[01] Further on Denktash comments on confederation possibility

Denktash said: ``The possibility of setting up a confederation based on the principle of two states can be discussed at this stage. In time, this can turn into a federation if there is a serious build-up of confidence between the two states. Certain diplomats have already admitted that a federation is impossible in view of the existence of mutual fear and doubts between the two sides''.

Alleging that everybody should realize that the Greek Cypriots are not the government of the Turkish Cypriots, Denktash noted that the exchange of properties should be accepted as well.

Explaining that certain persons ask him the reasons why he jumped from the concept of federation to confederation, Denktash claimed: ``Because the Greek Cypriots killed the concept of federation.''

He added: ``The only thing left to do is to secure an agreement based on the principle of two states''. Denktash continued: ``The two sides should acknowledge the existence of each other, set up cooperation ties, and establish good friendship relations. Let them think about the meaning of a political umbrella that can be achieved once the dangers will be eliminated and this friendship will secure confidence.''

Claiming that only through a confederation can a political umbrella be established at the beginning, Denktash said that this confederation can turn into a federation in the event that good cooperation and confidence is established. Denktash continued: ``The principle of two states lays the grounds of every federation and all federations start with a confederation''. Denktash added that the Turkish Cypriots can go their own way if the Greek Cypriots do not take up this chance. In this way, explained Denktash, the relations between the two sides will be severed even more.

[02] Turkey´s budget deficit

Some 3.9 quadrillion of the spending on transfers were allocated for interest payments on Turkey´s internal and external debts, 810 trillion for the social insurance establishments and 80 trillion for the public economic enterprises. So, compared with the spending during the same period in 1997, the budget spending increased by 137.7 percent from January to July 1998.

The tax revenues increased by 121.5 percent to total 4.855 quadrillion. The non-tax normal revenues totaled 623 trillion, special revenues and funds totaled 582 trillion, and supplementary budget revenues totaled 92 trillion.

Compared with June 1998, budget revenues stood at 73.7 percent of the budget spending in July.

[03] Talat criticizes USA attacks on Sudan and Afghanistan

In a written statement CTP Leader Talat accused the United States of trampling universal values like human rights. Talat inter alia said the following: ``The US offensive launched against Sudan and Afghanistan by using the Kenya and Tanzania explosions as pretexts is one of the most striking examples of state terrorism, which cannot be accepted.

The world must draw very important lessons from the offensives launched by the United States, which has trampled peace and human rights, the two most important values cherished in the world.

The bomb attacks in Kenya and Tanzania are terrorist operations and those responsible for them should be found, tried, and the necessary punishment imposed on them. The offensives the United States launched against Afghanistan and Sudan as a reaction against the Kenya and Tanzania attacks are also terrorist operations. It is not right to reply to terrorist attacks with similar attacks.''

Talat added: ``We have not forgotten that what the United States is doing today, mainly taking its own interests into consideration before everything else, was also done by British imperialism at the time when it was strong. People living on the island of Cyprus are still bearing the bitter consequences of the evil seeds that Britain, which has lost its former political power in the world due to the fact that presently it is weaker than the United Sates, has sown especially in its former colonies. We also witnessed in recent days how egotistic and bold Britain is when it interrupted the frequencies of a radio station on our small island for the benefit of its own interests.''
