    [01] Cabinet list of the 55th Turkish Government

    According to Turkish Daily News (1.7.97) Mesut Yilmaz announced on Monday that Turkey's 55th government, which he leads, will be a government of reconciliation that will solve pressing problems and stage an election.

    The new government has been formed by the Motherland Party (ANAP), the Democratic Left Party (DSP) and the Democratic Turkey Party (DTP), with the outside support of the Republican People's Party (CHP). After President Suleyman Demirel approved the new Cabinet list, Yilmaz told a press conference they wanted to take the country out of the crisis it has been pushed into by the 54th government.

    The fundamental principles of the new coalition were listed in a joint protocol. The following reference to the occupied area is included in the protocol: "Relations with the Turkish Republic of Northern Cyprus and the Turkic republics of Central Asia and the Caucasus, which were neglected during the previous government, will be improved".

    [02] Inal Batu's visit postponed

    According to KIBRIS (2.7.97) the visit to the occupied area of Inal Batu, Turkish Foreign Ministry deputy Under-secretary responsible for the Cyprus and Greece desk, has been postponed.

    The visit was to take place yesterday.

    According to the statement by Turkey's so-called envoy to the occupied area, Ambassador Batu's working visit to the occupied area has been postponed because of the preparatory work being carried out in Turkey within the framework of the newly-established government. (MY)

    [03] Denktash says he will not go to New York if Greeks produce document

    According to illegal Bayrak radio (10:30 hours, 1.7.97) Rauf Denktash has said that there seems to be an intention to produce a document at the New York talks, adding: "If a document whose contents are unknown is going to be placed on the table, I will not go to New York."

    Denktash said that he asked Gustave Feissel, UN Secretary-General assistant special envoy in Cyprus, for information in connection with the document, but he did not receive a reply. Denktash noted that the question of whether to go to New York will also be discussed during the pseudo-Assembly debate on the Cyprus developments.

    The so-called Assembly convened in an extraordinary session yesterday, with the participation of Denktash.

    On his arrival at the so-called Assembly, Denktash spoke to reporters in the garden. He said: "We were going to New York to reach an agreement, to speak. We were going to go there to understand Clerides' intentions. Now, he intends to place a document on the table. What is this document? Why is it being produced now? We are waiting for a reply. We have not had a reply from Feissel for two-three days".

    Denktash claimed that he may not go because this document is part of a ploy to prevent him and President Clerides from holding direct talks. He alleged: "Since a document is going to be produced the minute the talks begin, Clerides will hide behind whatever it is in the document that supports him. This is an operation to support and save Clerides".

    Denktash said that it is interesting that this issue came up after a meeting between Foreign Minister Ioannis Kasoulides and Diego Cordovez, UN Secretary General's special adviser.

    Denktash stressed that the Turkish Cypriots will not fall into this "trap". He reiterated that the Turkish position he will defend in New York is clear: "to defend the basic rights given to the Turkish Cypriots and the Turkish side by the 1960 agreements." "Our equality and our right to establish a separate state must be recognized", he said.

    Denktash added that the balance established between Turkey and Greece, and Turkey's right to intervene, if necessary, unilaterally, must continue.

    "We held an exchange of population after 1974. We can also hold an exchange of property and reach an agreement. The Greek Cypriots have never looked favourably to an agreement because the world considers them the Cyprus government. I hope the world will stop making this mistake", he claimed.

    Moreover, according to KIBRIS (2.7.97), when asked to comment on rumours that the Greek Cypriot side is preparing a map, Denktash said: "Let them come up with whatever they want. We will first discuss with Clerides his approach to the Cyprus problem". He said that the map issue will come last.

    Denktash went on and said: "Let us first decide the shape of the building, its doors, its windows and the way of life in this building. Then the rest is easy. But if they put the map before us and start arguing ` Denktash did not accept the map', we will not be taken in by this plot. I hope they already know this".

    KIBRIS reports that yesterday's extraordinary session was closed to the public.

    After the session Denktash said that if the UN did not prepare the document yet, "let them wait until we go to New York, let them prepare the document in consultation with us. This is the right way". (MY)

    [04] Importance of Cyprus for Turkey's security stressed by Turkish Foreign Ministry

    According to TRT Television Network (17:00 hours, (1.7.97) the Turkish Foreign Ministry issued a statement saying that "the Turkish Republic will always guarantee the safety, peace, and tranquility of the Turkish Cypriot people". The statement reiterated that Turkey supports the UN Secretary General's initiatives within the framework of his goodwill mission. It adds that the direct talks to be held in New York constitute a good opportunity for the two leaders to reach a lasting solution through their own free will, without being subjected to any outside influences. The statement says that President Demirel and Denktash will continue to defend the views cited in their joint declaration of 20 January 1997. It also says that the importance Cyprus carries for Turkey's security interests will always be carefully kept in mind.

    The statement underlines the arms buildup by the Greek Cypriot side, the joint defense doctrine between the Cyprus Government and Greece, the construction of Greek air and naval bases in southern Cyprus and the possibility of the deployment in south Cyprus of new weapons. The statement claims that these developments threaten not only the security of the pseudostate and of the region, but that of Turkey as well.

    The statement says: "In light of these developments, Turkey does not satisfy itself only with guaranteeing the security of the TRNC, but attaches importance to Cyprus in terms of its own security as well."

    [05] Illegal BRT-2 TV channel starts trial transmissions

    According to KIBRIS (2.7.97) the illegal BRT-2 TV Channel has started its trial transmission as of yesterday evening. The trial transmissions will continue until 20 July, 1997.

    The illegal BRT-2 will broadcast news in foreign languages. During the trial transmissions it will broadcast in Greek and in English then it will start broadcasting in Russian, German, French and Arabic as well.

    KIBRIS also reports that the illegal BRT will commence BRT-Internet as of tomorrow. (MY)

    [06] "Hawk" team expected to make no concessions on Cyprus

    Lale Sariibrahimoglu, writing in CUMHURIYET 2.7.97 under the title "No concessions in Cyprus" says that people like Mesut Yilmaz, Bulent Ecevit, Mumtaz Soysal and Sukru Gunel, who are considered as "hawks", will put their weight on the Cyprus problem.

    The new State Minister responsible for Cyprus Affairs, Prof. Gunel, has declared that there will be no concessions as regards the Turkish Cypriot sovereignty.

    Sarribrahimoglu adds that this new team will try to mend the dent opened by the Erbakan government in Turkey's relations with the EU, the Arab world and in the Cyprus problem.

    She says that the team will try to restore Turkey's shuttered foreign policy in a speedy manner.

    Sariibrahimoglu adds that the State Minister responsible for Cyprus Affairs Prof. Sukru Sina Gurel, who is an expert on "State Law" and the author of two large volumes on "History of Cyprus", in a statement to CUMHURIYET stressed that during the negotiations "no concessions will be made regarding the TRNC's sovereignty right".

    CUMHURIYET's correspondent says that Prof. Gunel's statement is contrary to the US policy on Cyprus that envisages "single sovereignty , within a bicommunal federation".

    Gurel also stressed that "going back from the existing state-status of the TRNC is only possible if equal sovereignty rights are recognized to the Turkish people and its security is safeguarded in an effective manner". (MY)
