    [01] Denktash returns from Turkey with `boosted morale´

    According to Anatolia Agency (4:13 hours, 13.5.99), Turkish Cypriot leader Rauf Denktash concluded his contacts in Turkey and returned to the occupied area yesterday.

    In a statement at illegal Tymbou airport, Denktash said that he lectured in various parts of Turkey, that his contacts were very useful, and that he left Turkey with a boosted morale. He explained that during his contacts, he observed that the Cyprus issue is very sensitive for the people of Anatolia. He stressed that this is very important, adding: ``They talk of Cyprus with great enthusiasm; they don`t know what to do first for Cyprus.''

    [02] ``Social Security Cooperation Protocol'' signed with Turkey

    Anatolia Agency 9:51 hours, 13.5.99) reports that a ``protocol'', which foresees cooperation between the Turkish Ministry of Labour and Social Security and the pseudostate´s so-called ministry of labour, housing and social security, was initialed with a ceremony.

    Addressing the ceremony, Mithat Seref, the Undersecretary of the Turkish Ministry of Labour and Social Security, said that cooepration between the two sides aims at restructuring the social security reform in the pseudostate.

    With the ``protocol'' the annulment of various cooperation ``protocols'', which were earlier signed but lost their actuality, and the specification of cooperation principles will be arranged.

    Besides, the ``protocol'' targets recovery of the pseudostate´s social security system, work life, social insurance, financing, legal labour, exchange of experts, and make use of social facilities.

    [03] Turkish Cypriot delegation visiting GAP region in Turkey

    Anatolia Agency (14:55 hours, 13.5.99) reports that a delegation from the so-called foreign and defense ministry of the pseudostate went to southeastern Sanliurfa province to carry out researches in the Southeastern Anatolian Project (GAP) region on Thursday.

    Nayir, the Sanliurfa Deputy Governor, received the delegation.

    Nayir said that the wealth which will be gained by the completion of irrigation systems in the GAP region will be very enormous and that he believes that the project will bring peace and wealth to not only Sanliurfa and Turkey but also to the whole region.

    Nayir noted that a total of 13 billion US dollars are spent for the project which is worth 32 billion US dollars and that the wealth which the GAP will bring is the wealth of not only themselves but also their wealth.

    Osman Ertug, the so-called foreign and defense ministry undersecretary and the head of the delegation, said that they believe that the wealth of Turkey will also be their wealth. Ertug added that the power of Turkey is their power also and that they have their power from Turkey.

    Stating that they try to solve the water problem of the occupied area by carrying water from Turkey with balloons, Ertug stressed that they will then carry water by the pipes which are placed under the sea.

    Ertug stated that they will realize a project which they call mini GAP by the inspiration and resources they get from Turkey.

    [04] Ecevit´s draft coalition protocol reported

    Turkish daily HURRIYET (13.5.99) reports that the draft text of a coalition protocol drawn up by Bulent Ecevit on his typewriter outlines the basic principles of the coalition the Democratic Left Party (DSP) plans to establish with the Nationalist Action Party (MHP) and the Motherland Party (ANAP). Very few officials are aware of the draft text, which will be finalized if the MHP and the ANAP approve it, the paper says.

    Following are some excerpts from the draft text of the protocol, as published by HURRIYET:

    ``Article 1: The DSP, MHP, and ANAP, which have established the 57th government, have agreed on this coalition protocol.

    Article 2: The government partners will carefully work in harmony not only among themselves but also with the Turkish Grand National Assembly (TGNA).

    Article 3: Our main task will be to safeguard the Turkish Republic and State, which were established under the leadership of Kemal Ataturk, against foreign and domestic threats without making concessions; enhance Ataturk´s reforms and principles in every field; resolutely obstruct the exploitation of religious beliefs for political purposes and other interests; resolutely obstruct any kind of activity against secularism; strengthen the principle of peace at home to comply with the principle of peace in the world; step up development to increase prosperity; and provide a just and balanced distribution of wealth among all the communal sectors and regions in the country.

    Article 4: The selfless struggle that the State forces successfully wage against the separatist trends and terrorist activities will be resolutely maintained until our objective is achieved.

    Article 5: Meanwhile, economic and social measures will be taken to remove the remnants of the feudal system and support the required productive investments aimed at obstructing unemployment and poverty in eastern and sotheastern Turkey. Meanwhile, the ``build-operate-transfer'' system will be used to eliminate shortcomings in the infrastructure establishments, and the deficiencies in the educational and health services will be quickly removed.

    Article 6: The necessary initiatives will be made to have the TGNA quickly enact a penitence law that will be supported by the public. That will be a part of the effort to be made to save those who have been misled and captivated by the separatist Workers Party of Kurdistan (PKK), which is a terrorist organization.

    Article 7: Meanwhile, the initiatives that are made to remove the sources used by the separatist and terrorist PKK abroad will be resolutely maintained.

    Article 8: Priority will be given to the changes required in the constitution and the laws to remove the deficiencies in our democracy, strengthen the independence and functions of the courts, and render the sanctions against oganized crime more effective.

    Article 9: The State Security Courts will be restructured.

    Article 16: The fair distribution of the ministries between the coalition partners will be carefully realized. The possible changes in the number of the deputies of the coalition partners will not affect the distribution of the ministries.

    Article 17: No deviation will be made from the eight-year uninterrupted and compulsory primary education system.

    Article 19: Interference in the way women and young girls dress, including the use of headscarves, in their private life is out of the question. However, the necessary measures will be taken against any initiative that will be aimed at using headscarves as a political symbol against secularism. The State rules that are related to the way officials and employees should dress in the TGNA, public establishments, and educational institutions will be carefully applied. The administrative organs will give priority to persuasion on the matter. However, the necessary legal measures will be taken if that approach fails to yield a result.

    Article 36: Considering Turkey´s history and geographical location, it definitely has the right to join the EU as a full member. However, we will not yield to any political pressure while making initiatives to realize our right. While we try to improve our bilateral relations with the EU members, we will move to promote our relations with the countries that are not members of the organization.

    Article 37: Special importance will be attached to our relations with the regional countries, particularly with the new Turkic republics and the countries in the Balkans and the Middle East. Meanwhile, steps will be taken to improve our relations with many countries in all the continents.

    Article 38: The improvement of our relations with the Turkic countries in every field is natural. However, care will be taken to prevent the policy that will be adopted for that purpose from creating problems in our relations with the Russian Federation and the PRC.

    Article 39: No concessions will be made on the independence of the TRNC. We will react to any pressure on the matter by taking steps to further the integration process between Turkey and the TRNC.

    Article 40: While our favourable relations with the United States will be maintained, the importance we attach to the avoidance of arms embargoes against our country will be emphasised.

    Article 41: Our main condition in our relations with the foreign countries and international establishments and organizations is that they must not support separatist terrorism in Turkey.

    Article 42: The improvement of our relations with Greece depends on that country ending the support it gives to the terrorist activities in Turkey, agreeing to establish a dialogue to solve the problems between the two sides, and refraining from involving the EU in our relations.

    Article 43: The main prerequisite for the improvement of our relations with Armenia is that the occupation of Azerbaijan must end and Yerevan must abandon the hostile campaign it maintains against Turkey in the world.

    Article 44: We will resolutely continue to contribute toward the protection of our brethren in Bosnia and Kosovo against pressure, unjust treatment, and acts of genocide.''

    [05] Denktash meets foreign diplomats

    KIBRIS (14.5.99) reports that Turkish Cypriot leader Rauf Denktash had separate meetings yesterday with the Dutch Ambassador to Cyprus Thrisiaan Mark Johan Kroner, Sweden´s special Cyprus Coordinator Kay Falkman and Britain´s new High Commissioner to Cyprus Edward Clay.

    After the meeting Clay told the journalists that if was a courtesy call during which they discussed the Cyprus problem as well.

    [06] South Korean journalists in the occupied area

    According to KIBRIS (14.5.99) the so-called speaker of the pseudo- assembly Ertugrul Hasipoglu yesterday met with journalists from South Korea, headed by former Korean deputy Dr. Thok-Kyu Limb.

    The 6-member Korean delegation arrived in the occupied area as the guest of the so-called foreign and defence ministry of the pseuodstate.

    During the meeting, Hasipoglu briefed the Korean delegation on the latest developments in the Cyprus problem as well as on the Turkish Cypriot known views regarding the Cyprus problem.

    [07] New airbus for ``Turkish Cypriot Airlines''

    KIBRIS (14.5.99) reports that the so-called Turkish Cypriot Airlines has acquired a second-hand Airbus-310-203 at a cost of 15 million USD from the Turkish Airlines.

    The paper reports that the plane will arrive in the occupied area today. The 14 year - old plane has been named ``Lefkosa''.

    KIBRIS adds that with the new acquisition the number of planes in the so- called Turkish Cypriot Airlines fleet rose to six.

    The new airplane will be used in long-range flights.

    [08] Lefkoniko cemetery destroyed

    YENIDUZEN (14.5.99) publishes a front-page picture showing the dilapidated state of the Greek Cypriot cemetery in the outskirts of the occupied village of Lefkoniko.

    The paper writes: ``When are we going to learn to respect the graves of people of other religions? People seeing the state of the Greek Cypriot cemetery outside Lefkoniko say: That is enough, how many more times? What do we gain by plundering the graves, removing tomb stones, and removing the crosses and throwing them on the ground?'' (MY)
