    --ALTHOUGH THE EU REPORTEDLY SUPPORTS TURKEY'S CANDIDACY, IT WANTS A TIME TABLE OF TURKEY'S MEETING ITS COMMITMENTS

    --- FEARS ARE INBCREASING THAT THE RUSSIAN INVOLVEMENT IN CHECHNYA WILL TURN INTO A REPEAT OOF THE 94 TO 96 WAR WHEN THOUSANDS DIED

    --THERE ARE CIONFLICTING STATEMENTS ABOUT CORRUPTION INSIDE THE POLICE FORCE

    --AND... THE POLICE STARTED LARGE SCALE SWEEPS TO GATHER UP ILLEGAL VISITORS IN CYPRUS

    [02] BUDGETS

    For the first time in the history of the Cyprus republic, the Cabinet yesterday approved an integrated state budget, to meet state requirements for the year 2,000.

    The Integrated budget incorporates the Regular Budget, the Development Budget, the Relief Budget and the Defence Budget.

    It provides for expenditures in the amount of 2.24 billion pounds,and revenues of 1.37 billion pounds.

    Finance Minister Takis Clerides said after the Cabinet;'s approval said there is an obvious need to strengthen revenues and said he hopes the House of representatives will look at the matter favorably.

    Among measures recommended by the government is an increase in the value added tax, VAT, by two percentage units.

    The greatest part of the revenues, Chlorides added, is needed to support a firm economy based on healthy foundations, but also so that the government may be able to meet its obligations to cover social grants.

    [03] CABINET

    The agenda of today's cabinet meeting which started at ten this morning includes 110 items.

    No statements were made before the start of the meeting, which is the first after the Return of President Clerides from New York.

    [04] CLAY-CLERIDES

    Britain has not yet determined the position it will take at the EU Summit conference of Helsinki over the grant of candidate status to Turkey,

    The statement was made by British High Commissioner Edward Clay, after this morning's meeting with President Cklerides, which he described as a routine.

    Clay gave assurances that Britain remains committed to work towards resumption of the intercommunal dialogue, adding that he hopes that such talks will be held.

    Referring to the visit of US Presidential representative Alfred Moses, the British High Commissioner said that as far as he knows, Moses is expected in Cyprus on October 18.

    [05] ITALIANS

    A delegation of the Italian Parliament's Foreign Affairs committee which is on an official visit to Cyprus was today received by House President Spyros Kyprianou but no statements were made after the meeting.

    The Italian parliamentarians arrived in Cyprus yesterday evening on an invitation from the Chairman of the House Foreign and EU Affairs Committee Tassos papadopoulos.

    The delegation will have separate meetings with AKEL Secretary General demetris Christofias, the Foreign Minister and with the House Foreign and EU affairs committee.

    It will also confer with the Committee of Relatives of Undeclared Prisoners of War and the Missing.

    The Italian parliamentarians will also visit Nicosia municipality and the cease fire line.

    [06] GR-Trk-EU

    Circles of the Greek Foreign Ministry have underlined that the candidacy of Turkey for its accession to the EU is neither a gift, nor will Turkey be presented with a blank cheque.

    The relations of Turkey with the European union were discussed at a special meeting yesterday in Athens, chaired by Foreign Minister George Papandreou and attended Greek ambassadors to EU countries.

    [07] Turk EU Parl

    Ankara considers the latest decision of the European parliament on its relations with the EU as very positive by comparison to previous decisions.

    A Turkish Foreign Ministry statement said, however, that the decision proves that the European parliament, at this moment, does not appreciate the developments taking part inside Turkey, nor does it appreciate the country;s sensitivitiers.

    [08] RUSSIA CHECHNYA

    Chechen President Aslan Maskhadov was quoted today as saying the territory was prepared for conflict with Russia, but he was also reported to have appealed to NATO to help launch a dialogue with Moscow.

    The news came as Russia's air force said it had carried out 10 bombing sorties on the breakaway region over the last 24 hours.

    A spokesman for the rebels said Russian planes had hit a village, killing 32 people, but the report could not be independently confirmed. Russia says it is only hitting objects which have military value to the rebels.

    Russia says it is hitting Moslem rebels hiding in Chechnya who have twice invaded the neighbouring region of Dagestan. Moscow is creating a security buffer zone in the region to prevent further attacks.

    But many fear the conflict will turn into a repeat of the 1994-96 Chechen war, in which tens of thousands of people died.

    Maskhadov, who has little control over the warlords who lead the Moslem rebels, was quoted as saying his republic was more prepared now for war than before the last conflict

    [09] ILLEGALS

    A totasl of 32 foreigners employed in the Limassol District were arrested in aaa large scale police sweep for foreigners illegally in Cyprus.

    IN a raiiidd on a Trachoni pub, last night, police arrested nine women, eight Ukrainian and one Romanian,who were employed illegally. For good measure police also arrested the pub owner, identified as Charalambos Shakallis, alias Patozas,

    The foreigners arrested included Moldavian men and women, Egyptians, Iranians, Yugoslavs and one Russian.

    [10] AD HOC CRIME

    AKEL MP Aristophanes Georgiou, chairman of the House Ad Hoc Committee on Crime, said that a point of order does arise from the contradictory statements of Public Order Minister Nikos Koshis and Police Chief Andreas Angelides.

    He underlined that while the minister speaks of rot within the police force the chief states there is no evidence of members of the force being involved in recent crimes.

    Georgiou added that it is very clear that either members of the police or public servants are involved in recent cases. He strongly demanded that the matter be cleared up once and for all.

    Referring to additional facts requested by the Committee from the Chief of Police, georgiou said that the impression was created during the committee meeting that there was an attempt to cover up matters and mislead the committee, by refusing to provide clear answers and offer allegations instead.

    [11] MARKID-LOUIS

    Investigation into whether the Louis Company has paid its taxes, as indicated on computer data, was ordered to satisfy the public sentiment, according to Attorney General Alecos markides.

    He added that personally, he has no reason to doubt that these sums have in fact been paid.

    Markides went on to say that the matter ha s created a sort of mystery because of the impressions created after a statement from the Ministry of Finance and by a company official.

    Markides suggested patience, saying that the confidentiality of the investigation will be maintained. He added that results will be published when the investigation is completed.

    [12] WEATHER

    The weather will be clear this afternoon with some local cloud which could produce some rain over the mountains.

    Winds will be Westerly to South Westerkly moderate and the sea will be slight to moderate in windward areas.

    Clear conditions with passing cloud will continue this evening.

    Winds will be North Westerly light and the sea will be slight.

    Temperatures will drop to 19 C inland and on the coasts and to 14 C over the higher mountains.

    The fire hazard remains extremely high in all forest areas.
