    [01] Talat raps Eroglu for idly waiting for aid from Turkey

    Republican Turkish Party (RTP) leader Mehmet Ali Talat has said that the "coalition government" is wasting the most valuable days of the Turkish Cypriot community by doing nothing.

    In a written statement he issued Talat recalled that so-called prime minister Eroglu said the "government" was waiting for the financial aid to arrive from Turkey. Talat said that the same mentality has been reigning for years, and that this is why the pseudostate's resources have not been exploited rationally.

    He pointed out that inflation is eroding the people's lives, charging that the material aid to arrive from Turkey under the current conditions will be of no use.

    The RTP leader said that being in "government" does not mean waiting idly, and urged the "government" to immediately take all the measures necessary to end inflation and the economic stagnation.

    [02] Turkish Cypriots to COE Parliamentary Assembly meet in Strasbourg

    According to illegal Bayrak radio (5:00 hours, 20.4.97) a delegation from the so-called Assembly left for Strasbourg yesterday to attend the Council of Europe Parliamentary Assembly meetings. The delegation is being headed by "Assembly Speaker" Hakki Atun, and includes Mustafa Arabacioglu from the Democratic Party, Dervis Cobanoglu from the National Unity Party, Huseyin Celal from the Republican Turkish Party, and Mehmet Emin Karagin from the Communal Liberation Party.

    [03] Akinci says Turkish-Greek dialogue to help Cyprus

    According to illegal Bayrak radio (15:30 hours, 19.4.97) Communal Liberation Party leader Mustafa Akinci has commented on the possibility of favourable developments in the Turkish-Greek dialogue and added: "Such a development can contribute to a Cyprus solution". In a statement he issued to illegal TAK (Turkish Cypriot News Agency), Akinci said that he was extremely pleased to have observed that Turkey and Greece had taken steps to soften the atmosphere for some time.

    Stressing the importance of the agreement reached between Turkish Foreign Ministry under secretary Oymen and Greek deputy foreign minister Papandreou in Malta, Akinci added: "The positive reflections of this agreement will be felt on the Cyprus issue in the event that this agreement is put into effect and a comprehensive dialogue is launched between the two countries."

    [04] Denktash insists on Ghali Set of Ideas

    According to illegal Bayrak radio (15:30 hours, 18.4.97) Rauf Denktash has said that the United Nations sought the first two sections of the Ghali Set of Ideas, which the Turkish Cypriots have already approved, to be accepted so that the direct talks can start. Denktash met with Gustave Feissel, the UN Secretary General's assistant special envoy in Cyprus, and conferred with him for some time last Friday.

    Recalling in a statement he issued after the meeting that the Turkish Cypriot side had been saying for a long time that it was ready to meet within the framework of the parameters envisaged in the Ghali Set of Ideas, Denktash added: "Then Feissel started to come and go, asking us whether or not we could make changes on these two sections. We, in turn, informed him that we did not want him to make any changes".

    Explaining that he took up these issues once again with Feissel, Denktash said: "For this reason, there is no need to waste the Turkish Cypriot side's time. The issue will become easier if Clerides is ready to meet within the framework of the Ghali Set of Ideas".

    Denktash added: "There is no turning back from setting up a bizonal partnership as envisaged in the Ghali Set of Ideas". Claiming that there is very little left to discuss in the event that the Greek Cypriots agree to this, Denktash said: "This is an exchange of property (word indistinct). Who will be the one to grant authority if a joint government is established? The two equal sides should make decisions on all issues, including sovereignty. Thus, a bizonal state will emerge. This state will naturally have a single identity for the world. However, the sides to set up the state will be sovereign similar to Switzerland. Both sides will be autonomous in their affairs and will be responsibility for their own security. In this way, the guarantee agreement will continue in the same manner."

    Feissel, in turn, did not make any comments after the meeting.

    [05] Friendly meeting of Greek and Turkish Parliamentarians

    MILLIYET (21.4.97) reports that Greek and Turkish parliamentarians will be meeting tomorrow at a tavern in Strasbourg and will eat and have a friendly chat.

    The friendly encounter of Greek and Turkish parliamentarians will take place within the framework of the Council of Europe Parliamentary Assembly's deliberations.

    Pasok deputy, Dinos Vrettos, will host the guests. The representatives of all the political parties at the Greek parliament will attend the meeting.

    This is the second time Greek and Turkish deputies sit around a dinner table. (MY)


    [B] COMMENTS AND EDITORIALS

    [06] Marathon summit envisaged for the two leaders in Cyprus

    Ferai Tinc, writing in HURRIYET (18.4.97), says that a Dayton type marathon summit is envisaged for the settlement of the Cyprus problem.

    She says that both leaders, President Clerides and Turkish Cypriot leader Denktash, will come together at a Dayton type summit and will discuss the details of a previously drawn and agreed framework.

    She says that Denktash, due to his health problem, told Feissel that he cannot hold such talks and asked for negotiations to be held in Cyprus.

    She then quotes Mr Feissel as saying that "every passing day the Cyprus problem becomes more dangerous and for this reason it should be solved. The situation does not justify further delay, and wasting time. For this reason when the two leaders meet, we want them to have results. We cannot accept to have them shake hands and depart".

    Ferai Tinc concludes by saying: "This summer Cyprus will witness important developments. The marathon summer, whether successful or not, will definitely change Cyprus' 34 years of status quo."
