[A] NEWS ITEMS[01] TALAT MEETS U.S. ENVOY, COMMETNTS ON 3D PARTY INITIATIVESAccording to illegal Bayrak Radio (1630 hours, 18/2/97) Republican Turkish Party [RTP] leader Mehmet Ali Talat has said that the Cyprus problem is deadlocked, that the key to solving this issue lies in the hands of both sides, and that third parties can only contribute to it. He said that his party is always open to contributions from third parties toward the solution of the problem on condition that these contributions are equal.Mehmet Ali Talat met with U.S. Ambassador Kenneth Brill yesterday at the latter's request. In statements to illegal TAK [Turkish Cypriot News Agency] prior to the meeting, Talat and Brill said that the solution of the Cyprus problem cannot be delayed any longer. They stressed the need to reach a peaceful solution acceptable to both sides. Talat said: ''The only thing we want is for the initiatives to be made on an equal basis and that they be able to help both sides. This is necessary for the solution of the Cyprus problem''. Brill said that they were going to discuss the latest developments concerning the Cyprus problem. He added: ''Our aim is to help toward the solution of the problem''. He went on to say that it will be useful to hear different opinions from different people. [02] ENVER EMIN ISSUES CALL FOR 'SOCIAL CONCILIATION'According to illegal Bayrak Radio (1630 hours, 18/2/97) Democratic Party [DP] Secretary General Enver Emin has called for the solution of the problems together, in unity and solidarity. In a written statement he issued, Emin said that at a time when the Cyprus question is going through a critical period, the ''coalition'' partner struck a blow to social conciliation by raising the question of ''gubernatorial appointments''.Emin stated that the Turkish Cypriots are going through a period they do not deserve, noting that domestic developments which are increasing the tension are now being added to the Cyprus problem. There is definitely a need for social conciliation in order to resolve these problems as well, he said. The DP secretary general reiterated his call to the ''government'' partner, all parties, all organizations, and all the people to reach social conciliation in order to resolve all the domestic problems. [03] DENKTASH SAYS CYPRUS ISSUE NOT PROBLEM OF CONSTITUTIONAccording to illegal Bayrak Radio (1630 hours, 18/2/97) Rauf Dentktash has said that the problem in Cyprus is not a constitutional problem. He was replying to Greek Cypriot press reports to the effect that Sir David Hannay, the British Foreign Office special envoy in Cyprus, is having a new constitution drawn up for Cyprus. Dentktash claimed ''These reports are probably made up by the Greek Cypriot press''.Denktash alleged that Sir David Hannay must tell the Greek Cypriots that they are not the legitimate government of Cyprus. Denktash called on Britain to protect the 1960 guarantee system - that is, to defend the view that Cyprus does not have the right to apply for EU membership when Turkey is still not a member. [04] BRITISH FOREIGN OFFICE OFFICIAL HAS CONTACTS IN THE OCCUPIED AREAAccording to KIBRIS (19.2.97) the deputy director of the Cyprus Desk at the British Foreign Office, Sophia King, continued her contacts in the occupied area. Mrs King yesterday met with Enver Emin, the Democratic Party Secretary-General.The other day she visited the National Unity Party (NUP) headquarters. [05] TURKISH FINANCIAL AID TO PSEUDOSTATE STALLINGKIBRIS (19.2.97) reports under banner headlines that there is difficulty in Turkey in finding resources for the 250 million US dollar aid to the occupied area.KIBRIS, quoting ANKA news agency in Ankara, writes that the Turkish Treasury has yet to allocate resources for this aid. Despite the fact that a month has passed since the date the protocol was signed, which stiputates a major financial assistance by Turkey to the occupied area, the Treasury has yet to solve the problem of allocating resources. KIBRIS reports that efforts are continuing in Ankara to secure the money. The said economic assistance, claims KIBRIS, will help the occupied area develop its economy to reach the level of the economy of the free areas. (MY) [06] INFLATION FIGURES IN THE OCCUPIED AREAKIBRIS (19.2.97) reports that the pseudostate's so-called Planning Organization (DPO) and the Civil Servants Trade Union KTAMS have announced the inflation figures for the first two months of this year.For the ''so-called'' DPO, inflation is 14.03% and for KTAMS is 11.87%. KIBRIS says that in the past the figures given by KTAMS were usually higher than those given by the ''DPO''. This time, the so-called DPO's figure is higher. The period covered is from 10 December 1996 to 10 February 1997. (MY) [07] TOURISM BETWEEN TURKEY AND PSEUDOSTATE DISCUSSEDAccording to HALKIN SESI (19.2.97) officials from the Union of Turkish Tourism Operators (TUR SAB) and the Turkish Tourism Operators Foundation (TURSAV) have arrived in the occupied area to hold contacts regarding issues related to tourism.They will hold joint meetings with the Turkish Cypriot tour operators regarding the touristic operations between Turkey and the occupied area in 1997. [08] TRUE PATH PARTY DEPUTY RESIGNSAccording to TRT (1600 hours, 18/2/97) Mehmet Korkmaz, True Path Party [DYP] deputy form Kutahya, has resigned from the party. He submitted his resignation to the Assembly speaker. With his resignation, the number of DYP seats at the Turkish Assemly drops to 118, while the number of independents rises to seven.[09] PROPAGANDA ARTICLE ON VAROSHA APPEARS IN ALL LOCAL PAPERSAll the local papers (19/2/97) except KIBRIS report about the ''ghost city of Varosha'' and all of them produce the same article prepared by Denktash's propaganda machine regarding the occupied city.It includes statistical information and a list of dates of agreements and resolutions where Varosha was the subject of discussion.
