    Both the Cyprus News Agency and our correspondent in Strasbourg report that the Council of Europe has set in motion the sanctions procedure over Turkey's stonewalling in the Titinal Loizidou case;

    The US State Department's Special Co-ordinator for Cyprus arrives on the island following talks in Ankara and Athens;

    Turkey's Prime Minister insists that his country has rights over Cyprus, while the Turkish-Cypriot press charges the Turkish military of meddling with the occupied areas' upcoming elections;

    Three bomb-blasts rock Constantinople, while suicide attacks continue in Iraq and the US and British heads-of-government meet in London;

    The Council of Europe last night put off for a another week the deadline for Turkey to compensate Greek-Cypriot Titina Loizidou for property seized during the 1974 Invasion of the island.

    At the same time however, both the Cyprus News Agency and our on-the-scene correspondent reported that the C-of-E has decided to set in motion the sanctions procedure, with the relevant announcement being issued by the Chairman of the Permanent Representatives Council following the Turkish delegate's statement that he was not in a position to give an answer as to when and if the compensation would be paid.

    The Council of Europe had last week given Turkey until yesterday to pay Loizidou the 1.1 million dollars and court fees granted by the European Court of Human Rights in 1998 or face retaliatory measures which it did not specify.

    The US State Department is officially calling on all parties involved in the Cyprus Issue to voice, the soonest possible, their will to resume talks on a solution based on the Annan Plan.

    The announcement was issued by State Department spokesman Adam Irilai, who said that the US message is being conveyed in person by the State Department's Special Co-ordinator for Cyprus Thomas Weston, currently on a tour of the region, and arriving on the island as we speak following talks in Ankara and Athens.

    This afternoon, Mr Weston will first meet with President of the Republic Tassos Papadopoulos, after which he'll engage in talks with Foreign Minister George Iakovou.

    Turkish Prime Minister Recep Tayyip Erdogan meanwhile, during an interview on Turkish television, insisted that his country has rights in Cyprus deriving from binding agreements, and stated categorically that these will not be ceded.

    Mr Erdogan further said that following the occupied areas' December 14th elections, he will proceed with certain steps in relation to the Cyprus Issue, such as the transport of water and power from Turkey, while he will also transform what he referred to as the "TRNC" into a place for serious investments.

    In closing, Recep Tayyip Erdogan said that most Turkish-Cypriots consider Turkey their fatherland, even though there are those who beg to differ.

    At the same time, a section of the Turkish-Cypriot press is charging the occupation army of involvement in the upcoming elections.

    Specifically, "Ortam" writes that the commander of the 28th Division, accompanied by 15-20 officers, went to the occupied village of Diorios -- Yiorgo in the Turkish-Cypriot dialect and Tepebashi in Turkish -- and used a megaphone to gather the residents in the village square, where he attempted to drum it into their minds the position that Greeks and Turks cannot possibly co-exist.

    In reaction, the Turkish-Cypriot Peace and Democracy Movement, chaired by Mustafa Akinci, said that it will be reporting the incident to the occupied areas' "Supreme Electoral Council".

    At least five people have died and some 169 injured in three explosions which rocked the Turkish commercial capital of Constantinople today: one destroying part of the HSBC Bank headquarters, a second directed against the British consulate in the city, and a third in a residential area.

    Bodies lay amid wreckage outside the HSBC building with CNN-Turk television also showing survivors nursing their wounds, while the same station reported that many were badly wounded in the blast at the British consulate.

    Today's explosions came with the shock of last Saturday's attacks still fresh in the memories of Constantinople residents, when two trucks packed with homemade explosives detonated outside the city's Beit Israel and Neve Shalom synagogues, killing 25 people and wounding hundreds more.

    A unit of Osama bin Laden's al-Qaeda organisation had claimed responsibility for the weekend attacks, warning that the Islamist network was planning more attacks against the United States and its allies.

    Today's Constantinople attacks meanwhile occurred just hours before US President George W. Bush and British Prime Minister Tony Blair were scheduled to start official talks in London on a broad range of issues, with their however agenda topped by the situation in Iraq.

    At the same time, some one hundred thousand demonstrators are reported to be descending on the centre of London in the largest anti-war protest of recent years to be held in the British capital.

    The demonstration will reach its climax in Trafalgar Square, where the protesters have announced that they'll be toppling a statue of George W. Bush, in an echo of the bringing-down of Saddam Hussein's statue shortly after the fall of Baghdad to US forces.

    In today's tailer, and to paraphrase that old classic... "The Swiss do it, cowboys do it, even educated rappers do it. Let's do it, let's yodel-ay".

    Yes.... From opera to hip-hop, there's barely a musical genre that hasn't turned to yodelling now and then. So why can't yodellers get a little more respect?

    That's precisely the question posed by writer and radio DJ Bart Plantenga in his book "The Secret History of Yodeling Around the World", It's the first all-embracing look at the oft-derided art which echoes through cultures as diverse as the Bollywood soundtrack and the Pygmies of Central Africa.

    Plus, the 300-page book is packed with Yodeling trivia, like the recipe for the Yodel cocktail, the online herbal medicine store <Yodel.inc.com>, the Drake's Yodel -- a spongy chocolate roll filled with a cream substitute -- and yodelling's place in the annals of sexual slang.

    Even though Plantenga isn't a singer himself, he'd stake his epiglottis on the fact that yodelling has had an immense influence on both music and popular culture. He also says that most friends greeted his book with a "bemused grin or a perplexed glaze," and is sanguine about how yodellers feel they should rehearse out of earshot -- in the shower, in their cars, "or in a studio lined with mattress-thick insulation."
