[A] NEWS ITEMS[01] Crisis at Turkish States and Communities CongressAccording to HURRIYET (27.3.00) the 8th Friendship, Brotherhood and Cooperation Congress of Turkish States and Communities ended yesterday with the adoption of the final communique prepared by six different communities. In the final communique consisting of 23 points, the "TRNC" was mentioned as "North Cyprus Turkish Community" and this created a crisis. Article 21 that referred to the occupied area read:"Requesting from the Turkish world not to remain indifferent to the freedom and independence struggle of the North Cyprus Turkish Community". The so-called "TRNC" representative at the congress, Ismet Kotak, reacted to the "community" reference and submitted a proposal to the congress secretariat requesting a change in the wording. Following the request, the Secretariat changed the word "community" into "state". (MY) [02] CorrectionPlease note that item 7 of yesterday/s (28.3.00) Bulletin No. 58 should read as follows:Prof. Mumtaz Soysal/s interview AVRUPA (27.3.00) under the title: "This is too much Mumtaz Bay" refers to Prof. Mumtaz Soysal/s exclusive interview to KIBRIS (26.3.00, see item 8 of Bulletin NO. 57, dated 27.3.00) in which he claimed that without Turkey/s accession to EU, even if the Greek Cypriots accept a confederal settlement in Cyprus, the settlement will not be lasting. Criticizing Soysal, AVRUPA says: "Prof. Mumtaz Soysal/s views envisage Turkish Cypriots living as Turkey/s hostages for a long time since many years are needed for Turkey/s full membership to EU. This is another oppression period for the Turkish Cypriots. The Turkish Cypriots have reached the worst possible situation since the 1974 operation and pushing them to a new and long term hostage situation is tantamount to the annihilation of our people. Our people do not need people like Prof. Mumtaz Soysal. For this reason we propose: Soysal should immediately be removed from the TRNC presidential advisor post! If not, those who make decisions will be responsible for setting new traps to our people." [03] More about Soysal/s interview to KIBRISTurkish Cypriot leader Rauf Denktash/s constitutional advisor and former Turkish Foreign Minister Prof. Mumtaz Soysal in his exclusive interview to KIBRIS (26.3.00), when asked to comment about countries favouring and supporting Turkey in the Cyprus problem, said one should not expect anybody to be with Turkey and that most of the countries, especially in the Greco- Turkish relations, will side with the Hellenic world because nobody is in love with the Turks. "On the contrary. The Turks have created an image part of which derives from history and part has been created by foreigners. This image is that we are warlike, cruel, that we slay people. And of course it might be because of this image that peace in Cyprus continues. Otherwise there could have been incidents due to some indulgence. So, in a sense peace in Cyprus is based on the fear of Turkey. Therefore it will be wrong to push the security consideration to secondary levels", Soysal said.(MY) [04] Finnish Special Cyprus representative meets DenktashAccording to KIBIRS (29.3.00) the Finnish special representative for Cyprus, Juakko Blomberg, had a meeting yesterday with Turkish Cypriot leader Rauf Denktash.There was no statement after the meeting. KIBRIS reports that within the framework of his contacts in the occupied area, Blomberg will meet today with Republican Turkish Party (RTP) and Communal Liberation Party (CLP) leaders Talat and Akinci, respectively. He will also give a conference at the so-called East Mediterranean University on "Membership in the EU - Finland/s Point of View". [05] Turkey/s "black list"SABAH (25.3.00) publishes the names included in the "black list" compiled by the Interior Ministry in Ankara. Persons on this list are not allowed to enter Turkey. This list of 56 European and US citizens (journalists and politicians) has been prepared for use by the country/s border guards.
