MONDAY 7 JUNE 99 [01] HEADLINESAS TALKS FAILED OVER KOSOVO NATO PRESENTED NEW DEMANDS, CONDEMNED BY YUGOSLAVIA AND RUSSIA, AND ALSO INCREASEDBOMBING OF YUGOSLAVIAPRESIDENT CLERIDES IN BEIJING STARTED HIS OFFICIAL TALKS A MASS RALLY AND MARCH TO THE US EMBASSY TO CONDEMN THE BOMBING TAKES PLACE TONIGHT IN NICOSIA TURKEY'S OPPOSITION ISLAMISTS ATTACKED THE GOVERNMENT OVER BAN OF MOSLEM ATTIRE ISRAEL TO UNVEIL ITS MISSILE-KILLER ARROW AT THE PARIS AIR SHO ISRAEL MADE CONTINGENCY PLANS FOR THE COLLAPSE OPF THE SOUTH LEBANON ARMY AND... THE PORT STRIKE WAS AVERTED AFTER GOVT-TU AGREEMENT IN PRINCIPLE [02] TALKS IThe conditions which the NATO generals attempted to dictate to their Yugoslav counterparts led to a total collapse of the talks at Kumanobo. The Yugoslav delegation described as totally unacceptable the NATO demand for establishment of a buffer zone of 25 kilometres in depth on Serbian territory. The question of the international force, and specifically the degree of its deployment under UN security Council decisions is also considered insurmountable. NATO speaks of a Yugoslavian reneging. General Mike Jackson said after collapse of the talks that the Yugoslavs presented positions which do not guarantee a mass return of the refugees. He added that NATO has no other choice than to continue and intensify its bombing until the Yugoslav side implements the agreement fully and without hesitations.[03] TALKS IIOn its part the Yugoslav side insists that it bases its position on the principles agreed during the Belgrade talks, which are: -- Full respect of the territorial integrity and sovereignty of the Federal republic of Yugoslavia and Kosovo as its integral part. -- Deployment of an international security force under UN auspices or under a UN security Council resolution. Moscow also directed its fire exclusively against NATO, with Foreign Minister Igor Ivanof saying that NATO has overdone things by introducing new conditions. He also agreed with Belgrade's demand that the International Force should be made up on the basis of a security council resolution.[04] NATO BOMBSThe scenario continues in Yugoslavia. NATO announced it will continue with its bombing of Yugoslavia, which, in fact, has never stopped. After the temporary collapse of the talks the alliance even announced that the blows against the Serbs will be intensified until Belgrade is forced to sign the agreement unconditionally. The new wave of bombing sorties started shortly after midnight last night. Earlier and shortly after the collapse of the talks the air raid sirens sounded in Belgrade and were followed by anti-aircraft fire directed at spy drones. Yugoslav television relay stations were the main targets in central Serbia, while missiles also hit the town of Kursumliya in South Serbia which has been repeatedly targeted by NATIO. recently NATO has also concentrated its blows in Kosovo, thus augmenting the work of the Albanian Liberation Army, with dozens of missiles last night hitting Priren and Pec in Western Kosovo. NATO aircraft launched more than 100 missiles in the region of Donya Utriga, killing one civilian.[05] CLERIDES BEIJINGExpanded talks took place today between President Clerides and Chinese President Jang Jeming for the purpose of promoting political, commercial and financial relations between Cyprus and China. A private meeting between President Clerides and his Chinese counterpart preceded. China reiterated its position for a Cyprus solution based on the Un resolutions. The official welcome of President Clerides to China was held today in the Grand Hall of the peoples at which the Chinese President personally welcomed his guest. The reaffirmation of the Chinese position on the solution of Cyprus was also expressed to Cyprus Foreign Minister Ioannis Casoulides by his Chinese counterp[art. The Chinese foreign minister reiterated his country;s positionb on the ssovereignty, independence, and territotial integrioty of the Cyoprus Repubklic and respect on the principles and resolutions of the United Nations.[06] MASS MEET"Stop the bommbing now, give peace a chance" is the slogan of the mass meeting to be held this evening in Nicosia to condemn NATO bombing of Yugoslavia. Takinng part ij the mass meeting will be AKEL, DIKO, EDEK. New Horizons, KEA and the Ecologists-Environmentalists Movemebt. The mass meeting will start at Eleftheria Square where party leaders will make their speeches, and will be continued with a March on the American Embassy.// The Government and the democratic Rally expressed their opposition to the mass meeting. Acting Government Spokesman Spyros Arotis in a written statement said that such mass meetings not only fail to serve, but on the contrary endanger the interests of the Cyprus Republic and its people in respect of the cession of Cyprus to the EU[07] CIVIL DEFENCESome six thousand civil defence centers will be basically ready by the end of the year while the goal remains to staff civil defence with volunteers. Interior Minister Christodoulos Christodoulou discussed the goals of civil defence with the involved organisations. Speaking after the meeting the minister said that some six thousand shelters have been registered and evaluated. Sincd 55 percent of them have bee considered as basically suitasble but certain alterations are still necessary. Briefing of the public and allocation of the population by center will be carried out by the end of the month. Earlier Christodoulou discussed civil defence with Greek Ambassador Kyriakios Rodousakis who said co-operation between Greece and Cyprus in this sector must continue.[08] TURKEY GOVERNMENT- Turkey's main opposition Islamist party today attacked the programme of Prime Minister Bulent Ecevit's new coalition, focusing on plans to tighten an official ban on Moslem attire. The Virtue Party's criticism came ahead of a parliamentary vote of confidence on Wednesday in the secularist government which unites Ecevit's Democratic Left Party, the rightist Nationalist Action Party and conservative Motherland Party. The alliance is widely expected to win the necessary majority in the 550-seat parliament. In their coalition deal the three agreed to implement dress code laws that bar women from wearing Islamic headscarves in state buildings.[09] ARROWIsrael said tooday it would unveil a model of its Arrow missile killer at the Paris Air Show next week, but denied that the system, still under development, was for sale. The Defence Ministry said it would be the first time the Arrow had been shown abroad. Turkey and India are among several nations to express interest in the system, the development of which is jointly funded by Israel and the United States. Ilan Biran, director general of the ministry, said Israel would conduct another test flight in the coming weeks and hoped to deploy the system by early next year.[10] ISRAEL/LEBANONIsrael made contingency plans last week for the collapse of its client militia in Lebanon, senior defence officials said today. They said the plans were discussed at an urgent security cabinet meeting while the Israeli-allied South Lebanon Army (SLA) withdrew under fire from the Jezzine enclave in Lebanon. The officials, who spoke on condition they not be identified, said the security cabinet approved steps Defence Minister Moshe Arens would take in case the situation deteriorated. In one scenario, the cabinet considered the possibility that SLA men would abandon their outposts en masse in Israel's 15-km (nine-mile) deep south Lebanon occupation zone. The officials did not say how Israel would respond to such a development. The defence ministry declined official comment. The SLA completed its withdrawal from Jezzine last Thursday and its 2,000 men continue helping Israel patrol the zone.[11] AKROPOLIS-RALLYBritish driver Richard berns passedinto first position in the 46th Aklropolis rally after thre Seventh special section. Driving a Subar Imprezza he was very impressive both furing the fifth and sixth special sections which alsowon. he attained first position with a time of one hour 11 minutes and two seconds. Finnish driver Tomi Makinen in a Mitsubishi was second with a penalty of 15 seconds higher than Berns whikle British driver Colin MacRay in a Ford Focas third.
