a lasting solution to the water problem. The assessment reports on a project, which foresees the transportation of water from Anamur's Dragon Stream to the "TRNC" via an underwater pipeline, were submitted to the Treasury Undersecretariat. If the Undersecretariat grants its approvals for the required investments and credits, the construction will start right away. The project foresees the construction of a 108 kilometre underwater pipeline. The pipeline will transport an annual amount of 75 million cubic meters in the first stage. The construction work will be carried out by Alarko, responsible also of the feasibility work, and the General Directorate of DSI. Alakopru Dam in Turkey and a dam in the "TRNC" are to be completed within the framework of the 300 million dollar project, which will be finance totally by foreign credits. The agreements pertaining to the aforementioned project are expected to be signed within the year 2000. [03] Turkish paper on EU involvement in Cyprus problemAccording to CUMHURIYET (31.3.00) the EU, which has put its weight on the solution of the Cyprus problem, is trying to convince the Turkish Cypriots with the benefits they will gain if they became EU members.The paper reports that it has been informed that Turkish Cypriot "officials" have refused the request for a meeting made by the EU's Cyprus representative. Denktash's regime wants to establish a separate channel for meetings. For this reason it wants Brussels to appoint a separate person for the "TRNC". Meanwhile the EU, in order to do away with the economic disparity between the sides, has proposed more economic help to the Turkish side. With these activities the EU is succeeding in becoming one of the major parameters in the settlement of the Cyprus problem. This is a development, reports CUMHURIYET, that Turkey never wanted but is unable to preclude and is the result of the decisions taken at the Helsinki Summit. The paper quotes a high-level foreign diplomat who is closely related to the Cyprus problem, who said that the Helsinki summit has created very positive effects as regards the Greco-Turkish relations and the Cyprus problem and that the international community wants to make use of this. It also quotes Gunther Verheugen, the EU commissioner responsible for enlargement, who during his recent visit to Cyprus said to Denktash: "We can find specific solutions to your problems once you decide and identify what your problems are". CUMHURIYET also reports that when Verheugen proposed to Denktash to start contacts between the pseudostate and the EU commission representative in Cyprus, Denktash allegedly said that the EU representative is accredited to the Cyprus Republic and consequently his impartiality is in question. [04] "European Voice" magazineHALKIN SESI (5.4.00) reports that the weekly magazine "European Voice", which is published in Belgium and is following developments in the EU and candidate countries, criticizes "the one sided application of Greek Cypriots to enter EU" and describes it as an "impasse".The article, signed by Gerd Lindgen, quotes Gunter Verheugen's statement that "Clerides does not represent Turkish Cypriots". Lindgen claims that in 1963 the Greek Cypriots infringed the constitution and destroyed the Cyprus Republic. "The island's division did not happen in 1974, but in 1963", he claims.
