    [01] TGNA communique on Cyprus

    The communique on Cyprus adopted by the Turkish Parliament following a special session is as follows: ``The Turkish Parliament convened on July 15, 1999 in an extraordinary session on the 25th anniversary of the Cyprus Peace Operation.

    At the end of the session, which was held with the participation of Turkish Republic of Northern Cyprus (KKTC) Mr. Rauf Denktash and government and political party spokesmen, Parliament agreed to announce the following to the Turkish and international public:

    The Cyprus Peace Operation, the 25th anniversary of which we are marking, was conducted in the face of religious and ethnic cleansing carried out for years against the Turkish presence on the island and the coup aimed at destroying the state of Cyprus and annexing it to Greece. The fact that 25 years later NATO carried out a similar operation against the Serbs in Kosovo shows how appropriate the Cyprus operation was.

    It is regrettable to see that certain circles are disturbed by the positive fact that there has been no bloodshed in Cyprus for the last 25 years. These circles are constantly engineering plots and resorting to provocation. The Turkish side is maintaining its positive and peaceful stance in the face of all these plots and provocations.

    The TRNC together with Turkey, has expended great efforts and displayed good will for the outline of a just and permanent solution that will guarantee the presence and security of both communities on the island.

    Contrary to that, the Greek-Greek Cypriot side has never given up its ideal of Enosis (union between Cyprus and Greece), and its policy of going back to the days before July 20, 1974. Instead of trying to resolve the problem through talks between the interested parties, it has invited the interference of outside forces and has obstructed all kinds of compromise. Most recently, the application of the Greek Cypriot administration for full European Union membership and the admission of this application has blocked the resolution process and has opened the way for Greece´s establishment of itself in Greek Cyprus within the framework of the European Union. This is unacceptable.

    As a result of Greece´s efforts and policies to drag outside forces into the Cyprus problem, the final declaration of the G-8 summit in Cologne refers to the Cyprus problem and issues an order-like appeal to the United nations. We totally reject and condemn that.

    As a result of the Greek Cypriots´ infringement of the Zurich and London agreements and their efforts to eradicate the Turkish presence, today there is the reality of two separate states in Cyprus. No solution is possible without acknowledging this reality and without equal treatment for the two states.

    Greek Cyprus´ dangerous militarization, the construction of air and naval bases for Greece´s use, the support provided by Greek Cyprus and Greece to the terrorist PKK (Kurdistan Workers Party) organization are threats directed at peace and stability in the region.

    As guarantor, Turkey´s rights and strategic interests in Cyprus will always be protected, and debilitating the KKTC´s legitimate rights and interests, including its state status and security , will not be allowed.

    At this meaningful anniversary of the Cyprus Peace Operation, we express appreciation and support for the KKTC´s determination. Undoubtedly, the full-fledged TBMM support for the KKTC on the Cyprus issue, which has become a national cause, will continue unconditionally and without interruption''.

    [02] Ecevit: Turkish Cypriots deserve independence

    Bulent Ecevit, the Turkish Prime Minister, said (17.7.99) that no community in the world deserves independence more than the Turkish Cypriots. For us, the independence of the ``TRNC'' and the Turkish Cypriots is now indispensable as much as the independence of the Republic of Turkey, Ecevit stressed.

    Replying to a question on the Turkish private television channel (Bayindir Radio and Television BRT), Ecevit said the anniversary of the ``peace operation'' may be considered as the birth of the ``TRNC''.

    He repeated the allegations about a genocide committed against the Turkish Cypriots and underlined that the importance of the ``TRNC'' for Turkey´s security has increased.

    He said that the aim of Russia to support the Greek Cypriots was prevented and claimed that the range of missiles deployed in southern Cyprus cover not only northern Cyprus but also the southern part of Turkey.

    Ecevit said: ``The TRNC has successfully displayed its existence in this century of science and information, through the existence of its universities.

    On the EU Ecevit said that Turkey and the ``TRNC'' may face new troubles if Cyprus becomes an EU member. Federation lost its validity, he said and the door of the EU was opened to Cyprus. He stressed that existence of

    a different state in northern Cyprus is an indispensable guarantee for the Turkish Cypriots.

    He asserted that there has been uninterrupted peace in Cyprus since the ``peace operation'' brought peace, development, democracy and freedom to Cyprus. He claimed that the situation on Cyprus won´t be different from the situation in Bosnia and Kosovo if there is intervention in the issue and claimed that influential circles were planning to annihilate the Turkish Cypriots.

    He said the ``Peace Operation'' made the island rich because Cyprus received great support and assistance. He added that the Turkish Cypriot economy developed although the ``TRNC'' is exposed to an unfair embargo and is not recognized by the world except Turkey.

    [03] Denktash on TGNA communique

    Evaluating the communique adopted by the Turkish Parliament Denktash said the message to the world is very appropriate. He expressed the hope that the governments that want to do something about the Cyprus question, have to evaluate the decision of the Parliament and the statements.

    According to Ankara Anatolia (16.7.99), Denktash said nothing can be achieved if the decision of the Turkish Parliament is not evaluated and if the pompous literature which says ``they have to sit at the negotiation table, discuss, and solve the problems'', continues.

    Noting that there is an issue to be decided upon by the two states he added ``Turkey is 40 miles away. This geography does not change. Turkey has rights on Cyprus. These rights can not be removed. Turkey´s guarantorship will continue. The balance between Turkey and Greece will not change. The European Union does not have a right to change these. Thus, they have to pay attention to these balances and accept the existence of the two states. If this agreement is implemented with good will, it will be easier''.

    [04] Turkish Cypriot parties on TGNA communique

    According to illegal Bayrak radio (16.7.99) the TGNA communique was welcomed by the Turkish Cypriot parties.

    Dervis Eroglu, leader of the National Unity Party and so-called prime minister, expressed the hope that this message will be well evaluated especially by the G-8, the EU, and the UN secretary general. He added that the the communique underlines ``the harmony between the TRNC and Turkey, the joint stand adopted between the two countries in all decisions, cooperation and unity of views, and determination with regard to the Cyprus issue''.

    Mustafa Akinci, Communal Liberation Party leader, so-called state minister, and deputy prime minister, declared that the resolution adopted by the TGNA will benefit the Turkish Cypriots in future developments regarding the Cyprus issue. He added that it underlines the existence of the ``TRNC as well as the need to treat it equally with the Greek Cypriot state in the south''.

    Democratic Party, (Nicosia) Deputy Salih Cosar stressed that the decision strengthens the Turkish Cypriot people and expressed the hope that the whole world will extract the necessary message from the national consensus.

    Republican Turkish Party leader Mehmet Ali Talat said the resolution has both positive and negative aspects. Talat said that the emphasis on the existence of two states and the positing of this as a precondition for the negotiating process, will not assist in the solution of the problem. He added that if the recognition of the separate independent state is not brought to the foreground, and if the invitation for talks is accepted, then there can be resumption of the negotiations.

    [05] Denktash calls on Greeks to mark peace operation

    According to Anatolia (18.7.99) in a press release on the ``25th anniversary of the Cyprus Peace Operation on July 20, 1974'', Denktash called the world to change its point of view on Cyprus, pointing out that ``this state was founded with great self-sacrifices.'' Denktash called on the Greek Cypriots to ``celebrate together our 25th year''.

    He claimed again that the Turkish Cypriots were expelled from the ``Cyprus Republic'' while they did everything to rescue the partnership on the island.

    He said that Greece and Greek Cypriot side want to expel the Turks from the island but Turkey prevented this and added that Turkey served humanity by rescuing the Turkish Cypriots.

    He claimed that ``unilateral application of the Greek Cypriot side to the European Union was a ``Byzantine game''.

    Dervis Eroglu, so-called prime minister issued a similar press release.

    [06] Denktash: Agreement only between two states

    Speaking on BRT television (18.7.99) Rauf Denktash said that Turkish Cypriots may attend the talks without any pre-condition. If the ``TRNC'' is recognized as a state, ``we are ready to sign good neighbourhood and cooperation agreement between two states'', he said.

    Denktash accused the Greek Cypriot side of avoiding both confederation and federation, of trying to destroy Turkey´s guarantorship and of not accepting exchange of properties.

    The Turkish Cypriots will never make concessions on their sovereignty, he declared and repeated the position of co-founding the Republic of Cyprus.

    Denktash noted that the UN Secretary General supports the Greek Cypriots by knowingly extending an invitation that the Turkish side will not accept. This, he said, will overshadow his good will mission.

    When asked whether the US put pressure on them, Denktash said they have been exposed to pressure for years.

    Regarding the removal of US weapons from the island in accordance with the decision of the US administration, Denktash said the Greek Cypriots have not yet made any statement on the issue.

    Responding to a question about Cyprus´ application for EU membership, Denktash said ``the EU invites trouble by accepting the Greek Cypriot side. The EU will accept them but it can´t enter into the northern Cyprus. Thus it will accept the existence of the two states''. He claimed that Greece will realize Enosis on Cyprus through the EU, ``our way is integration with Turkey. Preparations for this were finalized'', he added.

    He accused Greek Cypriots of supporting terrorism because, they are terrorists too, and added: ``The whole world has to know that the solution on Cyprus has been reached. Two states have been set up. An agreement between the two states can be discussed on Cyprus from now on and this is confederation. We are ready to sign a good neighbourhood and cooperation agreement between two states''.

    He said the US administration´s defense of bi-zonal bi-communal federation is ``funny'' because neither community wants federation.

    [07] Washington names new Cyprus coordinator

    Turkish Daily News (17.7.99) citing Anatolia News Agency says Washington Administration is expected to appoint Tom Weston, the special coordinator for US-EU in the Office of European Union Regional Affairs in the State Department´s European and Canadian Affairs Bureau, as successor to Thomas Miller, the outgoing US special coordinator for Cyprus.

    [08] Foreign participants in ``celebrations''

    According to KIBRIS (17.7.99) deputies, businessmen and other officials from eleven foreign countries will arrive in the occupied are to attend the 25 anniversary of the Turkish invasion and occupation of the island.

    KIBRIS says that on this occasion Azeri deputies, officials of the so- called ``TRNC-Macedonia Friendship Association Chairman of the Kyrgyzistan Chamber of Commerce, Kazaki, Rumanian and Bulgarian delegations, Albanian member of Parliament, journalist Bruce Fein, as well as journalists from India, Bela Ruz Taiwan Rumania, Azerbaidjan and North Korea will arrive in the occupied area.

    Furthermore KIBRIS reports that dancing groups from Azerbaidjan Bosnia- Herzegovina, Kazakhistan and Georgia will take part in the ``celebrations''.

    KIBRIS adds that foreign delegations will meet occupation regime ``officials'' and will discuss possibilities of cooperation on cultural, political and on social fields.

    [09] Businessmen visit

    KIBRIS (17.7.99) reports that the chairman and members of the chambers of commerce of Kazakhistan and Kyrgyzistan are to arrive in the occupied area to hold business contacts.

    The two delegations are the guests of the so-called Association of Young businessmen-GIAD and will also attend the so-called 20 July occupation celebrations. The delegations which will stay between 17-24 July will have contacts as regards possibilities of establishing social cultural and economic cooperation.

    [10] Stamps for the invasion

    A set of stamps, especially commissioned by the ``TRNC'' to commemorate the 25th anniversary of the ``Turkish Peace Operation'', will be released tomorrow and will be perpetually valid for postage. ``First-day-cover'' envelopes, will also be released.

    [11] Turkish warships in Kyrenia

    According to KIBRIS (19.7.99) six Turkish warships arrived in the occupied Kyrenia port, yesterday .

    The six-ship fleet is made up of submarine, assault ships and frigate. They will take part in the 25 anniversary events of the Turkish invasion and occupation.
