    [01] ECEVIT - US SHOULD NOT EXPECT CONCESSIONS ON CYPRUS

    Responding questions on the Cyprus issue during the "Pulse of Politics" programme broadcast on TRT1 (11.7.99), Turkish Prime Minister Bulent Ecevit said: "The whole world must accept this reality about the Cyprus issue: An independent Turkish state has been existing in the TRNC for the last 25 years. This is a reality which cannot be ignored. Turkish Cypriots have, in fact, been governing themselves not since 1974 but since 1964. The Greek administration took this right away from them, and they were left helpless. But (the Turkish Cypriots) created a solution and they have been living in an independent country for the last 25 years. There is no Cyprus question left for us. There was a continuous war in Cyprus before the 1974 Peace Operation". Ecevit went on to claim that the Turkish Cypriots were persecuted. He added that the "TRNC's economy developed significantly despite the cruel economic sanctions and also despite the fact that nobody in the world other than Turkey recognized it officially. Today the national income per capita is higher that in Turkey". He also pointed out that "TRNC" which is not recongized in the diplomatic field, is known all around the world with its six universities.

    Ecevit went on to assert that "the oppressive regime was replaced by democracy today both in TRNC and the Greek side". He added: "What else do they want? The G-8 countries judge from outside and we can't take them seriously. They can look for solutions in places where there is chaos, but we ended chaos in the TRNC. Without the Turkish Peace Operation, the Greeks and Turks would not have had separate governments and disasters worse than those which took place in Sarajevo and Kosovo might have occurred in Cyprus. We will try to explain these to the world.

    Turkey cannot make any concessions on this matter. The TRNC, he said, is an assurance for Turkey because Greece has a big military built-up in the south of the island and Turkey is in the range of this military built-up. Russia first made the southern part of Cyprus an economic base. Following this, it is trying to turn it into a military base. Therefore, Turkey cannot make any concessions about TRNC. Turkey cannot give up TRNC's independence just like it can't give up its own".

    Responding to a question, Prime Minister Ecevit noted that he has already told Washington that the US must not expect concessions from Turkey on this matter prior to his US visit which will take place in September.

    [02] CYPRUS SOLUTION DEPENDS ON 'TRNC' STATUS

    According to Ankara Anatolia (12.7.99), responding to press questions following the weekly meeting with Dervis Eroglu, "TRNC" Prime Minister" and Mustafa Akinci, "the Deputy TRNC Prime Minister and State Minister", Rauf Denktash said that the Cyprus question cannot be solved without the recognition of the"TRNC". Everybody should accept the status, and equal sovereignty right of the Turkish Cypriots; the Greek Cypriots do not have a right to speak on behalf of "TRNC" he added.

    Asserting that the Greek Cypriots are trying to achieve the EU through what they cannot achieve through weapons, Denktash claimed that the aim is to deprive Turkish Cypriots of their rights and terminate Turkey's rights on Cyprus.

    Reiterating his views on the existence of two states, Denktash called on the Greek Cypriots to stop buying weapons and to understand that it is to their benefit to have friendly relations with the 'TRNC' and Turkey.

    He added that what is worrying to the Greek Cypriots is the fact that the 'TRNC' will be recognized. The Cyprus problem will not be solved without recognition, he said.

    [03] JOYCE QUINN IN ANKARA

    Sukru Sina Gurel, the State Minister responsible for Cyprus and Mehmet Ali Irtemcelik, the State Minister responsible for European Union received (12.7.99) Joyce Quinn, the British Minister responsible for European Affairs.

    As reported by Ankara Anatolia (12.7.99), Quinn is in Turkey to hold meeting concerning the full membership of Turkey to the EU. She will also be received by President Suleyman Demirel and Ismail Cem, the Foreign Minister.

    [04] CEM: CONFEDERAL SOLUTION IN CYPRUS

    Concluding his private visit in the 'TRNC' Ismail Cem, Turkish Foreign Minister, said that Turkey is in favor of a confederation.

    According to Anatolia (12.7.99) in a statement prior to his departure, Cem said that Turkey is always in favor of peace and security, and added that the confederal solution also aims at the well-being of the Greek Cypriots.

    Tahsin Ertugruloglu, "TRNC Foreign and Defense Minister", said that Cem will pay another visit to the "TRNC" on July 20, 1999.

    [05] JOINT-ECONOMIC MEETING

    According to KIBRIS (13.7.99) the so-called TRNC-Turkey joint Economic Committee, which will prepare the agenda of the so-called TRNC-Turkey third Term joint Council meetings to be held on 19 July, 1999 in the occupied area, met in Ankara yesterday.

    Technocrats from both sides will take part in this two-day meeting. (MY)
